Bayshore Beautification MSTU Minutes 02/03/2016 61.,e44:14/. /2 :14/. ?mot. .B4071,1, Bayshore Gateway Triangle CRA•Bayshore Beautification MSTU Haldeman Creek MSTU BAYSHORE BEAUTIFICATION MSTU ADVISORY COMMITTEE MINUTES OF THE FEBRUARY 3,2016 MEETING The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order by Maurice Gutierrez at 5:00 p.m. at the MSTU Office 3570 Bayshore Drive, Unit 102. I. Roll Call: Maurice Gutierrez, George Douglas, Robert Messmer was present and Victoria Nicklos (arrived at 5:12 p.m.). Excused absence: Sheila Dugan, Sandra Arafet, and Gerry Buck. MSTU Staff Present: Jean Jourdan, CRA Operations Manager; Elly McKuen, Project Manager and Shirley Garcia, Operations Coordinator. II. Adoption of Agenda: Motion to approve the agenda made by: Victoria Nicklos, 2nd: Robert Messmer. Approved: 4-0. III. Approval of Minutes: Victoria Nicklos made a motion to approve the January 6, 2016 minutes, 2nd: Robert Messmer. Approved: 4-0. IV. Projects Report: A. Beautification MSTU Update: 1. Landscape Maintenance Update: CLM's normal maintenance day is Friday. After the recent storms they were very proactive in cleaning debris out of the streets. Staff recognized their efforts to be so responsive. Robert from CLM updated the committee on the irrigation leaks and repairs. 2. Marina on Bayview Street sod replacement: Staff is moving forward with the installation of the approved materials of pavers. Staff is requesting a re-quote from paving contractors. There was a request to have the marina put an entrance and exit sign on their fence so the huge trucks stop backing up on the sidewalks and grass across from the marina. Staff spoke with the owner and he said he would try to speak with the drivers of the trucks dropping off boats to use one entrance and exit to eliminate the damage to the grass across from the marina. B. CRA Update: Given at the 6pm February 2nd CRA meeting. Sugden Park Pathway feasibility study was discussed. The study was sent to Parks and Recreation Division, as well as MSTU committee members for review and comments. Maurice reported that the CRA Advisory Committee was in full support with moving the project forward. The next step would be to begin the design and permitting of the pathway. Staff suggested that there may be grant funding available. Haldeman Creek MSTU Update: Staff updated the committee on the removal of the debris in Haldeman Creek. V. New Business: Bayshore Drive plant and palm replacement bids were reviewed. Three bids were received: Hannula Landscaping, Commercial Land Maintenance and Leo, Jr. Landscaping. Hannula Landscaping was the low bidder, while Leo, Jr. Landscaping was disqualified for not including the costs of all the plants requested. Staff requested to proceed with awarding the contract to Hannula Landscaping. A motion was made by Robert Messmer, seconded by George Douglas. The motion was approved unanimously. VI. Old Business A. Thomasson Drive/Hamilton Avenue Streetscape Update: Staff updated the committee on the current status of the right-of-way issue at Cirrus Pointe. RWA submitted a proposal to redesign the streetscape improvements within the existing right of way. Chris Wright and Keisha Westbrook were in attendance from RWA. They reviewed the proposal and discussed right of way issues. They advised the committee that by redesigning the streetscape to be n constructed within the existing right of way, the proposed medians would need to be eliminated. However, this would mean that the improvements would include a stacking lane in front of Avalon School for parents and buses in the morning and afternoon. After much discussion it was decided that staff should meet with Cirrus Pointe to discuss the possibility of providing needed right of way for the project before moving forward. In addition, staff shared that the Transportation Department has not reviewed the proposal for consistency. Staff suggested that before RWA move forward that the Transportation Department review the proposal for appropriateness. In addition, since there were 3 members absent the committee should wait until the next meeting to move forward. The Chairman made a motion a motion to direct staff to meet with Cirrus Pointe and submit the RWA proposal to Transportation for review, seconded by Robert Messmer. The motion passed unanimously. During the meeting RWA explained that with the elimination of the medians in the alternative right-of-way, the improvements could provide stacking lanes for the school in the area that was proposed to be landscape medians. All the members agreed that it was a high priority to address the congestion at the school during dismissal. Chris Wright stated that the redesign is probably a better plan than the original design.
