Ochopee FC Advisory Committee Minutes 02/08/2016 OCHOPEE FIRE CONTROL ADVISORY COMMITTEE MEETING MINUTES FOR FEBRUARY 8, 2016 CALL TO ORDER: Roll Call of Attendees Alan McLaughlin, Fire Chief, Ochopee Fire Control District Tony Davis, Chairman, Port of the Islands Ron Gilbert,Advisory Committee Member, Port of the Islands Robert Craig,Advisory Committee Member, Port of the Islands Jeannie Kungle, Guest Additions and Deletions to Agenda No additions or deletions to the Agenda. Approval of Agenda A motion was made to approve the Agenda it was seconded and passed. Approval of Minutes of the Regular Meeting of January 11, 2015 A motion was made to approve the minutes of January 11, 2015 it was seconded and passed. REPORTS: Chief's Report • Budget (Was not attached) Chief McLaughlin—We are on track with both of our budgets. We just completed the 1-75 budget for 2017 which has been sent to Mr. Summers and it will be reviewed next week. We are ahead of schedule this year because the process takes time and the new budget should be submitted to the State for signature at least three weeks prior to the beginning of their fiscal year which is 7-1-16. We are currently working on our budget for next year as well. Chief McLaughlin-There were 6 Firefighter line of duty deaths for the month of January and so far for 2016. Page 1 Awards, Recognitions&Certifications No awards, recognitions or certifications. OPERATIONS REPORT: Chief McLaughlin-There were 82 calls for the month of January which is double the amount of the previous year. We had a 43% increase in call volume for 2015 which is significant for one year. The increase was across the board so it was not just due to the opening of the 1-75 station. Ron Gilbert—Do you know how that compares to the other Fire Districts. Chief McLaughlin—The other Fire Districts are experiencing increases been between 9%and 14% on average nothing like our increase. He feels because gas prices are down and the economy has improved there are more people traveling. This has also been one of the highest tourist seasons this year. Chief McLaughlin -One mutual aid call to Broward County at the 50 mile marker on 1-75. Chief McLaughlin - No boat rescue calls. Chief McLaughlin -There were 26 incidents on 1-75; 21 vehicle accidents, 2 emergency medical calls, 2 vehicle fires, and 1 mutual aid to Broward County. Chief McLaughlin -There were no Fire Investigations and no Fire Inspections were reported by the Greater Naples Fire District for the month of January. OLD BUSINESS Working on 1-75 Station Internet Scheduled for January(Still Waiting) Chief McLaughlin—He received an e-mail this morning from Century Link which stated that they were 90 days out regarding infrastructure installation of the fiber optic connections . Internet service at the 1-75 station is still moving forward. Flag Pole at Station 60 Chief McLaughlin -The flag pole has been ordered for Station 60 and the cracked concrete in front of the apparatus bay is also going to be repaired as part of the flag pole installation. Page 2 Volunteer Fire Assistance Grant for fiscal Year 2016 Passed Chief McLaughlin—The Volunteer Fire Assistance Grant for Bunker Gear was passed by the Board of County Commissioners and the purchase order has been opened. We are in the process of measuring personnel then the order for 8 sets of protective clothing will be submitted. Hold Harmless Agreement Passed Chief McLaughlin—The Hold Harmless Agreement was passed this approval allows the payout to all of the Fire Districts regarding the Fire Code Officials Office. He believes our share is about $7,000. He will let the Advisory Committee know when the check is deposited. District I Service Agreement Chief McLaughlin—The District I Service Agreement was passed by the Board of County Commissioners. Port of the Islands Hotel (In Lien Litigation) Chief McLaughlin—He has been in touch with the owners of the Port of the Islands Hotel. The building cannot be used for training until the lien on the property has been resolved. An asbestos abatement was done on the building and it was found clear of asbestos. Everglades City Advisory Committee member Vacancy Chief McLaughlin -We still have an Everglades City Advisory Committee Member vacancy. He met with Mayor Hamilton regarding the vacancy. The mayor stated he would get back to Chief McLaughlin regarding a recommendation. The Chief has not heard from him yet. NEW BUSINESS: New Computers for Chief 60 and 62 due to new Locution System Chief McLaughlin—We have purchased two new Dell Rugged Tablets to be part of the new locution system for the new 911 enhanced MDT system. It is expected that the units will be delivered by Thursday. MDTs are functional with ADL Chief McLaughlin -We are fully functional on our first response and our GPS units are fully functional. Page 3 Search and Rescue Camera for Heavy Rescue 63 Chief McLaughlin -We purchased a Search and Rescue Camera for Rescue 63. It is a thermal imaging camera that is specifically used for law enforcement special operations for tracing people it will even track foot prints. He purchased the camera because there have been incidents where it is so dark on 1-75 even with the lighting that if an accident victim has been ejected some distance from the vehicle it can be difficult to locate them. The camera will increase the ability of locating patients quickly. Chief McLaughlin -Assistant Chief Morris is beginning the personnel uniform process by gathering sizes and determining the uniform needs of each individual. There will not be a large uniform order this year instead only damaged or torn items will be replaced. Last year everyone received new uniforms so this year is just replacement. Chief McLaughlin—We just purchased blinds for the windows at Station 63. Window coverings were not initially provided for the building. He is developing a Driver Engineer testing program without adding the position instead he is developing a slotting system. Those who pass the test will fill the Driver Engineering positions in the event of future merger. If a merger took place there would be 9 Driver Engineer Position openings through this testing our personnel could fill those slots. Tony Davis—How many people work for Ochopee Fire Control District? Chief McLaughlin—We have 21 personnel on shift and with myself, Caleb and Linda that adds up to 24 that is not counting our job bankers or volunteers if you add them that makes 28. PUBLIC COMMENT: Jean Kungle—She mentioned that there is going to be an appreciation party at the water plant at Port of the Islands for the deputies and firefighters.The party will be next Friday after the CID Meeting at 12:30PM.
