The motion carried unanimously. APPROVAL OF 11/16/15 MEETING MINUTES Mr. Cravens motioned, Mr. Ventress seconded to. approve the 11/16/15 meeting minutes as presented. The motion carried unanimously. AUDIENCE COMMENTS None UPDATE ON THE PB FOUNDATION REMEDIATION OF OAKMONT LAKE PATH SAFETY ISSUES Mr. Dorrill has directed staff to obtain a quote to grade and sod the drop-off areas on Oakmont Lake Path and will discuss the quote with Jim Hoppensteadt, Foundation President. ANALYSIS OF EXTRA POLICE PATROLS DATA(VERBAL VS. WRITTEN WARNINGS) Dr. Chicurel reported on the extra police patrols from 11/20/15-01/06/16 which included data on citations and warnings issued. Stop sign violations were the highest number of violations followed by speeding. Sergeant Walker, Collier County Sheriff's Office, discussed issues surrounding verbal vs. written warnings. Bob Naegele, PBPOA, commented on the continued sightings of car carriers illegally parked on Pelican Bay Blvd. and the need for a better solution to "warnings." He suggested that a representative attend the Presidents Council meeting on 01/12/16 to urge residents to inform their car-carrier companies to off-load vehicles in a parking lot instead of illegally parking on Pelican Bay roads. Mr. Dorrill suggested exploring a possible "designated drop-off site," such as the Presbyterian Church or Foundation parking lot. He will work with the Foundation to identify a site. A parking agreement would need to be signed with the respective property owner of the selected site and include an indemnification clause. PELICAN BAY LANDSCAPING GOALS AND GUIDELINES FINALIZATION Dr. Chicurel provided a slideshow presentation of photos taken of areas in Pelican Bay for which the PBSD is responsible. Examples were shown of attractive and unattractive landscaped areas, landscaping in need of maintenance, as well as areas with line-of-sight issues. Committee members discussed the following key elements of landscaping goals and guidelines: (1) The beauty of Pelican Bay is the second most cited reason why Pelican Bay residents have chosen Pelican Bay over other communities. (2) Landscape architects are not infallible. Their past recommendations for plantings chosen for the medians have resulted in line-of-sight issues. (3) Grass should be considered the key element to correct line-of-sight issues. Mr. Bolick will explore different types of turf for possible replacement of certain median landscaping. (4) Some landscape improvements should be coordinated and completed at the same 2 Pelican Bay Services Division Landscape & Safety Committee Meeting January 11, 2016 time as the installation of the new irrigation system. The need for re-grading of any of the medians should be considered at that time. By consensus, the committee agreed to make the following two changes to the draft document "Pelican Bay Landscaping Goals and Guidelines:" Item II., replace the words "wherever possible" with"when appropriate." Item III., remove the words "wherever possible." Mr. Cravens motioned, Mr. Streckenbein seconded to recommend to the full PBSD Board that they approve the "Pelican Bay Landscaping Goals and Guidelines" as amended today. The motion carried unanimously. LANDSCAPE UPDATE AND "DRIVE AROUND" REPORT Dr. Chicurel reported on his monthly"drive around"with Mr. Bolick. He suggested that architectural designs did not align with line-of-sight state law requirements. He also recommended that annual mulching be increased to at least semi-annual and that this issue should be included in FY17 budget discussions. Mr. Bolick provided an update on improvements to the Avalon and L'Ambiance corners with Pelican Bay Blvd. Bare spots are being replanted and irrigation to those areas is being improved. DISCUSSION OF TRAFFIC PATTERN AND LIGHTS AT PELICAN BAY BLVD. NORTH EXIT Dr. Chicurel reported on the response received from Collier County regarding the traffic pattern at the traffic light at the Pelican Bay Blvd. North exit, which stated that the FDOT would have to be contacted to conduct a study of this intersection which may result in a revision of lane assignments for vehicles exiting Pelican Bay. If the FDOT added a green left turn arrow, this would likely result in one left turn lane and one lane shared for both right turns and through traffic. Committee members discussed the possibility of changing the timing of the traffic light to stagger the green light to traffic exiting Pelican Bay and traffic heading westbound onto Tamiami Trail or into Pelican Bay. The committee chose not to pursue this issue at this time. OLD BUSINESS None NEW BUSINESS None ADJOURNMENT IThe meeting was adjourned at 10:23 a.m. Joe Chicurel, Chairman Minutes approved [ ] as presented OR [ ] as amended ON F ] date 3 Agenda Item#7a Page 1 of 5 As I review and understand the PBF's "7 point" strategic plan and focus, I am encouraged that (operating independently) both the PBSD and PBF have common goals as it applies to the beauty and safety of Pelican Bay's landscaping, streets, and sidewalk pathways. Since the safety and beauty within Pelican Bay is an integration of County, Foundation, single family homes, and various associations, it is appropriate and necessary that the PBSD (PB's MSTBU county board) and the Pelican Bay Foundation (PB's master HOA) work together to fulfill each board's common strategic goals for the present and future. This strategic partnership has historically existed. I see it now being more formalized and strengthened. It should not be diluted by fiscal ideologies that would fragment and tear apart this historical partnership. The PBSD's statutory functions and the Pelican Bay MSTBU give legal operational validation to this partnership in my opinion. Agenda Item#7a Page 2 of 5 After meeting with Fred Luconi and Frank Butler of the PB Foundation's Strategic Planning Committee, I took away the following: I. The desire of the PBF to create a yearly review of the community's landscaping, roads, and sidewalks. a Included, but not limited in this review, would be: 1. the evaluation of the past FY's landscaping projects 2. the evaluation of the of the community's appearance 3. the evaluation of the condition and safety of PB's roads and sidewalks 4. the evaluation of the maintenance and condition PB's two parks (Oakmont and Ridgewood) 5. the evaluation of the health of PB's tree canopy II. The objective to continually educate the community and it guests as to the rules and laws governing cycling and its impact on our shared-use sidewalks and roads. III. The objective to educate and foster "best management practices" as it relates to fertilizing landscapes and lake water quality. The PBSD has embarked on a process, unaware of the Foundation's efforts, to accomplish the same goals. The PBSD passed a list ofnew landscaping goals and guidelines and terminated the previous goals set forth by the CIP. (see attached- goals not listed in order of priority). The Landscape and Safety Committee is about to develop a community- wide landscape needs (appearance, line if sight, maintenance) survey. I SAFFTY 1. Maintain safe lines of sight for pedestrians on pathways and for vehicles on roadways. 2. Develop a plan for timely tree pruning. II. WHEN APPROPRIATE UTILIZE DROUGHT RESISTANT PLANTS THAT REQUIRE MINIMAL FERTILIZER AND MAINTENANCE III. REPLACE UNHEALTHY VEGETATION, HIGH MAINTENANCE . PLANTINGS. AND CATEGORY 1 INVASIVES IV. ESTABLISH AND MAINTAIN ATTRACTIVE ENTRANCE AND INTERSECTION LANDSCAPES 1.
