The following proposal is made by Fred M. Bayles
PURCHASE OF LAND: ��g�` �`'�?
PARKS&RECREATION
Fred M. Bayles will purchase the 12.67 acre tract "C" MarcoBBeaacchnty Commissioners
unit #7, from Deltona Corp. A 1 1/2 acre parcel, directly behind the
existing Collier County Library will be released at closing and will
be given to the County for the library expansion.
5 ACRE RECREATIONAL PARCEL:
A 5 acre parcel will also be released at closing. On this site Mr.
Bayles will construct 11 tennis courts, 9 handball courts, the
required parking for the tennis and handball courts, and 100 car
parking for use by Mr. Bayles' hotel project to augment their
required county parking. The remainder of the 12.67 tract will be
used for the construction of public civic facilities.
OPEN TO THE PUBLIC USE:
All of the tract will be used as "open to the public" facilities.
This use will be compatible with the intended origonal "public use"
designation of the site and will be recited in the transfer
documents. The recreation courts will be . "open to the public"
facilities and will be supervised and available to all on a fee
basis.
OWNERSHIP OF RECREATIONAL PARCEL:
The ownership of the 5 acre tract will be retained by Mr. Bayles and
the acreage used to augment the site size of his hotel project to
comply with the Collier County zoning density requirements of the
hotel.
ZONING REQUIREMENT:
To reach Mr. Bayles' goals, the zoning of the tract will have to be
modified and agreement made with the county to allow the 5 acres and
the 100 car parking to be considered part of his hotel development
project.
CIVIC CENTER SITE:
The remainder of the tract, the total less the 5 acres parcel less
the 1.5 acres library parcel, will be developed as planned by the
county as a civic center and auditorium. Mr. Bayles commits to
construct the first $1,000,000 of the planned construction utilizing
industrial development bonds as a finaincing source. These bonds will
be retired by the collection of fees for use of the facilities. Mr.
Bayles will guarantee the bonds because of the expected shortfall. A
portion of these guaranteed bonds will be made available to the
residence of Marco Island.
TRANSFER OF OWNERSHIP:
Upon retainment of the I.D. Bonds, the civic center tract will be
deeded tc the county at no cost.

CIVIC CENTER ASSOCIATION:
The Civic Center Association will be a non-profit organization
charged with the control of the civic center activities. They will
have the power to hire or fire management company that will run the
center. The Civci Association will be responsible for the center and
its actions.
The Civic Center Association Board will be made up of 5 people.
While the bond issue is being paid, 3 of the board members will be
appointed by Fred M. Bayles. The other 2 members will be appointed by
the Collier County Commission, from a list of nominees submitted by
the Marco Island civic and Community groups.
Once the Bond issue has been paid in full, All 5 members of the
Civic Association Board- will be appointed by the Collier County
commission from a list of nominees submitted by the Marco Island
Civic and Community Groups.
CIVIC CENTER FEES AND INCOME:
The fee schedule for the use of the facilities of the civic
center will be based on recommendations from experts in the field.
Fees for civic or community groups will be based on the groups needs,
(Ex. Food, # of People, ect. . .), a small fee would be nessecary to
pay for the setup and cleanup of the groups activity. Such fee fro
civic or community groups would be held down as low as possible.
Fees for hotel groups would be higher than the rates for the
community groups and represent "normal" rates for such facilities.
The income of the civic center will ' be used to pay for the
operation of the center and to pay the bond issue. Any money left
after these expenses will go into the Civic Center Association Fund.
AVAILABILITY AND PRIORITY OF USE:
Each november, the civic center association will publish a
calander of events for the coming year. Any civic or community groups -
needing use of the facility will submit a request to the association.
Any Civic or community group requesting space after the
publishing of the calander will be given the space unless the request
conflicts with a group already on the calander.
Any hotel group requesting space will be given the space they
request on a Space Availible basis giving priority to Civic and
Community groups first.
CIVIC CENTER DESIGN:
The Civic and Community Groups on Marco Island should get
together and form a committee to work with Jimmy Vensell and Todd
Kaplan on the design of the center.
INDUSTRIAL REVENUE BOND:
After the design of the Civic Center has been completed by the
committe and it has been proven economically feasible, Fred M. Bayles
will do all within his power to raise any monies, other than the
$1,000,000 that he has already agreed to raise, that are needed to
complete the center. The money will be raised on a Industrial Revenue
Bond Issue.

scheduled for Tuesday, February 12th at the Collier County
Racquet Club has been cancelled . The next scheduled meeting for
the PARAB has been set for Thursday, February 28th .
