LET IT BE REMEMBERED, that the Parks & Recreation
Advisory Board met at 9 : 00 A.M. in Building "F" of the
Courthouse Complex, East Naples, Florida , on this date with
the following members present:

MINUTES OF FEBRUARY 18, 1983 - APPROVED AS PRESENTED
Mr. Monaco moved , seconded by Mr. Caballero and carried
4/0, that the minutes of the February 18, 1983 meeting be
approved as presented.
PRESENTATION BY LELY HIGH SCHOOL SCHOOLS OF TWO CONCEPTS OF
EAST NAPLES COMMUNITY PARK
Chairman Murphy said that the Fast Naples Area Park
Committee formulated an abstract idea of what the East Naples
Park should include and Lely High School Assistant Principal
Jones volunteered his students to create something tangible
from that idea . Mr . Murphy thanked Mr . Jones and the two
students , Paul Puciata and Todd Lausterer, for their
assistance .
Mr . Jones explained that he and Paul walked the park
site and, with the assistance of aerial photographs , Paul and
Todd Lausterer created the concepts which were placed on a
board . Mr . Lausterer explained the various elements of his
park concept which include basketball courts, racquetball
courts, tennis courts, football , baseball and softball
fields , a fenced tot lot , recreation center and a swimming
pool with a jogging trail around it and indicated the parking
lots located near each activity area . He said that chickee
huts would be placed around the park for picnic purposes.
Mr. Murphy said that the panhandle area could later be used
for additional basketball courts, and Mr . Lausterer explained
that area is gE0 feet long by 330 feet wide.
Mr. Puciata explained his park exhibit which was the
same park concept as mr . Lausterer ' s but included vegetation

and showed depth. He indicated the various trees that would
be left to add to the park' s beauty and said that money would
not be wasted on landscaping .
Mr . Monaco congratulated the men them for their effort.
Mr. Murphy thanked them and urged the other committee members
to look to local resources such as the aforementioned exhi-
bits when developing the other County parks .
REQUEST BY FRANCIS FINCH ON BEHALF OF THE SUNSHINE SHUFFLERS
FOR CONSIDERATION OF A BUILDING TO BE USED BY THE GROUP
Mr . Francis Finch , a member of the Sunshine Shufflers
Square Dance group, asked the Parks and Recreation Advisory
Board to consider planning for a building which could be used
for this activity. He gave background information regarding
the Sunshine Shufflers and stated that square dancing is an
activity which is enjoyed by middle age and elderly people .
He said that the group presently meets on Saturday evenings
in the Naples High School cafeteria but that it has outgrown
the facilities there. Responding to Mr. Monaco , Mr . Finch
said a building with a good floor that is not carpeted and is
approximately 75 feet by 150 feet , with movable partitions,
would meet the needs of the group. Mr . Homer Jones, another
member of the Sunshine Shufflers, said that the building
could also he used to teach square dancing .
Mr . Murphy thanked the gentlemen for being present and
urged them to make their request known to the County Commis-
sion , adding that the park committees need to be aware of the
needs of the community as they relate to recreation .

GOLDEN GATE PARK COMMITTEE REPORT
Mr . Caballero said the Golden Gate Park Committee is
still trying to find a piece of property suitable for a park .
He said that a swimming pool is the number one item on the
responses to the surveys which were sent out, adding that
2500 were distributed and 601 have been returned , thus far .
Public Safety Administrator Norton said that the site selec-
tion presentation for Golden Gate is on the agenda for the
March 22, 1983 BCC meeting. He said that staff is recom-
mending that no formal action be taken on a site selection
until the report is sent to the Parks and Recreation for
review. Parks and Recreation Director Rice said that the
situation has been complicated because there are many owners
for the the various pieces property which are being
considered for park sites .
Mr . Caballero introduced Kathy Ennis and noted that she
is an active member of his committee .
NORTH NAPLES PARK COMMITTEE REPORT
Mr. Monaco said that his committee is currently getting
the surveys returned and computed . He said his committee
intends to have a public meeting in Naples Park to obtain
more public input . He complimented his committee members for
their participation , adding that one member had the survey
printed using his own funds.
MARCO ISLAND PARK COMMITTEE REPORT
Mr. Tucker said that , in his opinion , there will be
another twenty years of development on Marco Island by

Deltona Corporation and that it would behoove the Advisory
Board to follow through , when Deltona submits their PUD
applications, to ensure that areas are set aside for parks as
has been done in the past because the parks will serve the
whole section of the County.
PARKS AND RECREATION DIRECTOR'S REPORT
Mr. Rice said , regarding the selection of a consulting
engineer for the parks, that twenty-three letters were sent
to architectural engineering firms and there have been
sixteen replies, to date. He said those will be reviewed and
a Short List prepared. Mr. Norton suggested that a letter he
written to Chairman Kruse requesting that the Parks and
Recreation Advisory Board Chairman be allowed to he a member
of the committee to select that consultant. He said that the
Consultant Review Committee members are Mr. Rice, Mr. Virta ,
Mr. Hartman , a represenative of the citizens, possibly a
second citizen representative and himself .
Mr . Rice said that Jim Smith, a representative of a
group of cultural arts people, will be present with Edison
Junior College people for the Advisory Board ' s April 19, 19P3
meeting to discuss a future park site in relation to the
proposed Edison Junior College campus .
Mr . Rice said that a discussion of a survey will be
presented at the April 15th meeting in respect to cost ,
operation and maintenance of the Community Parks. He refer-
red to a telephone survey recently undertaken by his depart-
ment with regard to proposed swimming pools , adding that good
input has been received from governmental agencies as far

away as Vero Beach .
Mr . Rice said that he and Mr . Norton are trying to get
the Parks and Recreation Advisory Board involved in the
development plans for PUD's and that , thus far , the Advisory
Board is involved in the point system for plan review.
Mr . Loubier showed a movie regarding Wave Tech swimming
pools where waves are activated in the pool . Mr. Rice said
that these pools are not much more expensive than a conven-
tional pool and they operate at a profit. He distributed a
pamphlet of information the Parks and Recreaton compiled
regarding information on swimming pools. During the discus-
sion that followed the movie, Mr . Murphy noted that a request
for a swimming pool is number one in the Golden Gate and
North Naples communities.
There being no further business to come before the
Advisory Board , the meeting was adjourned by order of the
Chair at 10: 20 A.M.
