Courthouse Complex, East Naples, Florida, on this date with
the following members present :

INTRODUCTION OF NEW MEMBER - MR. E. GLENN TUCKER
Chairman Murphy introduced and welcomed Mr . E. Glenn
Tucker as the new member to the Parks & Recreation Advisory
Board representing District fl. He noted that he is active
in various civic activities and is an attorney in Naples.

It was noted that Dan Monaco was at the meeting of
December 20, 1982, but his presence was not reflected in the
minutes of that meeting. Mr. Don Norton noted that on the
fourth to the last page of the December 20, 1982, minutes,
Chris Holley was explaining the funding procedure regarding
the $R million bond issue and indicated that the money could
not be spent, to which Mr. Norton corrected Mr. Holley's
statement by clarifying tating that the bond money is there
and available which was not indicated in said minutes. By
consensus the minutes of December 20, 1982, were approved as
amended with Mr. Norton's statement to be included . By
consensus the minutes of January 21, 1983, were approved as
presented .
REPORTS FROM VARIOUS SUB-COMMITTEES
Mr. Jim Richardson , member of the East Naples Community
Park Sub-Committee stated that surveys had been issued to
schools and civic groups, adding that over 1000 surveys had
been returned and the number one choice for a specializied
facility is a swimming pool with the number four choice being
a community center . He noted that the retired people want a
community center , shuffleboards and picnic tables, while the
younger people want a swimming pool . He noted that both a
swimming pool and a community center would be expensive,
adding that there is a need for a swimming pool in one park
at least. He noted that a swimming pool could be
self-supporting with the help of the school system and the
rpeople that are willing to use the facility. He stated that
there could be competitive type programs run by the County,

noting that he intends to write a letter to the Board
indicating that a swimming pool is the number one choice but
it is not included in the basic community park. He said that
the second choice for East Naples was a softball and baseball
field , one of each. He indicated that a meeting has been set
for Monday, February 28 , 1983, in Lely, adding that he has a
good idea of what the basic park should include and look
like , which will be the project for that meeting .
A resident of Naples Estates, representing the senior
citizens, stated that they would like a cultural center for
fine arts, music , and dance. He indicated that there are a
number of senior citizens that never received a survey to
fill out, adding that they all want a cultural center. He
it noted that the younger people would attend a cultural center
as well as the senior citizens, but the senior citizens would
have very little use for a swimming pool . He stated that a
swimming pool for each park is not included in the 8R million
bond issue and , therefore , only one big pool for the County
could be built. He concluded by stating that he is asking
that a cultural center be considered in one of the parks that
is located in the center of Collier County.
Mr . Jim Richardson indicated that in the East Naples
area a community centr was included , but not a swimming pool
even though it was the number one choice, adding that there
is a need for a community center and it is not as expensive
as a swimming pool . He noted that a community center does
not have to be fancy and cost a lot of money as long as it is
functional and realistic. He stated that there is a need for

a swimming pool , but it is also the number one choice in
Golden Cate and Immokalee and there is a definite need for
one there. F'e stated that he hopes that a swimming pool
could be constructed in a central location to serve everyone .

Mr. Glenn Tucker indicated that there are plans at the
present time for a cultural center to be built in Fast Naples
that will serve Collier County which is being donated by Mr .
Duvekot. He indicated that it will be built in the future
and will be a fine cultural center , adding that he hopes that
the Park sites would not lean toward any type of cultural
center as it would only be a duplication of what is proposed .
He noted the Chamber feels confident about raising S55,000 in
order to appeal to the State of Florida for funding of an
educational program for this cultural center .
Ms. Anne Goodnight, representing the Immokalee
sub-committee, stated that she has received over 600 surveys,
but there are still over 1000 surveys not accounted for,
noting that the number one choice for every survey for
Immokalee is a swimming pool .
Mr. Murphy indicated , in the absence of Hank Caballero ,
the Golden Gate district also is requesting a swimming pool
as their number one choice .
Ms. Joanne Sampson, representing the Women's Tennis
Association, stated that there has been a lot of discussion
regarding swimming pools and other facilities, but nothing
has been decided on tennis courts. She also noted that she
did not receive any type of questionnaire .
Mr . Murphy indicated that Ms. Sampson could be assured

that there would he tennis courts in every park as well as
each park having the basic park facilities. He stated that a
lot of people evidently did not receive questionnaires noting
that there was an article in the newspaper about them. He
stated that there was no money available for this survey,
adding that it was done through schools, churches, and people
willing to help at their own expense. He concluded by
stating that it was not a 1.00% survey, but simply a way of
receiving ideas from people of the community through
assistance from those that were willing to help without
incurring any expenses .
There was general discussion regarding the review
• selection committee, with Mr. Norton indicating that the
committee would be made up of the Public Works Administrator ,
the Community Development Administrator, the Public Services
Administrator , a member of the Parks & Recreation Advisory
Board, the Parks & Recreation Director, and a member of the
general public that is familiar with planning of parks. He
noted that the purpose of the committee is to review the
proposals from architectural/engineering firms in order to
eliminate the firms that the committee feels are not
qualified to take on such a project. He stated that there
will be three top firms selected and these firms will bid on
the project , adding that the Board of County Commissioners
will then select one of the three top firms which meet the
needs and they in turn will be awarded the bid.
Mr. Lyle Richardson stated that this method of selecting
an architectural/engineering firm is used throughout the

State of Florida. He noted that after all proposals have
"° been received and eliminated to only three , they are then
presented to the Board of County Commissioners with the three
firms ranked #l, #2, and !3. He noted that when one of the
three is selected , they are normally ired as the consulting
• engineers, not to build the parks but to recommend what
should be put in them and what it is going to cost. He noted
that at that point, bids on the construction of the parks are
• obtained based on the consulting engineers recommendation.
He reported that during the process the consulting engineers
will keep the committee informed as to how long each process
will take as well as the cost. He noted that the consulting
engineers also inform the Board of County Commissioners at
public hearings the progress as well as the cost, adding that
the Board of County Commissioners authorizes only so much
money at one given time.
Mr . Rice indicated that the solicitations will be
advertised early next week in the local newspapers and the
engineers journal , noting that anyone interested can send in
their qualifications. He said that the process will take
approximately 60 days before the Board of County Commission-
ers make their final decision which will allow time for all
the park sites to be identified .
There was general discussion regarding the member from
the general public that should be on the review committee.
Mr . Norton indicated that if anyone knows of a person that is
qualified in designing and planning parks to contact him so
that he can present a recommendation to the Board of County

Commissioners.
Mr . Tucker indicated that the Marco Island sub-committee
met on January 31, 1983, and plan to contact the President of
Deltona in order to establish a time when the park site will
start to be developed , adding that Deltona is committed to
help with minimal facilities like the grading and landscap-
ing . He noted that Marco Island is interested in a community
center .
Mr . Rice indicated that the land on Marco Island
consists of 29 acres with 10 acres being a lake, adding that
he is trying to design the lake. He stated that Deltona is
obligated to build bicycle paths, natural trails, picnic
benches, 40 parking spaces, shuffleboard courts, landscaping
and a bailfield. He stated that in lieu of the ballfield ,
there would probably be another facility of some type. He
noted that the land is supposed to be deeded and turned over
to the County in 1985 but the County is trying to get the
date moved up.
DISCUSSION OF BASIC AND SPECIALIZED FACILITIES
Mr. Murphy indicated that due to the absence of the
North Naples member and the Golden Gate member , that the item
on specialized facilities will be deferred until the next
meeting . He noted that there is a need for a tennis concept,
a shuffleboard concept and a swimming pool concept.
Mr . Rice indicated that his Staff is doing a survey on
swimming pools regarding cost factor , maintenance programs,
revenues, involvement of school systems, payback from outside
organizations, recreation and competitive purposes, etc. He

noted that when the report is finalized and typed he would
send each member a copy prior to the next meeting. Be stated
that there would also be a survey on community centers and
every aspect of the park. He indicated that his staff is
thoroughly researching every area of a park.
ADJOURNMENT
There being no further business to come before the Parks
& Recreation Advisory Board , the meeting was adjourned by
order of the Chair at 10: 15 A.M.
