Adjournment Page 1 PARKS AND RECREATION ADVISORY BOARD April 30, 1982 MINUTES OF APRIL 2 , 1982 - APPROVED. Egon Hill moved , seconded by Chris Blunt and carried unanimously, that the minutes of the April 2, 1982 meeting be approved with the words "a minimum of" inserted after allocate on Page 4 . COUNTY-WIDE REFERENDUM RECOMMENDED, EXCLUDING CITY OF NAPLES AND EVERGLADES; FUNDS TO BE DISPENSED BY THE COMMISSIONERS FOR THE DIFFERENT DISTRICTS. Rollie Rice referred to an overhead map indicating the four districts for parks and questioned Supervisor of Elec- tions Mary Morgan if she could provide voter lists by the districts on the map. Chris Blunt also asked if these districts presented a problem, would there be any districts that would conform and make it possible to use the voter list? Supervisor of Elections Morgan referred to another overhead map indicating that the districts are color coded by fire control districts and do not conform to the boundaries indicated on Rollie Rice's map, adding that there would have to be a lot of changes and preparation on the ballots deter- mining which voters vote on which question. She stated that if someone does not want a park, they vote against it , but would be able to use a park in Another district , adding that if this issue was county-wide on the ballot the bonding capability would be much greater if the millage was levied on Page 2 PARKS AND RECREATION ADVISORY BOARD April 30, 1982 a county-wide basis. She noted that people also moving to the area in the future would be paying a cost for the facil- ities. Fred Keyes questioned if this would also include the City of Naples, to which Mrs. Morgan indicated that the City of Naples could be included or excluded . There was some general discussion regarding excluding or including Marco Island . Leigh Plummer indicated that Marco should be excluded as they would not vote on the issue as they already have ample parks , adding that if this issue is approved it would mainly buy land and Marco already has over 100 acres of land for parks . Mrs. Morgan indicated that it would still be better to go County-wide and indicate in some way how much would be spent for each district . Leigh Plummer questioned whether this issue would be on the September or November ballot , to which Mrs . Morgan replied that the September ballot would have a better chance of being passed as the winter residents will have arrived by the November election and would probably not vote favorably. There was a general discussion regarding using the precincts as a basis, but adjusting it a little and Mrs . Morgan indicated that the problem would still be identifying the voters. Page 3 PARKS AND RECREATION ADVISORY BOARD April 30, 19R2 Egon Hill questioned if it would be easier to exclude the City of Naples and Marco Island and go County-wide , to which Mrs. Morgan indicated that this could be done by putting in the wording that a certain amount of dollars would be spent in certain areas , if approved , although the tax would be levied County-wide. Rollie Rice agreed with Mrs. Morgan and added that if certain districts are isolated there would be problems. Cliff Barksdale , Public Works Administrator , stated that a better bond issue would be obtained if levied on a County- wide basis, adding that the greater coverage there is , the better the rating and the lower the interest paid on the debt . He reported that with this kind of money over a long period of time , there would be a substantial savings with lower interest being paid. He stated that whether individual taxing districts or just one taxing district was established , it would still require the same amount of time. He said that the public hearing would have to be advertised , a resolution made up and all legal requirements for the Board to create the district, which would take five or six weeks , adding that then nothing could he done until the vote to determine if the Board would levy the tax . Rollie Rice questioned Mrs. Morgan as to when she needed the information for the referendum in September , to which she replied c weeks in advance . Page 4 PARKS AND RECREATION ADVISORY BOARD April 30, 1982 There was a general discussion regarding fire districts , to which Mrs. Morgan indicated that there are C independent fire districts now and Colden Cate has a question on Novem- ber ' s ballot to make them independent . Mr. Hill stated that the referendum should be County- wide , excluding only the City of Naples and possibly Marco . Mr . Barksdale stated that he felt that the City of Naples should be excluded , adding that if any other area is excluded , the whole issue will be defeated . Leigh Plummer stated that if the referendum is passed , land will be obtained , adding that Marco needs equipment not land , to which Mr . Hill stated that the money could be used for equipment in Marco instead of land . Cliff Barksdale stated when the bond issue is put together it is considered "the project" , adding that it requires being specific as to what the money will he spent . for. He reported that in the project , money for equipment on Marco could be identified as well as the other parks , which would help some of the opposition. He reported that the chances of passage and a better bond rate would be to go County-wide in the unincorporated areas . Fred Keyes questioned if anyone preferred the other plan with the four districts , to which Leigh Plummer replied that he did as the bond issue is for the purpose of buying land . Fred Keyes reported that the intention is to provide funds Page 5 PARKS AND RECREATION ADVISORY BOARD April 30, 1982 for equipment on Marco as well . Mr . Plummer stated that he disliked taxing the people on Marco for a park in Golden Gate . Rollie Rice referred to the imput of Mary Morgan and Cliff Barksdale stating that he felt the most important issue is the time element and the work involved in relation to changing the districts of his map to coincide with the fire districts or the precinct districts in the easiest or the most efficient way and still utilizing the boundaries. He stated that he felt this issue should be a County-wide referendum, utilizing the fire districts. Mary Morgan agreed , but added that if referendum is County-wide , there is no need to worry about the districts . Cliff Barksdale stated that to run a good campaign it would be necessary to say that there are authorized millage according to law, adding that the estimated expenditures will be needed as well as what the debt will be each year and what the millage will be that will be levied , adding that it is easier to do it County-wide as everyone will be paying the same millage. Mr . Fred Keyes stated that it amounts to voting County-wide but putting the parks according to the original four districts. Mr . Dan Breeden moved , seconded by Frank Cabarello and carried 9/1 , (Leigh Plummer opposed) , that the concept of Page 6 PARKS AND RECREATION ADVISORY BOARD April 30, 1982 going with a County-wide referendum, excluding the City of Naples and the City of Everglades , and the funds to be dispensed by the Commissioners for the different districts , be recommended . There was a general discussion regarding the amount needed for a campaign , to which the consensus was to ask the PCC for $10, 000. Cliff Barksdale indicated that the most effective way to campaign is to have speeches fully prepared with all the answers as well as handouts and schedule appearances before all the associations in the county. Fred Keyes stated that part of the campaign will be the millage figure , to which Mr . Barksdale suggested that a flow chart be made indicating everything that needs to be done . He reported that if the bond issue is to be utilized , a financial advisor should be obtained and the figure given to him for the entire project in order that he can figure the estimated debt service per year . He concluded by stating that there is a required reserve over and above the debt service, and that the millage has to he set to more than meet the debt service which is needed for the campaign . Rollie Rice indicated that County Attorney Pickworth would give direction on the correct wording for the resolu- tion as it is necessary to go before the Board soon, adding Page 7 PARKS AND RECREATION ADVISORY BOARD April 30, 1982 that the resolution has to state the question exactly the way it will appear on the ballot . ADJOURNMENT There being no further business to come before the Parks and Recreation Advisory Board or the Parks and Recreation Financial Advisory Committee , the meeting was adjourned at 9: 45 A. M.
