DISCUSSION OF TAXING DISTRICTS FOR COMMUNITY PARKS FOR THE
REFERENDUM
*taw Parks and Recreation Director Rollie Rice referred to two
maps and identified the taxing districts which will be used for
the community parks referendum. Planner Terry Clark explained
that when staff began to put community parks on the maps they felt
it was necessary to identify areas which had a community feeling .
He said that the Comprehensive Plan Work Study Map f2 identified
seven districts and that the parks had been located by range and
section, but for purposes of community parks the following four
districts were identified :
1 . Central Naples and Golden Gate areas combined .
2. East Naples and South Naples areas combined .
3. North Naples.
4. Immokalee incorporating the area to the Corkscrew
Sanctuary.
Mr . Clark said that staff used census and enumeration
district figures for the above determinations, and he explained
the term geocells as used in the planning . He said that the North
Naples area is made up of 20 to 25 geocells and that staff would
be collecting information from building permits and certificates
of occupancy within a year so that population figures could be
updated and broken into the aforementioned communities for a more
accurate picture of the data .
Mr . Rice explained that a committee consisting of County
Manager Norman, Messrs. Leigh Plummer and Fred Keyes and himself

met and discussed the proposed 5 millon dollar bond issue and that
the suggestion was made to combine some of the initial seven

districts to balance the population for taxing purposes and that
each of aforementioned districts would request a 1 and 1/4 millon
dollar bond. He referred to the map and identified various
private recreational areas which have been built or are proposed .
He explained the concept of a community park serving a radius of
three miles. Responding to Mr . Plummer , Mr . Rice said that the
City of Naples and Everglades City have been exempted from the
proposed bond issue .
Discussion followed regarding exempting Marco Island from the
community park plan and the fact that the proposed taxing dis-
tricts would be dependent taxing districts. Mr . Plummer moved ,
seconded by Mrs. Hittler , that the aforementioned four community
parks districts be included in the proposed 5 millon dollar bond
issue. During the ensuing discussion , Mr . Plummer explained the
difference between independent and dependent taxing districts and
noted that independent taxing districts have to be created by the
State Legislature . Mr . Hill said he was against taxing districts.
Responding to Mr . Hill , Mr . Rice said that the dependent taxing
districts under discussion are created to pay for the bond issue.
Mr . Rice suggested that the question of the bond referendum be
presented to the BCC for land acquisition and park development ,
and he noted that there was a possibility of land donation for
some of the park sites . Mrs. Hittler asked if Marco Island is not

included in the four districts would that mean that Marco Island
would not have money for the parks which already exist in that
area , to which Mr . Breeden responded negatively. Chairman Keyes
explained that the Supervisor of Elections would give the Parks
and Recreation Advisory Board the list of voters for the afore-
mentioned districts , and he clarified that there would be four
separate elections , one for each district requesting a 1 and 1/4
millon dollar bond issue . He called for the question which
carried unanimously.
Mr . Rice said that the anticipated referendum would be in
September 1982. Chairman Keyes explained that the next step would
be to prepare the report and obtain final approval of the BCC and
then proceed with the public relations regarding the bond issue .
After a short discussion , Mr . Plummer moved , seconded by Mr . Blunt
and carried unanimously, that the Parks and Recreation Advisory
Board request that the BCC allocate 55 , 000 for the purpose of
informing the public of the park bond referendum issue. Mr . Rice
said that various civic organizations could also be approached for
the purpose of soliciting funds for the public relations campaign.
Responding to Chairman Keyes , he agreed to be in charge of
soliciting additional help from those organizations .
Chairman Keyes said that the presentation to the BCC would be
made during April . During the ensuing discussion Mr . Rice said
that a modest amount of money would be requested per family for
the purpose of paying for the parks and he explained the procedure

whereby the millage would be computed for each of the four dis-
tricts . He explained that there would be approximately one year
of paper work before the park projects could be put out for bids.
Mr . Rice reviewed the guidelines and criteria for promoting a
tax election , appended to the minutes. He stressed the importance
of the Parks and Recreation Advisory Board and the Financial Ad
Hoc Committee working together to promote a positive result in the
referendum. He said that the campaign should be three to four
weeks and should build to a climax just before the September
election. He stressed the fact that a successful campaign would
require hard work from all Advisory Board members in the form of
various committees such as a Speakers Committee , Steering ,
Finance , Information , etc . He said that the election would be
September 7 , 1982 which would mean that the intensive campaign
would begin in July. He explained the importance of presenting
the issue with enthusiasm and integrity and stressed the impor-
tance of obtaining help from as many civic organizations as
possible to make the public aware of the project . He said that he
had much of the information the Board members will need in his
office and offered his help, but noted that , because he is an
employee of the County, legally he can only offer information and
cannot urge the voters to vote . He said that he has discussed the
project with various Rotary Clubs, Little League groups and area
organizations and has received favorable responses .
The point was made that the Justice Center bond issue will

also be on the September ballot. A discussion followed during
which Mr . Hill listed figures which would indicate that the per
person dollar amount needed for the parks project would be con-
siderably more than the previously mentioned $8 . 00 per person.
Mr . Rice noted that the figure could not be established until more
information was obtained . The members agreed that meetings would
be held on a regular basis to cover all facets of the project .
There being no further business to come before the Advisory
Board or the Ad Hoc Committee , the meeting was adjourned by order
of the Chair at 10 : 05 A.M.
