LET IT BE REMEMBERED, that the Parks and Recreation
Advisory Board met on this date at 3: 15 P.M. in Building "F"
of the Courthouse Complex with the following members present :
CHAIRMAN: Chris Blunt
Henry Caballero
ALSO PRESENT: Maureen Kenyon, Deputy Clerk and Rollie
Rice , Parks and Recreation Director .

Chairman Chris Blunt called the meeting to order at 3: 15
P.M. and requested that the recording secretary take the
minutes even though there was not a full quorum.
There was a general discussion regarding the action
taken at the BCC meeting on January 19, 1982 with reference
to advisory boards. Chairman Blunt stated that the BCC voted
to have five members on advisory boards and no alternates.
Chairman Blunt referred to the guidelines of the
Advisory Board , stating that under Item 3A he would like to

make the change that the Advisory Board select the appropri-
ate member to be appointed , but that the BCC actually appoint
such member to the Advisory Board . He said that he felt that
the Advisory Board could look at the applications , determine
what efforts would be put forth as well as what qualifica-
tions the applicants had , and then determine if the applica-
tions should be sent to the BCC for appointment. He also
referred to the guidelines indicated that he felt that the
quorum should read that the majority of the members must be
present , adding that the way it now reads you need not be
present .
There was a general discussion regarding sending a
letter to Commissioner Winer with the intent that
Commissioner Wimer write to the Advisory Board members
regarding their intentions. Upon the end of said discussion,
Rollie Rice stated that a letter should be sent to
Commissioner Wimer stating that there was no quorum at the
meeting this date and requesting Commissioner Wimer to send a
letter to the present Advisory Board members asking them
their status in relationship to the Advisory Board . He
stated that this would give the present members the oppor-
tunity to resign if that was their desire and the Advisory
Board would be able to replace them in order to acquire a
full quorum at meetings to function said board properly. He
further indicated that there should also be a 10 day deadline

regarding a response from the present Advisory Board members .
Mr . Rice also stated that the changes made regarding the
guidelines of the Advisory Board could be included in said
letter to Commissioner Wirier .
Mr. Caballero was in concurrence with Mr. Rice, to which
Chairman Blunt stated that he would initiate the letter to
Commissioner Wimer immediately .
There being no further business to come before the Parks
and Recreation Advisory Board , the meeting was adjourned by
order of the Chair at 3: 30 P.M.
