MINUTES OF
January 11, 1980
The Parks and Recreation Advisory Board meeting was
held on January 11 , 1980 at 8 : 30 A.M. on the 5th Floor of Building
F at the Collier County Courthouse Complex. The following members
were Present : Chris Blunt , Col . Kenneth Cavenah, Dave Johnson and
John Iamurri. Also present at the meeting was Commissioner
John Pistor, Bernie Yokel , Barry Greenstein, Merrill Almack, Leigh
Plummer, Rollie n. Rice and Pat Cookson.
TIGER TAIL BEACH PARK - Presentation by representative from Hole
and Associates
Jim Fleagle of Hole and Associates was at the meeting to
present the Tiger Tail Beach Park concept. The plan showed Tiger
Tail Beach Park having 57 parking spaces , landscaping for buffer
around the park, a bathhouse with shower facilities , office and
storage space , steps from the parking lot and a boardwalk.
Mr. Almack representing the handicapped questioned the
elevation and length of the ramp. The reply was a 12 to 1 slope.
Mr. Almack stated there are a lot of handicapped people that
would not be able to use that ramp because it is too steep. A person
in a walker or a double amputee could not use it. He suggested a
landing in the ramp where the handicapped can rest before proceeding
further up the ramp. Mr. Almack also questioned the size of the
doors for the restrooms for the handicapped. He stated that the
minimum would have to be 3. 0 for the wheelchair patients . Mr.
Fleagle offered Mr. Almack a set of plans for his review and study
and any input that would be beneficial for the handicapped use of this
facility.

Mr. Bernie Yokel, representing the Conservancy, questioned
the size of the drainage pipe under the entrance road to the Park.
Mr. Greenstein, of the Engineering Department, stated that Deltona
did an extensive study of the area before putting in the pipe. Mr.
Yokel wants to make sure before the project is started that there
is an adequate drainage system. Mr. Rice stated that he has contacted
Deltona and they confirmed to the County Engineer' s office that
the pipe size is correct and the drainage system is adequate. Mr.
Yokel stated he would like to see this in writing and for it to
be made a part of the Tiger Tail packet.
Mr. Yokel also recommended that a retainer curb or
landscaping be designed so that no unauthorized vehicles can go
o onto the beach. Mr. Yokel also questioned the possibility of
hiring a full-time , around-the-clock security guard and possibly
designing a security fence which can be locked up at night and
the park can be fenced in. As Mr. Yokel stated a concessionaire
would not have the authority to control vandalism and unauthorized
vehicles going onto the beach.
It was the general consensus of members that parking will
be the biggest problem of the park. Discussion was held concerning
the purchasing of adjoining lots to the park for additional parking
spaces. Mr. Blunt recommended a feasibility study be taken for
increased parking at the facility.
The preliminary plans were accepted as presented except
for the comments and recommendations suggested by Mr. Almack and
Mr. Yokel.

CAXAMBAS PASS PRESENTATION BY PLANNING DEPARTMENNT
Iwo Mr. Rice explained that the Planning Department was unable
to attend the meeting, however Mr. Pistor had a revised copy of
the new concept of Caxambas Pass. There has been one change to
the entrance so the people can turn around. Signs will be placed
near he facility stating "No Parking on Swales - $25 . 00 Fine".
AGENDA FOR AD HOC COMMITTEE MEETING ON JANUARY 18, 1980
Mr. Blunt stated that he would not be able to make
this meeting, but Mr. Johnson, vice-chairman, would chair the
meeting. Mr. Plummer stated that his committee is still searching
for a Chairman, but so far no such luck. The Agenda was approved
as submitted,
OLD BUSINESS - Letter to BCC stating PARAB' s review of parks ,
open space, etc prior to BCC' s review.
Mr. Goodlette was to write this letter, but Mr.
Blunt stated he has voiced his opinions verbally on this subject
to the Commissioners and suggested the other members do the same.
NEW BUSINESS
A brief discussion was held on Tiger Tail Beach Park.
It was the consensus of the Board that a letter be written to the
BCC recommending that a fee be charged for the use of Tiger Tail
Beach Park. Mr. Rice also stated that he has been approached by
various people about the running of a concession at the Park. Pros
and cons were discussed on a concession. . . .permanent vs portable,
r" private individual vs County but no final decision was reached. Further
study will be under consideration.
There being no further business the meeting adjourned at 10 :20AM
