The Water Management Committee of the Pelican Bay Services Division met on Monday,
December 14 at 1:00 p.m. at the Community Center at Pelican Bay, located at 8960 Hammock
Oak Drive,Naples, Florida 34108. The following members attended.

AGENDA APPROVAL
Dr. Trecker motioned, Mr. Dawson seconded to approve the agenda as amended,
adding item #11 "Status of CH2MHi11 contract" and item#12 "Breakwater ponds."
The motion carried unanimously.
APPROVAL OF 11/24/15 MEETING MINUTES
Ms. O'Brien motioned, Dr. Trecker seconded to approve the 11/24/15 meeting
minutes as amended. The motion carried unanimously.
AUDIENCE COMMENTS
Dr. Ted Raia, as a member of the Mangrove Action Group, and Mr. Peter Duggan
commented.
PRESENTATION BY COLLIER COUNTY ON WASTEWATER
Mr. Durham gave a presentation on the "Report on Expansion of Beneficial Use of
Reclaimed Water, Stormwater and Excess Surface Water (Senate Bill 536)" issued by the FDEP.
Ms. Johnssen discussed the wastewater treatment provided by the North County Water
Reclamation Facility. She responded to questions on nutrients contained in reuse water as well
as FDEP maximum levels of specific nutrients allowable in the final irrigation water used by
Pelican Bay. Ms. Johnssen reported that Pelican Bay uses a much greater amount of irrigation
water than is generally recommended. Mr. Bolick responded that PBSD's new irrigation system
(to be purchased in FY16) should reduce the level of water use.
AUTHORITY FOR LAKE TREATMENT
Mr. Dorrill reported that Agnoli, Barber & Brundage Inc. has been tasked to research the
operating permits for Pelican Bay lakes to determine who has the authority for treating these
lakes for water quality. PBSD easements grant PBSD authority for lake access and drainage for
specified lakes. Ms. O'Brien suggested contacting SFWMD to obtain copies of lake permits for
her review. Mr. Henry Bachman, former PBSD Board member, and Dr. Ted Raia, Mangrove
Action Group, both stated their opinion that the PBSD has no authority for lake water treatment
or beautification. Dave Cook, Pelican Bay Foundation, urged the PBSD to draw up easements to
obtain the authority for water quality treatment of all Pelican Bay lakes.
STATUS OF SEDIMENT TESTING BIDS
Ms. Jacob reported that she was waiting on a local scientist's input before sending out
requests for quotes from contractors for sediment testing. Dr. Trecker requested staff to send the
requests out as soon as possible.
OVERGROWTH ON SWALE EAST OF BERM
Mr. Bolick reported that the contractor has begun work on the removal of overgrowth on
the swale east of the berm. The project is expected to be completed in ten days.

The committee discussed the handout provided by Dr. Trecker(added to the record) for
the Water Quality Workshop to be held on Jan. 26 from 1:00—3:00, which identifies objectives,
format and program items. Ms. O'Brien reported that invitations for the associations and
homeowners (identified as located next to lakes)have been sent out. The committee requested
that copies of the "Our Lakes in Pelican Bay"pamphlet be made available at the workshop.
STATUS OF CH2MHILL CONTRACT
Ms. McCaughtry reported that the CH2MHil1 purchase order is expected to be issued
shortly by the Collier County Procurement Services Division.
BREAKWATER PONDS
Ms. O'Brien reported that the Breakwater Association has discontinued treating the
Collier County pond adjacent to the Breakwater.
ADDED EXPENSE FOR MAINTAINING 19 PRIVATE LAKES HANDOUT
Dr. Trecker provided a handout, added to the record, which quantified his estimation of
the additional cost to PBSD to maintain the 19 private lakes in Pelican Bay.
