Adjournment ROLL CALL All members were present and a quorum was established 1 Pelican Bay Services Division Water Management Committee Meeting December 14,2015 AGENDA APPROVAL Dr. Trecker motioned, Mr. Dawson seconded to approve the agenda as amended, adding item #11 "Status of CH2MHi11 contract" and item #12 "Breakwater ponds." The motion carried unanimously. APPROVAL OF 11/24/15 MEETING MINUTES Ms. O'Brien motioned, Dr. Trecker seconded to approve the 11/24/15 meeting minutes as amended. The motion carried unanimously. AUDIENCE COMMENTS Dr. Ted Raia, as a member of the Mangrove Action Group, and Mr. Peter Duggan commented. PRESENTATION BY COLLIER COUNTY ON WASTEWATER Mr. Durham gave a presentation on the "Report on Expansion of Beneficial Use of Reclaimed Water, Stormwater and Excess Surface Water(Senate Bill 536)" issued by the FDEP. Ms. Johnssen discussed the wastewater treatment provided by the North County Water Reclamation Facility. She responded to questions on nutrients contained in reuse water as well as FDEP maximum levels of specific nutrients allowable in the final irrigation water used by Pelican Bay. Ms. Johnssen reported that Pelican Bay uses a much greater amount of irrigation water than is generally recommended. Mr. Bolick responded that PBSD's new irrigation system (to be purchased in FY16) should reduce the level of water use. AUTHORITY FOR LAKE TREATMENT Mr. Dorrill reported that Agnoli, Barber& Brundage Inc. has been tasked to research the operating permits for Pelican Bay lakes to determine who has the authority for treating these lakes for water quality. PBSD easements grant PBSD authority for lake access and drainage for specified lakes. Ms. O'Brien reported her plans to contact SFWMD to obtain copies of lake permits for her review. Mr. Henry Bachman, former PBSD Board member, and Dr. Ted Raia, Mangrove Action Group, both stated their opinion that the PBSD has no authority for lake water treatment or beautification. Dave Cook, Pelican Bay Foundation, urged the PBSD to draw up easements to obtain the authority for water quality treatment of all Pelican Bay lakes. STATUS OF SEDIMENT TESTING BIDS Ms. Jacob reported that she was waiting on a local scientist's input before sending out requests for quotes from contractors for sediment testing. Dr. Trecker requested staff to send the requests out as soon as possible. OVERGROWTH ON SWALE EAST OF BERM Mr. Bolick reported that the contractor has begun work on the removal of overgrowth on the swale east of the berm. The project is expected to be completed in ten days. PLANNING FOR WQ WORKSHOP 2 Pelican Bay Services Division Water Management Committee Meeting December 14,2015 The committee discussed the handout provided by Dr. Trecker (added to the record) for the Water Quality Workshop to be held on Jan. 26 from 1:00—3:00, which identifies objectives, format and program items. Ms. O'Brien reported that invitations for the associations and homeowners (identified as located next to lakes) have been sent out. The committee requested that copies of the "Our Lakes in Pelican Bay"pamphlet be made available at the workshop. STATUS OF CH2MHILL CONTRACT Ms. McCaughtry reported that the CH2MHill purchase order is expected to be issued shortly by the Collier County Procurement Services Division. BREAKWATER PONDS Ms. O'Brien reported that the Breakwater Association has discontinued treating the Collier County pond adjacent to the Breakwater. ADDED EXPENSE FOR MAINTAINING 19 PRIVATE LAKES HANDOUT Dr. Trecker provided a handout, added to the record, which quantified his estimation of the additional cost to PBSD to maintain the 19 private lakes in Pelican Bay. Based on a few site visits last week and our meeting on site Friday morning Dec. 11, it appears that the water level on the west side rises with tidal fluctuation, which deposits soil (dark mud) on the rock rip rap. In several locations the soil saturation and mud also occurs behind the rock at the edge of the grass bank and the grass is not growing all the way to the edge of the rocks. We checked the water level a few days during last week just prior to and after high tides but at each occurrence the water level did not reach the top of rock. I don't see that erosion is occurring because there is not evidence of the bank washing out, nor of any sand washing down from higher on the bank. There is a layer of fabric beneath the rock that is there to minimize and deter erosion and keep the dirt in place on the bank. It appears that the water rises at peak tides and stains most of the rocks up to or near the top of rock elevation. The soil is saturated in areas behind the rock which is too wet for the grass to root in that area. There are a couple of solutions that would improve the aesthetics and stabilization of the area behind the rock. One is to install a row of salt tolerant grass such as paspalum that would be more acclimated to brackish water. This species could be difficult to maintain and monitor, and to keep from growing between the rocks which might produce an irregular grass edge. Another option that might require less maintenance is to install a layer of rock higher up on the bank to provide a consistent grass edge. Fabric would not be necessary in this area. The rock could be placed on the bank where needed to blend in with the existing rock. Please let me know if you would like to explore these options and/or survey any of the existing bank elevations. Our interpretation of the berm in the area of concern is that we do not think there has been any significant change in the grassed slope of the berm and it does appear like the water table is up from the time of the repairs. However, we do believe it is possible that the riprap has settled slightly in the area of concern. The typical maintenance we would recommend for the area is a simple top dressing of the riprap with some additional riprap material similar to what you suggested during our telephone call. Please give me a call if you have any other questions or would like to discuss the berm further. The revised swale has been designed and plans are being completed early this week so we can send you plans and quantities by middle of this week. • PBSD's SFWMD permit and water management responsibilities 1 All the 186 permits have been collected and saved, and documented on an excel spreadsheet with notations of project name, etc. We have been gathering each permit's information such as Project location/area, Permittee, and other relevant ownership/maintenance information. We will send you a draft spreadsheet with link to the permits this morning. • What is involved in modifying PBSD's drainage easement around Lake 3-5 at Club Pelican Bay The existing D.E. will need to be modified to fit the shape of the revised lake bank and retaining wall at the club.
