The following members attended. Adjournment ROLL CALL All members were present and a quorum was established AGENDA APPROVAL Mr. Cravens motioned, Mr. Dawson seconded to approve the agenda as amended, adding items #6d and #10a. The motion carried unanimously. APPROVAL OF 10/27/15 MEETING MINUTES Mr. Cravens motioned, Mr. Dawson seconded to approve the 10/27/15 meeting I minutes as amended. The motion carried unanimously. AUDIENCE COMMENTS Ms. Diane Lustig and Ms. Susan O'Brien commented. Sgt. Bohannon of the Collier County Sheriffs Office discussed issues related to (1) car carriers and contractors parked on Pelican Bay streets, (2)joggers, bicyclists and rollerbladers travelling on Pelican Bay streets, and (3) the benefits of alternating morning patrols with our additional seasonal evening patrols. UPDATE ON SHARROW REPAINTING Mr. Dorrill reported that staff will obtain an approved purchase order from Collier County Procurement Services today for the repainting of 158 sharrows by the Collier County contractor McShea. UPDATE ON ENHANCED POLICE PATROLS Mr. Dorrill reported that PBSD's FY16 budget contains $30,000 for seasonal Collier County Sheriff patrols beginning 11/27/15. The Board's consensus was to stagger the patrols to include some additional morning patrols to focus on traffic violations in Pelican Bay. UPDATE ON PROPOSED PBSD/PBF LANDSCAPE MAINTENANCE EASEMENT Mr. Dorrill discussed the possibility of a generic easement for landscaping work being performed by PBSD staff for the benefit of Pelican Bay Foundation property. UPDATE ON STREET LIGHTING STUDY Mr. Dorrill reported that an engineering firm has been hired for the PBSD street lighting study, and is currently in the preliminary phase of the design process. UPDATE ON ENTRANCE LANDSCAPING Mr. Dorrill reported that the existing wing wall signs at the entrances to Pelican Bay are in need of repair, repainting and/or replacement. The consensus of the committee was to maintain the current sign style and that repairs and/or repainting should be completed where necessary. 2 Pelican Bay Services Division Landscape & Safety Committee Meeting November 16,2015 UPDATE ON PBSD COMMUNITY BICYCLE AND VEHICLE SAFETY EDUCATION PROGRAM Dr. Chicurel reported that the PBSD Board would continue with its current "Bicycle and Vehicle Safety Education Program." COMPLAINTS ABOUT LARGE PACKS OF CYCLISTS RACING THROUGH STOP SIGNS AND CROSSWALKS IN PELICAN BAY Board members have observed cyclists not stopping for stop signs or at crosswalks as required by traffic laws. By consensus, the Board directed staff to request staggered seasonal patrols by the Sheriffs Office to include morning hours to focus on traffic violations. AUTOMOBILE SPEEDING ON PELICAN BAY ROADS Board members have observed speeding automobiles in Pelican Bay. By consensus, the Board directed staff to request seasonal patrols by the Sheriff's Office to include some focus on traffic violations within Pelican Bay utilizing staggered hours. COMMERCIAL VEHICLES PARKING ON PELICAN BAY BLVD. Mr. Cravens has observed contractors' vehicles illegally parked on Pelican Bay Blvd. Sgt. Bohannon suggested that residents call the Sheriffs nonemergency telephone number with complaints of illegal parking, and his department will respond and issue tickets where appropriate. NEW PELICAN BAY LANDSCAPING GOALS AND GUIDELINES The Board discussed Dr. Chicurel's draft of "Pelican Bay Landscaping Goals and Guidelines." Changes made by consensus were (1) remove item I. 1. a., (2) add the words "wherever possible" to begin the sentence in item II and complete the sentence with "and maintenance," (3) add the words "wherever possible" to begin the sentence in item III and change the word "plants" to "vegetation," (4) remove item IV. 2., (5) remove item V. a., and (6) add the words "and tree canopy" after the word"landscapes" in item V. RESIDENT COMPLAINTS ABOUT THE APPEARANCE AND BEAUTY OF THE PELICAN BAY NORTH ENTRANCE AT OAKMONT PKWY AND L'AMBIANCE Dr. Chicurel will meet with the resident who has complained about the appearance of the north entrance at Oakmont Pkwy. and L'Ambiance to agree upon a solution. OLD BUSINESS None NEW BUSINESS: ALTERNATIVE LANDSCAPE DESIGN Mr. Dawson gave a brief presentation on a new landscape design which would include pavers and/or stones in portions of the medians which would provide improved visibility and less maintenance. Mr. Dorrill will look into this type of option and report back at a future meeting. SAFETY 1. Maintain safe lines of sight for pedestrians on pathways and for vehicles on roadways. 2. Develop a plan for timely trimming and pruning. II. WHEREVER POSSIBLE UTILIZE DROUGHT RESISTANT PLANTS THAT REQUIRE MINIMAL FERTILIZER AND MAINTENANCE III. WHEREVER POSSIBLE REPLACE UNHEALTHY VEGETATION, HIGH MAINTENANCE PLANTINGS, and CATEGORY 1 EXOTIC INVASIVES II IV. ESTABLISH AND MAINTAIN ATTRACTIVE ENTRANCE AND INTERSECTION LANDSCAPES 1. The entrances are located on US 41: Pelican Bay North, Pelican Bay South, and Gulfpark Drive. V.
