MINUTES OF
FEBRUARY 9 , 1979
rrr. The Parks and Recreation Advisory Board held their
monthly meeting on 2/9/79 at 8 : 30 A .M . on th 5th floor at
the Courthouse Complex, Building F . The following members
and staff were present:
Chris Blunt
Dave Johnson
Col . Kenneth Cavenah
Dudley Goodlette
Rollie R. Rice , Director of Parks and Recreation
Pat Cookson, Recording Secretary
Absent:
John Iamurri , Excused
Bobby Fowler, Resigned
APPROVAL OF MINUTES :
"m•" Motion was made by Dave Johnson to approved the minutes
%v.r of 1/12/79 . Motion seconded by Col . Cavenah and approved
unanimously .
Mr . Blunt reported that Mr . Bobby Fowler had resigned
from the PARAB . Resumes are now being accepted from District 5 .
All resumes will be taken into consideration at the next meeting .
CECIL SKILLIN - SOCCER PROGRAM
Mr . Cecil Skillin , Soccer Commissioner , was present to
discuss the need for additional soccer field in Collier County
and possible assistance from the PARAB to obtain same . As
Mr . Skillin stated , there are approximately 1000 people involved
in the Soccer League with ages running from 4 years old to ??? .
1°"°° This season the games are being played at Gulfview Middle School ,
East Naples Middle School, Pine Ridge Middle School , Poinciana ,

Shadowlawn and Seagate . All of these fields are in bad shape
mod for playing .
Mr . Skillin is aware that land for park development is
scarce, but would appreciate any assistance as far as materials
or manpower . All of the areas being used for soccer could use
fill , sod and leveling of the fields . The PARAB asked Mr . Rice
what assistance could his Department lend to the Soccer Club .
Mr . Rice replied that at the present he is short manpower and all
of his crews have all they can do to keep up with their day-to-
day maintenance schedule .
Mr . Blunt explained to Mr . Skillin this is just an
Advisory Board and that is all that the Board can do is advise .
Perhaps the Soccer Club can do what the Little Leagues did .
%rr They approached the BCC and asked for lights for their ball-
fields . They attended the BCC meeting in mass forces and
was awarded the lights . Perhaps this is the best alternative
to take , at the present, for obtaining facilities . Mr . Blunt
thanked Mr . Skillin for attending the meeting and wishes his
League the best of luck in the future .
SURVEY OF LAND NOT NEEDED
There are six (6) parcels of land on Isle of Capri that
are no value to the Parks and Recreation Department and
should be returned to the tax rolls . They would revert back
to the original owner , Doc Loach. There are also two (2)
"'°" small parcels on Harbor Road that are of no value to the Parks
and Recreation Department because of their size and location .

Pomo The PARAB discussed the possibilities of re-opening
negotiations of the sale of the Fakahatchee Strand with the
Irmo
proceeds going to the Parks and Recreation Department for
park development. Dudley Goodlette made the motion to write
a letter to the BCC requesting the County re-open negotiations
with the State for the sale of the Fakahatchee Strand . Motion
was seconded by Dave Johnson and passed unanimously. Chairman
BLunt instructed Mr . Goodlette to write the letter to the
BCC .
SIX YEAR CAPITAL IMPROVEMENT PROGRAM:
A copy of the Six Year Capital Improvement Program was
sent to the members of the PARAB . The CIP included three (3)
community Parks . The three (3) sites for the parks are :
East Naples , North Naples , and Immokalee . The CIP is submitted

to the Planning Department. After the Planning Department
it is given to the County Manager for review, then it is
submitted to the BCC for approval . The PARAB approved of the
CIP and agreed with Mr . Rice that these projects are of high
priority and hopes the CIP will be passed and approved by the
BCC .
POSSIBILITY OF NIGHT MEETING TO MEET WITH VARIOUS RECREATION
ORGANIZATIONS
Mr . Goodlette was instructed to contact Don Pickworth ,
County Attorney, in reference to a Public Hearing for the
recreational needs of Collier County . At that time we can
"m""" contact the leaders of various civic groups , little league ,
soccer , softball , baseball , etc . Mr . Goodlette suggested each
lame
member contact their respective BCC member and explain the
situation and lay the facts on the table . Find out exactly

.1.14 what the future is for park development.
DOUBLE TAXATION REPORT
itrrr A copy of the double taxation report was
given to the PARAB .
This report was requested by the County Manager . As this
report shows there is no double taxation in the Parks and
Recreation Department.
BUDGET BREAKDOWN
A budget breakdown was given to the PARAB showing how
much is Epent for Administrative , Park Maintenance and Recreation
NEW BUSINESS
Col . Cavenah questioned the possibility of obtaining
property adjacent to the Chlumsky Building on U .S . 41 across
from Bob Taylor Chevrolet. It is an eyesore and Mr. Chlumsky
does nc seem to be improving or developing the site . He
law
also questioned the property behind Gulf Gate Shopping
Center and between the Shopping Center and Pine St. Mr . Rice
stated he would check into the ownership of the property.
Mr . Rice extended an invitaiton to the PARAB to attend
the Florida Recreation Workshop to be held in Fort Myers on
March 14th . This meeting will provide insight into determining
the recreation wants and needs of Florida residents .
OLD BUSINESS
The Immokalee Land Swap will be going before the School
Board Agenda on March 19th at 7 : 30 P .M . At this time , hopefully,
the School Board will approve of the concept .

The next meeting will be a field trip in the helicopter
pr flying over the various parks and school sites in Collier County .
There being no further business , the meeting adjourned at 10 : 20 A .M .
