Minutes 12/08/1978 PARKS AND RECREATION ADVISORY BOARD MINUTES OF DECEMBER 8 , 1978 The Parks and Recreation Advisory Board held their monthly meeting on December 8 , 1978 at 8 : 30 A.M. in the Satellite Building at the Courthouse Complex. The following were present: Chris Blunt Dave Johnson Dudley Goodlette Col . Kenneth Cavenah Bobby Fowler Rollie R. Rice - Director of Parks and Recreation Pat Cookson - Recording Secretary Chairman Mr . Blunt presented a placque to Bill Barnett, past PARAB member , for his time , work and effort on the PARAB . APPROVAL OF MINUTES Dave Johnson made the motion to approve the minutes of 11/17/78 and seconded by Dudley Goodlette . Chairman Mr . Blunt %M,, requested the word on page three of the minutes be changed from domicile to docile . With this change, the motion was approved unanimously. CIVIC CENTER (Delayed from meeting of 11/17/78) Mr . Goodlette read the letter he has written to Chairman of the Board of County Commissioners in reference to Cecil Farrell ' s presentation on the proposed Civic Center on Golden Gate Parkway (copy attached) . The Secretary was instructed to mail the letter with copies of same to be given to the PARAB . MEETING WITH MR. BLISS - TIME AND DATE Mr . Bliss , Director of the Brevard Parks and Recreation Department, recently passed a referendum for 73 million dollars for parks . Mr . Rice has suggested the PARAB travel to Brevard OWN Parks and Recreation Advisory Board Minutes of 12/8/78 , ... Page -2- to speak to Mr . Bliss about his success and how he went about OMNI organizing and passing the referendum. A tentative date of January 20th was decided upon by the PARAB. Mr . Rice is to contact Mr . Bliss to confirm the date and time . POSSIBLE ORDINANCE ON PARK REGULATIONS WITH PLANNING DEPARTMENT After some discussion , it was decided that no decision or work can be done on an Ordinance on park regulations at this time . Mr . Rice suggested having a meeting with Mr . Spagna, Director of Community Development. Chairman Mr . Blunt appointed a committee of Dudley Goodlette and Col . Kenneth Cavenah to speak with Mr . Spagna . Mr . Goodlette will arrange an appointment "om" with Col . Cavenah, Mr . Spagna and himself . In the proposed Comprehensive Plan which is in the process of being passed by 1Irrr the BCC , there are rules and regulations that new developers will have to abide by for donating land for open space or park use . REPORT ON EXISTING RECREATION PROGRAMS - MR. RICE Mr . Rice presented to the PARAB a report on the recreational activities that were run from October 1977 to October 1978 . The PARAB commended Mr . Rice on the informative report. At the next meeting, the PARAB would like another report from Mr . Rice. In this report they would like a breakdown on each activity as to how much was generated and how much was spent. They would also like a report showing exactly what the Parks and Recreation Department does in relation to parks maintenance , such as locations , tow sites and a general idea what is done at each location or site . Parks and Recreation Advisory Board Minutes of 12/8/78 Page -3- ADVISABILITY OF PUBLICITY FOR THE PARKS AND RECREATION ADVISORY BOARD lore The PARAB feels that every meeting should be publicized giving the public an opportunity to attend the meetings . A motion was made by Dudley Goodlette requesting the Secretary to contact the news media making them aware of the time and place of the PARAB meetings and also sending the media a copy of the Agenda . ADVISABILTY OF HAVING A PARKS AND RECREATION ADVISORY BOARD MEMBER AT THE PUBLIC HEARING ON 12/14/78 The PARAB feels that a representative of the Board should attend the Public Hearing on the Comprehensive Plan on 12/14/78 to show the CAPC that we are concerned about the inclusion of the parks program in the Master Plan . Chairman Mr. Blunt urged the members to attend the meeting at 7 : 30 P .M. on 12/14/78 at tlkwato Courthouse Complex, Building F . ALTERNATE MEMBER - RESUMES A resume has been submitted to Mr . Rice from John Iamurri requesting an appointment on the PARAB . A note was also received from Ruth Brashears donating her services for the Board . After discussing Mr . Iamurri ' s resume, Dudley Goodlette made the motion to recommend to the BCC the appointment of the same . Motion was seconded by Col . Cavenah and passed unanimously. Mr . Blunt instructed the secretary to write a letter to Mrs . Brashears thanking her for her generosity and interest and stating we will keep her in mind for any future vacancies . sownk There being no further business , the meeting adjourned at OMNI 9 : 34 A .M. with the next meeting being Janaury 12 , 1979 at 8 : 30 A.M. in Building F , 5th Floor .
