MINUTES OF
JANUARY 13 , 1978
The PArks and Recreation Advisory Board held their monthly
meeting on January 13 , 1978 in Building C of the Collier County
Courthouse Complex at 9 : 00 A.M. The following members were present :
Ken Wood - Chairman
Bill Barnett
Bobby Fowler
Dudley Goodlette
Chris Blunt - Absent
Rollie R. Rice - Parks and Recreation Director
Pat Cookson - Recording Secretary
A. TIGER TAIL BEACH - Wafaa ASSAAD
Mr. Assaad of the Planning Department was present to exhibit
the redesigned Tiger Tail Beach Park plan. When Tiger Tail was
originally designed approximately 3 years ago , there were no
coastal setback lines nor was the County as environmentally
involved or concerned. On the original design the park was basically
an extension of Hernando Dr. with a divided entrance and parking on
both sides . With this design they would go beyond the coastal
setback line and would disturb the mangroves . Being a County
agent , they did not feel they should go to the state and asx for
a variance to go beyond the coastal setback line . The Planning
Department then redesigned the plan , widening the park and shortening
the length of the parking area, but still having the same amount of
parking spaces . Mr . Assaad is asking for the approval of the PARAB
before moving ahead with the plan and any grants . Dudley Goodlette
made the motion to approve the Tiger Tail plan as presented. Motion
seconded by Bill Barnett . Motion was passed with Bobby Fowler abstaining .
Mr. Fowler approved the concept but not the spending of any money on the
project.

Mr. Wood suggested that the PARAB take an airtrip in the
County Helicopter to see Tiger Tail by air. Mr. Rice stated he
would set a date and time and notify the members .
B . BAYVIEW PARK
Mr. Bill Barnett stated that he had been in contact with
Sam Aronoff of the City PArks and Recreation Advisory Board in
relation to Bayview PARK. The City Parks and Recreation has sent
a letter to the Mayor recommending that Bayview Park be turned over
to the County with three stipulations . The stipulations being :
1 . All City Ordinance and Zoning must apply at all times .
2 . Any substantial changes must be referred to the City
Parks and Recreation Board for their approval.
3 . A writ of repleven stipulation must be part of the contract .
Mr. Barnett is to draft a letter to the BCC stating their
feelings on Bayview Park and not to accept these stipulations .
C . CAPC PROPOSED COMPREHENSIVE PLAN
Mr. Rice presented to the PARAB the proposed CAPC Comprehensive
PLan. He is to appear before the CAPC at their next meeting to
discuss the wants and needs of the County Parks and Recreation Board.
Mr. Rice encouraged each memeber to attend the CAPC meeting and makd
their presence known and express their feelings about the future of
parks and recreation for the County.
D . OLD BUSINESS
Mr. Fowler asked the status of the land swap of property adjacent
to Immokalee High School and the Gran property . Mr . Rice replied that
it was in the hands of the Board of Commissioners .

E . NEW BUSINESS
Mr. Wood welcomed Mr. Goodlett to his first PARAB meeting
and was sure that Mr. Goodlette would be an asset to the Board.
F . ADJOURNMENT
There being no further business the meeting adjourned
at 11 : 00 P .M.
