MINUTES OF
September 9 , 1977
The Collier County Parks and Recreation Advisory Board
held a meeting on September 9 , 1977 at the Courthouse Complex
Building C at 9 : 00 A.M. The following members were in attendance :
Ken Wood - Chairman
Bill Barnett - Vice=Chairman
Bobby Fowler
Rollie R. Rice - Director of Parks and Recreation
Pat Cookson - Recording Secretary
A. COLLIER COUNTY CONSERVANCY - Bill Oberhelman
Mr. Bill Oberhelman from the Collier County Conservancy
was present to speak to the PARAB in relation to Tiger Tail Beach
and $30 ,000 donation from the Conservancy. . Mr . Oberhelman gave
a brief report on the background of the proposed $30 ,000 donation
and U. S . Government Lot #1 . Approximately 5 years ago the Conservancy
asked the County for the U. S . Government Lot #1 and return they would
either donate a piece of property for a boat ramp or donate $30 ,000
to the Parks and Recreation Department. The Conservancy will donate
the $30 ,000 to a project which has their approval
Mr. Rice is to attend a meeting of the Conservancy 10/31/77 and
at that time he will present a conceptual park plan of Tiger Tail
Beach Park. If the plan meets with the approval of the Conservancy ,
Mr . Rice will then present it to the BCC for approval and notice to
proceed for grant applications .
B . DOUBLE TAXATION
Mr . Wood questioned an article in the paper wherein the
City accused the County Parks and Recreation Department was costing
the City $305 , 000 a year. Mr. Torroni , from the Parks Department

explained it was a misquote and the amount they where talking about
was only approximately $98 ,000 . No other discussion was held.
C . BAYVIEW PARK
Mr . Barnett wrote a letter to Sam Aronoff of the City Parks
Department questioning the status of Bayview Park and stating the
PARAB would like to have this item placed on the City Council' s
Agenda as soon as possible , so development and improvements can
be started.
D. OLD BUSINESS
No old business was discussed.
E . NEW BUSINESS
Ed Torroni and Murdo Smith of the Parks Department were
present to express their points and views of the recreation of the
County. They expressed the need for more recreation and parks
for the County. As it stands now the Recreation Department is at
a standstill and can' t go anywhere until the BCC realizes the need
for recreation facilities . Mr . Wood agreed with Mr. Smith and
Mr. Torroni and he hopes that it will change in the future and that
the PARAB hopes they can assist and convince the BCC of the need.
Mr. Rice stated that he will contact Mr. Capek of the CAPC and set
up a joint meeting of the PARAB and the CAPC and let the CAPC know
that the PARAB is concerned with the future of the County.
There being no further business the meeting adjourned at 10 :30 A.M.
