MINUTES OF
June 10 , 1977
The Collier County Parks and Recreation Advisory Board
held a meeting on June 10 , 1977 at the Collier County Courthouse
in Building C at 9 :00 A.M. The following members were present :
Kenneth Wood, Chairman
Bill Barnett - Vice Chairman
Chris Blunt
Bob Fowler
Rollie R. Rice , Director of Parks and Recreation
Pat Cookson, Recording Secretary
A. APPROVAL OF MINUTES
Motion was made by Chris Blunt to approve May' s minutes .
Motion was seconded by Bill Barnett and approved unanimously. .
B . COMPREHENSIVE PLAN - PLANNING DEPARTMENT
Mr. Rice introduced Mr. Richard Woodruff of the Planning
Department to the PARAB. Mr. Woodruff passed to the Board
Rules and Regulations used by the Planning Department for the
Comprehensive Plan for Collier County. In 1975 the State
Legislation passed an Act which is called the Local Government
Comprehensive Act which requires each municipality or County in
the State of Florida to have a Comprehensive Plan. July 1 , 1979
is the deadline.
Mr. Woodruff explained there are four phases of the
Comprehensive Plan :
1) Inventoring your present park facilities
2) Goals and objectives - What kind of parks do you need.
3) Locating these parks on the map
4) Implementation of the Plan.
The Planning Department is on Phase I. He stated that

Mr. Rice and his staff are helping the Planning Department
with this plan. Mr. Woodruff explained that the PARAB is actually
the policy making Board and the BCC will approve'or disapprove
the final plans . . Mr. Woodruff gave a brief synopsis of what
the Planning Department hopes to accomplish with the Comprehensive
Plan. The PARAB thanked Mr. Woodruff for coming to the meeting
and they hoped to be working with him in the future .
C. OLD BUSINESS
Mr. Barnett requested a status report of Bayview Park.
Mr. Rice replied that the BCC has made their pitch to the
Council for the park and they are waiting for a reply. Until
that time no plans or future development can be determined.
Chairman Wood stated he is still working with Chris
Duvekot on a 30 acre park site near Lely, but he feels that the
County should help Mr. Duvekot out in some way rather it be with
a drainage problem or some other way. Chairman Wood stated that
Mr. Duvekot has done a lot for this County and perhaps if we would
help him he would help us .
Mr. Rice gave a brief report on the upcoming Summer Program
and the difficulties he has had with the school facilities . Since
there will be no summer school at any of the schools except Lake Park,
there is some difficuly obtaining facilities for showing of the
movies . Mr. Rice has appointment with the School Superintendent
and he hopes to rectify any problems at that meeting. In the past
the school system has worked closely with the Parks Department and
he is sure they will in the future.

D. NEW BUSINESS
Mr. Rice presented to the PARAB copies of his proposed
budget. He explained briefly the increases and decreases of
his budget. Chairman Wood, speaking for the PARAB , congratulated
Mr. Rice on his knowledge, perservance and hard work so far
in 1977 and that theieounty shouidvbe proud to have him on the
staff. He also congratulated him on his fine job in preparing
the 1977/78 budget .
There being no further business , the meeting adjourned
at 10 : 50 A.M.
