Minutes of
May 13 , 1977
The Collier County Parks and Recreation Advisory Board
held a meeting May 13 , 1977 at 9 : 00 A.M. in Building C at the
Collier County Courthouse Complex. The following were in
attendance :
Ken Wood - Chairman
Bill Barnett - Vice Chairman
Bud Coleman
Chris Blunt
Rollie R. Rice - Parks and Recreation Director
Pat Cookson - Recording Secretary
A. APPROVAL OF MINUTES
Motion was made by Ken Wood to approve the minutes of
last month' s meeting , seconded by Bill Barnett and approved
unanimously.
B . BAYVIEW PARK
Brief discussion was held concerning Bayview Park and
what has happened with the letter to the County from the City
offering an $1 . 00 a year lease agreement with the City having the
final control . Mr. Rice went on to explain that the County does
not have any property for development . Mr. Peek of Wilson, Miller,
Barton, Soil & Peek has drawn the plans for development of Bayview
Park and was present to answer any questions the Board might have
concerning this park. Mr. Blunt questioned rather or not having
Mr. Peek there was premature , since no development could take
place until ownership is decided upon. Mr Peek understands the
tor problem the PARAB faces and is willing to help in any way. Mr.

Barnett asked Mr. Peek how long it would take for permits , if
the problem was settled over the ownership of the park. Mr. Peek
replied approximately 6 months for the permits to start construction
and approximately 3 months to finish the project.
C. OLD BUSINESS AND NEW BUSINESS
Chairman Wood introduced Dale Cunningham, County Manager.
to the PARAB. Chairman Wood asked Mr. Cunningham the feeling of
the BCC toward the PARAB and what do they expect from the Board?
Mr. Cunningham replied that he could not speak for the BCC because
they have never expressed their feelings to him. Mr. Cunningham,
himself, feels the PARAB should assist in development of a
Capital Improvement Program, establish rules for operation for a
parks system and form a recreation policy. Chairman Wood
questioned how could the PARAB do anything when we don't have
any money or parks to do anything with. Mr . Cunningham replied
that recreation is like a luxury, if you have the money you
spend it on other things and then if there is any left over you
spend it on recreation. He has approached the BCC and they have
discussed the need for a Capital Improvement Program this year
and hopefully there will be a C. I.P . Mr. Cunningham realizes that
without land there is not a chance for grants . The BCC feels
that water and sewer are more urgent than recreation and parks .
Mr. Wood questioned why can' t the County develop Tiger Tail , as
we do own the property. Mr. Rice stated this is the kind of project
PP- (water-related) that is high priority for obtaining grants . Pete
McPhee with the Department of Natural Resources has spoke to Mr.
Uwe
Rice about Tiger Tail and he doesn't see any problems with obtaining
a grant or grants to develop this beach park. Again Mr. Cunningham

stated that if there is no Capital Improvment money we can not
obtain any grants .
Mr. Peek brought to the attention of PARAB of the
availability of 20 acres of park land in the Pelican Bay subdivision.
It will be dedicated to the County as soon as the County indicates
they are ready to start development of the park. There is access
by Vanderbilt Beach Road and there will be water on the land.
Mr . Peek speaking as an interested citizen stated that
the County does need more parks and the BCC will have to realize
this sooner or later. He_feels that the County Recreation Department
has not been given the recognition that they deserve relating to
their activities and programs with the number of people they have
involved. He also feels that one of the reasons the z mil tax
for recreation did not pass was because of theK].ack of backing of
Commissioners . Mr. Peek stated also that Mr. Rice and his staff
are doing the best they can with what they have. The PARAB
agreed with Mr. Peek and they hope that in the future they will
have support of the BCC of any future projects .
There being no further business , the meeting adjourned
at 10 :45 A.M.
