MINUTES OF
April 22 , 1977
The Collier County Parks and Recreation Advisory Board
held its monthly meeting on Friday , 9 : 00 A.M. April 22 , 1977 in
Building C at the Collier County Courthouse. The following
members were present :
Kenneth Wood
Bill Barnett
Bud Coleman
Chris Blunt
Bobby Fowler
Also present were Rollie R. Rice, Director of Parks and
Recreation and Pat Cookson, Recording Secretary.
The first order of business was to nominate a Chariman
and a Vice-Chairman. Chris Blunt made the motion to nominate
Ken Wood as Chairman. Motion was seconded by Bill Barnett .
Mr. Wood stated he would like the position but he would like
to make it known that the position would be temporarily at
the present time. With this understanding , motion was passed
unanimously. Motion was made by Ken :,3ood to nominate Bill
Barnett as Vice-Chairman. Motion was seconded by Chris Blunt
and passed unanimously.
A. PHILOSOPHY OF RECREATION POLICIES
Delayed until another meeting.
B . BAYVIEW PARK
Mr. Rice introduced Mr. Randy Davis , acting City Parks
and Recreation Director. Mr. Rice explained that he invited
Mr. Davis to the meeting to get the City' s input on Bayview.
The only suggestion Mr. Davis had was the possibility of

planting of shrubs or trees on the shoreline to deflect car
lights from shining across the water into the houses . Mr.
Rice stated that in the proposed Rules and Regulation for
Bayview Park, the Park would be open from dawn to dusk and
would alleviate the problem of car lights shining into the
homes across the water.
Mr. Rice presented to the Board and Mr. Davis a proposed
plan and cost estimate for revamping Bayview. Mr. Tom Peek of
Wilson, Miller , Barton, Soll & Peek, who drew up the plan could
not be at the meeting, but it will be present at the next meeting
to discuss the plan. As noted on the cost estimate sheet , the
improvements for Bayview would cost $45 , 755 . Mr. Rice stated
there is only approximately $39 ,000 in the Boater Registration
Fund. Mr. Wood then stated that the City Council would like
a portion of this grant, if possible, to revamp Bayfront Park.
Mr. Rice stated that approximately one year ago he gave to the
City PArks Board a grant application for the Boater Registration
Fund for the City' s use. Since that time he has not heard
anymore about the application.
Mr. Wood has been in contact with the Naples City Council
and a letter is forth coming to the Board of County Commissioners
to the effect the City Council would like an answer rejecting
or accepting their proposal that the City be the governing body
over Bayview Park and that the County maintain and improve the
Park with the City having the control. Mr. Coleman questioned
if this would be in a form of a lease. Mr. Wood replied it was
suggested that it would be a possible $1 a year lease, but the City

"^"°' would want the final say over the PArk. Mr. Wood asked Mr.
Rice if there would be any other monies available if the County
could obtain the lease. Mr. Rice replied there is another
grant - Land and Water Conservation - but it is a matching grant.
Mr. Rice stated as soon as he receives the letter he will send
each Board member a copy.
C. REVIEW OF CAPITAL IMPROVEMENTS
Mr. Rice presented to each Board Member a summary sheet
of projects for the Park' s Department Capital Improvement Program
1977/78 . The summary sheets shows the year in which the expenditure
is needed. All projects are designated to start at the same time.
The question was asked - Does any one section of the County
have to wait on the other sections . Mr. Rice stated that no
one section of the County will have to wait on the other sections.
If the property is there, planning and construction of the park
will begin.
Mr. Rice gave a report in reference to his meeting with
the CAPC. Mr. Rice stated that the CAPC was not aware of the
Park Department' s facilities nor of the programs and participants
that are involved in activities . Mr. Rice thought the CAPC
was very receptative and felt the Parks Program would receive
favorable comments when the Six Year Capital Improvement Program
goes before the Board of County Conuaissioners .
There being no further business , the meeting adjourned at
11:00 A.M.
