OPTIONS FOR THE BIOLOGICAL,HYDROLOGICAL AND WATER QUALITY
MONITORING OF
CLAM BAY
The contract for this work will expire in April of 2015jand the Committee discussed the
scope of work and the possibility of using different contractors. Options for this would be
sending out another RFP,a bid invitation for these services that would provide some flexibility,
or hiring someone to provide all of these services. (,ti.jUt.eo✓
Further discussion was held on the available options,the CCNAAand the scope of work.
Mr.Cravens moved,Mr.Dawson seconded that a recommendation be made to the
full Board that they direct the County to develop an RFP for the Clam Bay
monitoring scope of services. After brief Committee and public Input,the motion
carried unanimously.
ISSUES INVOLVING CLAM BAY MANAGEMENT PLAN (Add on)
The County Commissioners deferred consideration and approval of the Plan at their most
recent meeting until January to give Ms.Taylor time to review it. The City Council then sent a
letter to the BCC registering a number of objections to the Plan. Dr.Trecker prepared a draft
summary of the situation with supporting attachments urging the BCC to approve the plan as
submitted.
Ms.O'Brien will prepare a summary as well,and the Board can look at these summaries the
following week at their regular meeting.

Atat Ms-alai provided this assessment to the Committeend will make a few changes to the
form and wording for clarity as suggested by the Committee and the Stakeholders.
Mr.Cravens moved,Dr.Trecker seconded to recommend to the full Board to
approve the biological assessment as modified.The motion carried unanimously.
OYSTERS IN CLAM BAY (Add onl
Mr.Hall explained that there were oysters presently in Clam Bay,but noted that farther
north the tidal range and salinity changes are a risk to oyster survival. The young oysters must
already be in the water in order for the placing of shells in a given area to be successful,and he
suggested that some smaller pilot areas be started in inner Clam Bay. If copper levels are too
high,it will kill the oysters,but the oysters can remove low levels of copper.
Mr.Hall will talk with Mike Bauer as he has had more experience with this issue and will
report on it at the next Clam Bay Committee meeting.

UPDATE ON TIDAL GAUGES
Mr.Hall will be meeting with the Sanibel-Captiva F ation in a week to discuss the
proposal received for the new gauges. There are two other.brmels available for gauges,and once
all the information is compiled he will present it to the Committee and the Board.

USACE PERMIT APPLICATION
Mr.Hall provided updates on the July meeting with the Corps of Engin and National
Marine Fisheries. No further meeting will be necessary with Fish and Wildlife unless Ms.
Hinson,the new head of that Department,has any further questions. No pub c comments have
been sent to Mr.Hall as of yet,but it appears there were three,from the Ci ,Seagate,and Linda
Roth. The goal is to have the permit in hand by year's end.

The construction phase of this permit expires in December,which means that no new PrY 3
channels can be dug without a new permit;however,they can be maintained in perpetuity.
The Management Plan does cover this issue.

Mr.Hall showed the . -to those present and explained how it would be mounted
and how it functioned. This work should begin within the week,and the software should be on
line and providing data within a month.
WATER QUALITY DATA INTO STORET
The data from 2012 through 2014 has been inputted into STORET,and data from
January to April of 2015 is now being worked on. A data printout of the information will be
provided to the Committee members at the next meeting.
OYSTER RECRUITMENT STATIONS
There has been no growth on the oyster stations in upper Clam Bay,and the oysters in
inner Clam Bay have been taken over by Zebra Mussels. There has been quite a bit of die off in
outer Clam Bay,presumably due to increased salinity in the water. The stations will be collected
in Septembe5and Mr.Hall will provide an update to the Committee.

Copper levels rose in some of the station readings,possibly due to increased rain and
turbulence. The levels!ray stay high in August,and then are expected to begin dropping again.
It is anticipated that over time the result patterns may show why this occurs.

Mr.Isaacson in the Budget Department was advised that the PBSD was seeking TDC w (,
funding as in the past or these reports in Clam Pass. The funding should be available after the c)'-
budget hearings,and .Dabees indicated that he will begin the preparatory work. A brief

ANNUAL AERIAL PHOTO OF CLAMBAY
As the County does aerials on a yearly basis now,these pictures can be used and
supplemented as necessary for the permit. This will result in a significant savings for the PBSD.
Ms.O'Brien moved,Mr.Hirniak seconded that the recommendation be made to the
full Board that the aerial photograph taken annually of the Clam Bay system for the
permit be the one taken by the County,and that a permit modification be sought for
this change. The necessity for infrared pictures will be done on a case by case basis
at the request of the PBSD. The motion carried unanimously.
Mr.Hall added for the Committee's information that the County has put out an RFP for
repairs to their boardwalk,which may involve some temporary mangrove impacts.
CLAM PASS EXPANDED PARKING
A proposal for this parking has been submitted but not yet approved.
SEEKING OUOTES/BIDS FOR CLAM BAY MONITORING&CLAM BAY TREE
TRIMMING AND,
JXOTIC REMOVAL
A draft document will be prepared for the Committee's next meeting showing targeted
areas for the required work and seeking quotes for the tree trimming and exotic removal,and an
effort will be made to keep the costs less than the$75,000 previously paid for this work.
The requirements for Clam Bay monitoring will be prepared for the vendors requesting a
breakdown of costs,and a drat nade available at the next Committee meeting as well.

SCOPE OF WORK: Task 1 —Wetland Maintenance
EarthBalance® will provide the labor and materials necessary to provide ongoing nuisance and
exotic plants species maintenance on 23 acres of preserve at the Pelican Bay community
located in Naples, Florida. This task will include a treatment sweep for all Category 1 and 2
species listed on the 2015 Florida Exotic Pest Plant Council's "List of Invasive Plant Species".
All nuisance and exotic species will be killed in place with an appropriate dye-laced herbicide
approved for use by the State of Florida and Collier County. Crew members will carry GPS units
tracking their movements within the treatment areas. All work will be directed by a qualified
project manager licensed to apply pesticides by the State of Florida. All work will be billed
monthy on a cost per day bases. Please see the tables below for a breakdown of the daily cost
and the number of days that will be worked per month.
EarthBalance®will perform all of the services described in Task 1 for a fee of $1,248.00 per
day, totaling $34,944.00 for 28 days.

Work. The Work shall be accomplished in a workmanlike and professional manner using the degree of skill and care ordinarily
exercised by a reputable member of EarthBalance's®profession practicing in the same or similar locality. No other warranty, express
or implied, is made or intended.
This agreement for professional services is limited to phases identified in the attached Price Quote and does not include additional or
repeat services resulting from changes to the project or the information upon which this agreement is based. Modification to the final
work products performed at the request of the Client that are not the result of the Consultant's errors or omissions shall be billed to the
Client as additional services.
2. Time. This quote shall remain valid for a period not to exceed thirty(30)days beyond the date of submittal. If not accepted within
this period, Earth Balance® reserves the right to modify any portion thereof, or withdraw the quotation in its entirety. This agreement
shall be effective upon its full execution.
3. Duty to Cooperate. Client agrees to cooperate with EarthBalance® in all respects in connection with Earth Balance's® efforts to
discharge the Scope of Work. Client shall make Client's property available to EarthBalance®, shall timely comply with
EarthBalance's® requests for information, and shall execute all documents reasonably required by EarthBalance®in discharging the
Scope of Work.
4. Payment. Client agrees to pay a fee for the services rendered based upon the information contained in attached Price Quote. As
soon as may be practicable at the beginning of each month, Earth Balance® shall invoice Client for all work performed in the prior
month and any other sums due EarthBalance®. Client shall pay the invoice amount within thirty (30) days after the invoice date.
EarthBalance may cease performing work under the attached Price Quote if any payment due hereunder is not paid within thirty(30)
days of the invoice date.
Client agrees that Earth Balance® shall have a lien upon the Property for professional services rendered under the attached Price
Quote and that EarthBalance®may record and enforce the lien for professional services in accordance with the provisions of Florida's
Construction Lien Law as though EarthBalance®was listed therein as a professional. In any litigation arising out of this Agreement,
the prevailing party shall be entitled to recover reasonable attorney's fees and costs. In addition, if EarthBalance®places this executed
Price Quote in the hands of an attorney for the collection of any sums due hereunder, Client agrees to reimburse EarthBalance®for its
reasonable attorney's fees and costs relating thereto.
5. Termination and Default. This agreement may be terminated by either party giving the other party thirty days written notice of
intent to terminate. In addition, upon default by Client, monetary or otherwise, this agreement may be terminated by Earth Balance®
with seven (7) days written notice of intent to terminate if the default remains uncured after such notice period. EarthBalance's®
liability to Client or any related party for any claim related to or arising out of(i)this agreement or(ii) Earth Balance's®services shall be
limited to two times the amount of fees paid by Client hereunder.
The invalidity of any provision of the agreement shall not impair the validity of any other provision. If any provision of this agreement is
determined to be unenforceable by a court of competent jurisdiction, such provision shall be deemed severable and the remaining
provisions of the agreement shall be enforced.
This agreement shall be construed and interpreted in accordance with, and the validity of this Agreement shall be judged by,the laws of
the State of Florida
This agreement sets forth the entire agreement and understanding of the parties hereto. It may only be amended, modified or
terminated by the written mutual consent of all of the parties hereto and duly executed by the authorized representatives of the parties
hereto.

SCOPE OF WORK: Task 1 —Wetland Maintenance
EarthBalance®will provide the labor and materials necessary to provide ongoing nuisance and
exotic plants species maintenance on 51 acres of preserve at the Pelican Bay community
located in Naples, Florida. This task will include a treatment sweep for all Category 1 and 2
species listed on the 2015 Florida Exotic Pest Plant Council's "List of Invasive Plant Species".
This task will also include the treatment of cattail (Typha spp.) in areas where cattails were
previously controlled and are not growing in a monoculture. All nuisance and exotic species will
be killed in place with an appropriate dye-laced herbicide approved for use by the State of
Florida and Collier County. All work will be directed by a qualified project manager licensed to
apply pesticides by the State of Florida. Crew members will carry GPS units tracking their
movements within the treatment areas. All work will be billed monthy on a cost per day bases.
Please see the tables below for a breakdown of the daily cost and the number of days that will
be worked per month.
EarthBalance®will perform all of the services described in Task 1 for a fee of $1,248.00 per

EXECUTIVE SUMMARY
Recommendation to award RFP #15-6397 for Environmental & Biological Studies to
Turrell,Hall & Associates,Inc., Earth Tech Environmental, LLC,Kevin Erwin Consulting
Ecologist, Inc., Passarella & Associates, Inc., and CB&I Environmental & Infrastructure,
and authorize the Chairman to execute the County Attorney approved contracts.
OBJECTIVE: To facilitate the environmental and biological studies on an as-needed basis for
Collier County departments.
CONSIDERATIONS: In January of 2015, the Board of County Commissioners approved the
Clam Bay Natural Resource Protection area Management Plan (item 11A, 1/13/2015), which
provides guidance for future management activities within the Clam Bay Natural Resource
Protection Area. The objectives of this plan are to:
1. Maintain and protect the native floral and faunal communites in Clam Bay NRPA.
2. Ensure tidal and freshwater flows within Clam Bay NRPA.
3. Monitor and maintain water quality within Clam Bay NRPA.
4. Monitor archaeological sites within Clam Bay NRPA.
5. Ensure recreational activities are environmentally compatable with the Clam Bay NRPA.
In order to accomplish these objectives, it is necessary to solicit services from experts in
biological and environmental studies/monitoring. The scope of work and related services
resulting from this contract are not considered architectural, engineering, landscape
architectureal or surveying and mapping, and therefore, the solicitation process does not fall
under the Competitive Consultant Negotiation Act(CCNA)requirements.
The RFP was developed and designed to meet the needs of both PBSD and various County
Departments:
Pelican Bav Services Division: Activities may include, but are not limited to monitoring of
the efforts of prior restoration activities, preparation for dredging activities, water quality
analysis,monitor seagrass, analize and report tidal data,etc.
Other County Departments: Activities may include, but are not limited to wetland
delineation,wetland quality, mitigation,endangered species surveys, etc.
RFP #15-6397 for Environmental & Biological Studies was publicly advertised on 2/24/2015.
Email notices were sent to 851 firms with 70 firms requesting full solicitation packages.
Eight (8) responses were received by the due date of 2/27/2015. A selection committee met
on 3/25/2015 to review the proposals. By consensus of the members, the following firms are
recommended to the Board along with the attached contract:
1. Turrell, Hall & Associates, Inc.
2. Earth Tech Environmental, LLC
3. Kevin Erwin Consulting Ecologist, Inc.
4. Passarella&Associates, Inc.
5. CB&I Environmental& Infrastructure

In an effort to efficiently and effectively manage work,staff recommends the following.
• Process of requesting work: Work be awarded under this contract via the County's work
order process, as opposed to issuing purchase orders as described in the RFP.
• Distribution of work:
o Projects less than $50,000: Project managers will endeavor to notify all
contractors under this contract to obtain a quote; and staff will estimate the
project, compare prices and terms, and negotiate the overall best value to the
County.
o Projects between $50,000 - $100,000: Project managers shall seek proposals from
all of the awarded firms [once the project manager reviews the scope of work,
validates the hourly rate, number of hours, markup, use of subcontractors and
equipment etc.;the lowest responsive quote will be awarded the work order].
o Projects greater than $100,000: Project managers shall seek proposals from all of
the awarded firms, and the lowest responsive firm shall be recommended to the
Board of Conuty Commissioners for award or project managers may conduct a
separate new solicitation.
FISCAL IMPACT: Funds for these services are budgeted in the individual departments' cost

Hi Susan,
Attached is the original and the current drainage plan. Yes the storm piping is a little different south of the tennis
courts. The original plan does show a proposed sidewalk along the parking spaces south of the tennis courts. The
difference is the proposed pipe connecting to the pipe that runs south under the parking lot(to St.Thomas) is being
extended. The pipe is longer now because part of the existing swale is being filled. The original plan proposed to utilize
most of the existing parking lot pavement, but the new plan removes and replaces with new pavers, and shifts the
parking lot and sidewalk farther north at this location. I don't think that the new pipe and filling the portion of swale
creates a substantial difference to the drainage (volume/flow), but you have a good point about the water quality.
It appears that most of the tennis court sand collects between the courts as shown in the attached pictures. There is a
raised border around the courts; in some locations it's wood and others is plastic. This is probably to help contain the
sand but as you can see there is a lot of sand collecting in the rock area between the courts. There should be some form
of filtration or collection box that would allow the sand to be captured and regularly cleaned or removed from the site
before it reaches the new storm pipe connecting to St.Thomas. Typically there would be a trench drain along the courts
and/or a storm box with a sump bottom that collects the sand in the bottom. There are a couple of existing drain boxes
in the rock area next to the east courts but it's not evident where they connect. You can see one of them in the middle
left of the"facing south" picture. There is also a gap in the wood border there.
It appears from the existing conditions and the proposed plan that the runoff between the courts will flow directly
toward the swale and into the new pipe connecting to St.Thomas. I suggest that the property owner implement a
filtration or collection device to prevent the tennis court sand from leaving the site,or demonstrate that this will not be
a problem when construction is complete. During construction the silt fence and turbidity barrier(shown on Sheet 11 of
12) along the south property line needs to be maintained. Please let me know if any questions.

It's the drainage change immediately south of the tennis courts- installing pipes in lieu of the swale--that Neil and I
reviewed on Sept. 30. These pipes connect to the pipe under the road and go into the St.Thomas/St. Maarten pond. I
was interested in your assessment of the water flow/debris from the tennis courts that will go via pipe into that water
management pond and out to Clam Bay versus the water flow/debris from the tennis courts that would go via the
former swale. I don't remember this drainage change being part of the initial plans. I believe it was made this summer
to accommodate building a sidewalk south of the tennis courts.
I would appreciate your letting me know if this drainage change is part of the plan you reviewed and if so,what your
assessment of its impact is.

The new SDPI plans are dated Sept. 2015, Revision G. The plans have been revised a few times since we last
provided a written report on the May 2014 plans.
The significant change is the entire parking lot is revised from angled parking to 90 degree parking, which is
more efficient and adds about 30 parking spaces on a similar footprint.
With the parking configuration change, some of the storm pipes are connected differently but the overall design
scheme has not changed.
The parking lot is now pavers instead of asphalt. There is a net increase of impervious coverage of 0.03 acres
which is very minimal on the 10 acre site.
The plan revisions made since our review last year do not propose significant changes that would affect the
drainage system.
There was a slight change to the upland landscape area and the jurisdictional wetlands area. The landscape
changed from 2.07 to 1.94 acres. The wetlands changed from 2.79 to 2.89 acres. This was likely due to an
adjustment to the jurisdictional wetland area where the SFWMD must have claimed an additional+/-0.1 acres to
be preserved which results in+/-0.1 acres less new landscape area.
Let me know if there is a specific question regarding a tree removal or adjustment during construction and I can
take a look at that. I called Frank Laney to ask if there was a field change, and the only thing he could think of
was a change to a couple trees being eliminated in the north buffer and an oak near a transformer, but these are
landscape related.
