MINUTES OF
July 20 , 1976
The Collier County Parks and Recreation Advisory Board
held a special meeting on July 20, 1976 at 1 : 00 P .M. in Building
C at the Collier County Courthouse. The following members were
present :
Steve Smith - Chairman
Elton Townsend
Paul Bogatko
Curt Rindy
Bobby Fowler
Rollie R. Rice - Director of Parks and Recreation
Murdo Smith - Asst Director of Parks and Recreation
Pat Cookson - Recording Secretary
The special meeting was called for the sole purpose of
discussing the tax referendum to be placed on the November ballot.
Mr. Spagna, Director of Community Development was present
to speak to the Board about beach access . He stated that the County
has little beach access at this time and that there is a dire
need for the access . His main objective was for the Board to include
beach access in their acquisition of park sites and land if the
referendum is passed in November. Chairman Smith thanked Mr. Spagna
for coming to the meeting with his ideas and that the Board would
definitely consider his requests when and if the referendum is passed.
Chairman Smith stated that the main reason for this meeting
was to compose a list of priorities of parks which the Board can use
when they go to the public to try and sale the referendum. Lee Layne
from the Planning Department was present to show the Board what the
Comprehensive Plan feels that the County needs and what the County
now has .

The parks are broken down into the following categories
NEIGHBORHOOD PARK - A park which is intended to serve
the intermediate neighborhood or development in which it
is located. It is a "walk-to" or "bike-to" park, or a
car may be used due to age or handicap . The park usually
ranges from 22 to 10 acres (22 acres/1000 persons) .
Service radius of u to z mile. The following are the
facilities that are usually found in a neighborhood park:
tot lots , combination little league/softball field,
basketball court , tennis courts , picnic areas , shuffleboard
courts and any other facilities that the area may need or
require according to the age of the people
COMMUNITY PARK - A park which is intended to serve the
general community rather than any given development. Access
could be by bike or automobile. The park usually ranges
from 10 to 50 acres with a service radius of 3 miles . The
facilities include , but not limited to the same facilities
found in the neighborhood parks plus facilities to serve
the entire family such as pool , softball/baseball field,
tennis courts , play areas , picnic area, passive and active
recreation areas , multi-purpose courts and a recreation
building.
REGIONAL PARK - A park which is intended to serve the
residents of Collier County and may be expected to receive
substantial tourist use. Access will be primarily by
automobile and the facilities should be designed to
facilitate the entire family. The park ranges from 50
acres and larger (5 acres/1000 persons) with a service
radius of 30 minutes to one hour driving time. The
facilities include but are not limited to playground
apparatus area, restrooms , hiking and riding trails , nature
center , boating , fishing, swimming picnic areas , camping
areas , sports area, golf course, etc.
BEACH PARK - A park which is intended to serve the beach
oriented needs of the general public . A beach park may be
part of a development or national preserve and is accessible
by foot , bicycle, car, and/or boat. Because of varying natural
conditions , no standards are established for size and service
radius . The facilities included in a beach park are parking
areas , bathhouses , picnic areas , boardwalk, nature trails ,
refreshment areas , etc.
After some discussion the following priorities were
decided upon:
1) Community Park with a community center & pool in
North Naples .

2) Community Park with a community center and pool in
East Naples
3) Community Park with a community center and pool in
Immokalee
4) Marco Beach Tiger Tail Park
5) Municipal golf course
6) A park in Everglades City
Chairman Smith requested Rollie R. Rice to work up
cost estimates for the above priorities . Chairman Smith requested
two price estimates of Tiger Tail Park. One cost estimate leaving
the park in its natural state and adding foot bridges and
some parking , the other cost estimate to include foot bridges ,
grills , picnic tables , restrooms , parking area, etc.
There being no further business , the meeting adjourned
at 3 : 40 P .M.
