MINUTES OF
July 9 , 1976
The Collier County Parks and Recreation Advisory Board
held its regular scheduled monthly meeting on Friday, July 9 ,
1976 at 9 : 00 A.M. in Building D at the Collier County Courthouse.
The following members were present :
Steve Smith - Chairman
Elton Townsend
Paul Bogatko
Bobby Fowler
Rollie R. Rice , Parks and Recreation Director
Pat Cookson, Recording Secretary

A. INTRODUCTION NEW MEMBER - BOBBY FOWLER
As this was Mr. Fowler' s first Board meeting, Mr. Rice
introduced Mr. Fowler to the Board members . Chairman Smith
stated that he was happy to have Mr. Fowler on the Board and he
would be happy to help him out in anyway.
B . 1976/77 BUDGET - SIX YEAR PROGRAM
Mr. Rice gave the Board copies of the proposed 1976/77
Budget and Six Year Program. Mr. Rice stated that the budget
has already been cut $90 ,000 . The biggest expense, he explained
was the increase of Personnel. Since last year ' s budget the
County Parks Department has taken over ground maintenance on
government facilities such as Immokalee Health Care Center,
Immokalee Agriculture and the Courthouse Grounds . After some
discussion, the Board congratulated Mr. Rice for preparing such
a fine budget and they thought he had justified everything he
had asked for.

C . STATUS OF BAYVIEW PARK
Mr. Rice told the Board that he has contacted Mr.
Reardon concerning Bayview PArk. Mr. Reardon has set up
Rules and Regulations for the Park and they were presented to
the City Council who thought they were too stringent and was
sent back for revision. The Rules and Regulations goes
before the City Attorney on July 14th for his revision and
will go before the City Council the following week. But the
question of ownership has never been decided, so as of this
time the situation is dormant .
D. RECREATION TAX DISTRICT
Mr. Smith stated he would like to ask the County
Commissioners approval to place on the November ballot the
question of a special tax levy to finance recreational
capital improvements . Chairman Smith' s idea is to ask for
such a tax for approximately 5 years . He stated that a . 5
mill is approximately $585 , 000 annually. This would not
include the City as they already pay for their parks . A 5 year
tax program would generate approximately 22 million dollars .
This would make the County eligible for matching Federal funds .
With this proposal implemented, a user' s fee could be established
to cover the maintenance of parks and be self-sufficient , therefore
eliminating the Parks budget from the ad valorem tax rolls .
Chairman Smith stated that a . 5 mill is just an approximate figure .
It was the general consensus of the Board that they
proceed with seeking the County Commissioners approval. Elton

Townsend made the motion to present this idea to the Board of
County Commissioner. Motion was seconded by Paul Bogatko and
approved unanimously. Chairman Smith stated that he will write
a letter to the BCC with the Board' s ideas .
There being no further business , the meeting was
adjourned at 10 :35 A.M.
