February 13 , 1976
The Collier County Parks and Recreation Advisory Board held
its regular monthly meeting February 13 , 1976 in Building D at
the Collier County Courthouse at 9 :00 A.M. The following members
were present:
Steve Smith - Chairman
Elton Townsend
Curt Rindy
Rollie R. Rice, Director of Parks and Recreation
Pat Cookson, Recording Secretary
Motion was made by Elton Townsend to approve the minutes of
November and December, seconded by Curt Rindy. Motion approved
unanimously.
Chairman Smith requested reorganization of the Board at
the next meeting and requested that it be placed on the Agenda.
BAYVIEW PARK
The joint committee from the City and County Recreation
Boards was appointed to study what is at _the= Park now and to
determine what improvements need to be made. Mr. Rindy, the
representative from the Collier County Parks Board, stated that
this Committee has only met once since it has been formed. Mr.
Rindy stated that the Committee would meet before the next joint
meeting on MArch 12th.
GULFVIEW TENNIS COURTS - John Brandon
This is Mr. Brandon' s third appearance before this Board trying
to get the County to construct tennis courts at Gulfview Middle
School. Mr. Brandon first appeared before the Board on July 9 , 1975

requesting tennis courts at Gulfview. The Board tentatively approved
the Courts upon approval from all parties involved i. e. , the School
Parks and Recreation Board

Board, Mr. Muenzer principal of Gulfview, the Church that now uses
the property for parking. Since that time , Mr . Brandon has
received approvals from all the parties mentioned. Chairman Smith
stated that there are no funds whatsoever for this construction.
The Parks Department is now in the process of finishing projects that
were allocated in 1973 . Mr. Smith stated that after these projects
were finished, there will be no money left for any capital improvements .
There were no funds allocated this year for Capital Improvements nor
does it look like there will be any allocated next year. Mr. Rice
stated that the only thing he could do is to include Gulfview tennis
courts in on the Capital Improvements and see rather or not the
Board approved any monies for the Capital Improvement Program.
BICYCLE PATHS - Wafaa Asaad
Mr. Asaad of the Planning Department presented to the Board a
Master plan for bicycle paths for Collier County. The maps showed
the present and future bicylce paths for the areas of Naples and
Immokalee. Mr. Asaad stated that if this Master Plan is approved,
new developers will have to construct bicycle paths in accordance
with the Master Plan. The Plan has been presented to Dr. Webb ,
School Superintendant , the three school supervisors representing
Elementary schools , middle schools , and high schools , City PLanning
Department , County Manager and the Immokalee PLanning Commission.
The Parks Board approved the Plan except for recommendations
for bicycle paths in Gulf Harbor and two changes in the Immokalee
area, which Mr . Asaad said he would include in the Plan. Curt
Rindy questioned Mr . Asaad as to why Everglades was not included

in the Master PLan. Mr. Asaad replied that Everglades was asked
to come up with their own Bicycle Master PLan, if they do not or
can not, it will be the responsibility of the County.
Elton Townsend made the motion to approve the Plan with the
noted changes , seconded by Curt Rindy. Motion approved unanimously.
There being no further business at this time, the meeting
adjourned at 11 : 00 A.M.
