The Collier County Parks and Recreation Advisory Board held
its monthly meeting November 1

at the Collier County Courthouse. The following members were present :
Steve Smith - Chairman
Curt Rindy
Paul Bogatko
Margaret DeBaun
Elton Townsend
The following personnel was also present :
Rollie R. Rice - Parks Director
Nurdo Smith - Assistant Director
Pat Cookson - Recording Secretary
Motion was made by Curt Rindy to approve last month' s minutes ,
second by Paul Bogatko and approved unanimously.
BOARD GUIDELINES
Mr. Rice presented to the Board, guidelines for the PARAB for
the Board' s approval. Mr. Bogatko questioned Item 3 , paragraph A
concerning present terms and a representative from each district.
Mr. Rice stated that he will meet with the County Manager' s office
to set up the staggered terms for the present members . Mr. Rice
stated as the Board stands now, there are two representatives from
District 2 , two representatives from District 4 and one representative
from District 1 . Mr. Rice stated this unbalance could not be
corrected until a member either resigns or their term expires .
Discussion was also held in reference to the paragraph on absenteeism.
It was the consensus of the Board that this section could be completely
deleted. Motion was made by Elton Townsend to delete the absenteeism.

1.. section from the proposed guidelines . Second by Curt Rindy and
approved unanimously. Motion was made by Elton Townsend to
accept the proposed guidelines with the noted changes . Motion was
seconded by Paul Bogatko and approved unanimously.
I - TAYLOR' S OF CAPRI PARK MR. TAYLOR S RE UEST
Mr. Rice presented to the Board a copy of a memo to the County
Manager from Ted Taylor' s request to

purchase a park site in Isle of Capri. Mr. Rice stated that it is
out of our hands and in the hands of the County Attorney. As the
County does not have a title for this land, therefore, they can
not sell it to Mr. Taylor.
BAYVIEW PARK - SHELTERS
Mr. Rice told the Board that another chickee has been burned at
Bayview. He is in the process of working up prices and estimates
for a different type of structure like the D.O.T. has at their
roadside tables . He stated that they are concrete structure and pre-
fab . The approximate cost per structure is $750 . 00 . He stated that
this is the only way to save Bayview Park, because it is deteriorating
b y vandalism.
JOINT MEETING BETWEEN CITY AND COUNTY PARK BOARDS
Mr. Rice reminded the Board about the joint meeting between the
City and County Park BOards on November 18th at 8 :30 A.M. at the
City Recreation Center. The agenda for this meeting is Bayview
PArk, Bike paths and the proposed 30 acre park.
�•- SCHOOL FACILITIES
Mr. Rice requested the Board' s ideas on further construction of
playfields on school facilities . Mr. Rice stated that he is constantly

asked by the School officials as to when the County is going
to develop/ various school playfields . Mr. Rice explained to the
Board that there are no Capital Improvements for this fiscal year.
The only money the Parks Department has in Capital Improvements
is the money remaining in the Bond Fund, which is already allocated.
After some discussion, it was decided that the Parks Department
not spend any more money on school facilities except which is
allocated, but to offer the services of the Parks Department in
constructing and developing the school facilities .
PHILOSOPHY OF RECREATION
Mr. Rice told the Board that he has been asked by the County Manger
and the Board of County Commissioners of the Board.' s philosophy
and goals of recreation. Mr. Rice presented to the Board his
philosophy . He requested the Board for their input. Mr. Smith
stated that the Board has already gave the PLanning Department

the input for
p the Master PLan. The secretary ec etary referred to the
minutes of July, 1974 wherein are listed the Board' s input. The
BOard concurred with Mr. Rice' s philosophy. Mr. Smith stated that
he thought our recreation activities reached all age levels , including
senior citizens , middle age, young people, teenagers and school
children.
30 ACRE PARK SITE RECOMMENDATION & PARK SITE NORTH NAPLES
Mr. Rice stated that he has presented to the Board of County
Commissioners the design and concept of a 30 acre park. He also
stated the The County did not purchase the property in North Naples

next to the sewer plant, but the County does have an option to buy it.

Steve Smith said that it had been promised to him that the County
was to purchase it at the same time that they purchased the land
for the sewer- plant. Mr. Rice explained that the Board of County
Commissioners would like a recommendation from this Board where
they would like the 30 acre park. Before a recommendation is made,
Mr. Rice would like for this Board to take a field trip to the
273 acre site before a final decision is made. The Board set the
the date of Friday,
November 28th aside e f or a field inspection to
the site.
There being no further business , the meeting adjourned 10 :40 A.M.
