Minutes 08/08/1975 PARKS AND RECREATION BOARD r MINUTES OF low August 8, 1975 The PArks and Recreation Advisory Board met in its regular scheduled meeting on August 8 , 1975 at the Collier County Courthouse in Building D at 9 :00 A.M. The following members were present : Chairman Steve Smith, Elton Townsend, Paul Bogatko , John Lloyd, Curt Rindy and Rollie R. Rice, Director of Parks and Recreation. This meeting was the second joint meeting of the City of Naples Parks Board and the County Parks Board. The following Naples Parks Board members were present : Roy Smith, Herbert Cambridge, Ruth Brashears , Roy Reims , Dorothy Singletary and George Reardon, City of Naples Recreation Director. Chairman Steve Smith welcomed the Naples Board to the meeting. Some discussion was held on the Naples Pier. Both Boards were upset that neither one of the Boards were consulted prior to the plan of the County taking over the Pier and the lack of communication between the higher officials and the Boards . Mr. Rice presented to the Boards , plans showing the proposed development at Bayview Park. Mr. Wafaa Assaad from the Planning Department was present to answer any questions the Board might have in reference to Bayview Park. After some discussions John Lloyd made the motion to recommed to the City Council and the Board of County Commissioners that Bayview Park should be expanded. Motion seconded by Roy Reims and approved unanimously. The Board agreed to write a joint letter to the City Council and the Board of County Parks and Recreation Board August 8 , 1975 Page -2- Commissioners concerning the development of Bayview Park (Copy attached) . woo It was the general consensous of both Boards that they definitely needed joint meetings to be able to work together. After some discussion, Curt Rindy made the motion to have joint meetings four (4) times a year in the months of January, April , July and October alternating the sites between the City and County. Motion seconded by Elton Townsend and approved unanimously. Chairman Smith thanked the City of Naples Parks Board for attending the meeting and he hoped to see them at the October meeting that will be held in the City. Mr. Rice stated that he was asked by the County Manager to have a recommendation from the Board concerning Mr. Taylor from Isle of Capri on the property that he wants to purchase from the County. After some discussion it was decided that Mr. Taylor be given an opportunity to purchase the property at a fair market value and the monie from the sale be placed in an escrow account for future development of parks in the County. Motion was made by Curt Rindy and seconded by Steve Smith. Motion approved unanimously. There being no further business , the meeting adjourned at 10 :30 A.M. Respectfully submitted, 4-07/1. ARCHER CHAIRMAN On Friday, August 8th, the City of Naples Recreation CLIFFORD WENZEL Board and the Collier County Recreation Board met in VICE-CHAIRMAN a second joint session. The main topic of discussion RUSS WIMER was Bayview Park of the Eastern shore of Naples Bay. STEPHEN MITCHELL The Boards reviewed a proposed plan which calls for DAVID C. BROWN expansion of the 3 . 5 acre park to more than 10 acres . MARGARET T. SCOTT The plan which includes another boat ramp , fishing pier CLERK and passive recreation facilities would cost about M. DALE CUNNINGHAM COUNTY MANAGER $300 ,000 to implement . However , this does not include DAVID E. BRUNER acquisition of surrounding property or engineer. COUNTY ATTORNEY BEN D. DRIVER We determined that the present park is jointly owned FISCAL OFFICER by the City and County, within the City limits of IRVING BERZON COUNTY ENGINEER Naples . Members of both boards agreed unanimously that this park should be expanded for the mutual benefit of both City and County residents . We recognize the scope and expense of the proposal and would recommend it be undertaken in phases .
