MINUTES OF

The Collier County Parks and Recreation Advisory Board held
its regular monthly meeting July 11 , 1975 in Building D at the
Collier County Complex at 9 :00 A.M. The following members were
present : Steve Smith, Chairman, Elton Townsend, Curt Rindy, Paul
Bogatko , Margaret DeBaun and Rollie R. Rice, Director of Parks and
Recreation.
Motion was made by Paul Bogatko to accept the minutes of last
month' s meeting and seconded by Curt Rindy. Motion approved unanimously.
Mr. Taylor from the Isle of Capri came before the Board to find
''""` out if he could buy or lease a piece of property from the County for
%WO his own personal use. He now owns property on both sides of this
piece of property (one side is his home , the other side a restaurant) .
He would rather lease it from the County instead of buying. He does
not want to invest too much money in the property. After some
discussion, Mr. Rice was instructed to contact the County Manger' s
office as to what procedure Mr. Taylor would have to follow to acquire
this property. Motion was made by Paul Bogatko and seconded by Elton
Townsend. Motion approved unanimously.
Mr. Spagna and Ms . Layne from the Planning Department came before
the Board to explain and present the Inventory of Parks and Beach
Access . (See attaced list of Inventory of Parks) .
Mr. Spagna along with the County Attorney is working on a Beach
Access Ordinance, that is an ordinance requiring developers , sub-dividers ,

and people owning property along the beach to provide either access
or open space. Mr. Spagna would like theguidance from the Board to
formulate the Ordinance. Mr. Spagna has appeared before the C.A.P . C.
and the following are their ideas on Beach Access :
1) There should be beach access
2) There should be parks and open space
3) They did not feel that private owners should have to
provide these facilities
After some discussion the Board expressed the following ideas
concerning beach access :
1) There should definitely be beach access
2) There should be public parks and open space throughout the
County with a 25 acre pluc community type facility.
3) That this can best be done by creating a County wide Park
District or setting aside a certain percentage of taxation
that can be used each year for the purpose of acquiring
lands .
Mr. Bogatko made the motion to have Mr. Spagna use the above
ideas in his Beach Access Ordinance, seconded by Elton Townsend and
approved unanimously.
Mr. John Brandon presented to the Board a map of Gulf View
Middle School and surrounding area showing a proposed tennis court.
Mr. Brandon has appeared before the Board at previous meetings trying
to get tennis courts at Gulf View MIddle School . Mr. Rice stated that
he does not want bad feelings between the County and the City nor
between the County and School Board. Mr. Brandon stated that he has
contacted the above persons and they are in favor of having the courts
at the School with a few changes of the placing of the tennis courts .
Mr. Brandon stated that he will be attending the School Board meeting
on July 17th and the problems will be resolved at that time. Motion
was made by Elton Townsend that upon approval of the School Board,
Church and the City, the County will proceed upon the development

of the tennis courts . Seconded by Curt Rindy and approved unanimously.
"` Discussion was held in reference that in the future developers
come before this Board so that they may include parks or open space
in their plans . Mr. Rice :hat he has spoke with one of the Commissioners
about a joint meeting with the Commissioners and the Parks and Recreation
Board and at this meeting this is one of the things that can be
discussed.
There being no further business , the meeting adjourned at 11 :30.
