Minutes 11/08/1974 PARKS AND RECREATION BOARD MEETING MINUTES OF November 8, 1974 The Collier County Parks and Recreation Board held its regular scheduled meeting November 8 , 1974 at 9 : 00 A.M. at the Collier County Courthouse. The following members were present : Steve Smith, John Lloyd, Paul Bogatko , Curt Rindy, Margaret Garrison and Dan Breeden, Director of Parks and Recreation. Motion was made by John Lloyd to approve the minutes of October' s meeting, seconded b y PP Steve Smith. Motion approved unanimously. Representatives from the Isle of Capri Civic Association came before the Parks Board to present their feelings and problems on the Isle of Capri Park sites now owned by the Parks Department. The Civic Association would like for the County to deed the property back to Doc Loach, who in return would deed the property to the Isle of Capri residents . The Isle of Capri Civic Association appeared before the Board of County Commissioners in July. It was suggested at that time a referendum be presented to the property owners of Isle of Capri to see if they wanted a private or public park. Out of 378 property owners , 278 were in favor of a private park, 11 were negative, 2 were undecided and 1 did not want a park at all. The Association stated they would take care of all construction (:: and maintenance of the park if it could be private. Parks and Recreation Board November 8 , 1974 Page -2- The Association stated they have problems with outsiders +`r coming to the Isle and leaving trash, garbage and having little respect for the property of others . They are afraid if a public park is erected on the Isle this will become a greater problem. John Lloyd stated he did not think that the Isle of Capri residents would have that much trouble with outsiders using the Park, since the County is providing community parks in other areas in the County. John Lloyd suggested the Association bring before the Board a recommendation for a park and that the County and the Civic Association work together for this park, and that the park would still be public but primarily for the residents of the Isle of Capri . The Board does not want a private park but have it remain public . The Association stated if they could not have a private park, they did not want a park at all . Mr. Lloyd explained to the Association the reason the Board is set against deeding the land back to any private groups is because the County does not have enough land for parks or boat ramps now and therefore any land that they have suitable for a park or boat ramp should be kept public. Mr. Smith stated that the Board would like to change their recommendation of a previous meeting to doing nothing with the park to doing what the Association would like as a park, but keeping it public and not private. He does not believe it would 1:: be in the best interest of the people the Board represents to Parks and Recreation Board November 8, 1974 Page - 3 turn it into a private facility. Mr. Smith told the Association that they could go back before the Board of County Commissioners and express their feelings . He stated that the Board of County Commissioners knows of this Board' s feelings but perhaps they could convince the Board to deed the property back to Doc Loach. The Parks Board is just an Advisory Board to the Board of County Commissioners and do not make final decisions as such. The Board of County Commissioners can take into consideration our recommendation but use their own judgment in making the final decision. The Board thanked the Isle of Capri Civic Association for coming before the Board and if the Parks Board could assist them in anyway, they would be glad to help . Mr. Smith made the motion that as soon as the County gets the deed for the 30 acres in North Naples that the Parks and Recreation Department put in motion the development of a plan that can be submitted to HUD for matching monies . Motion seconded by John Lloyd and approved unanimously. There being no further business , the meeting adjourned at 10 : 25 A.M.
