Minutes 10/11/1974 PARKS AND RECREATION BOARD MINUTES OF OCTOBER 11 , 1974 The Collier County Parks and Recration Board held its regular monthly meeting October 11 , 1974 at 9 : 00 A.M. at the Collier County Courthouse , Building D. The following members were in attendance : Steve Smith, Margaret Garrison, John Lloyd, Paul Bogatko , Elton Townsend and Dan Breeden, Parks and Recreation Director. Motion was made by Steve Smith to approve the minutes of the last meeting. Motion was seconded by Mrs . Garrison and approved unanimously. Parks Director Dan Breeden made a report to the Board on the proposed boat ramp on SR 951 , north of the Marco Bridge . Mr. Breeden has been in contact with the Department of Transportation (D.O .T . ) in Fort Lauderdale and the County tentatively has their permission to use the right of way on SR 951 . Mr. Breeden stated that Wafaa Assad of the Planning Department is in the process of drawing the plans for the proposed boat ramp . These plans have to be accepted by the D.O .T . office before any permits can be issued. Mr. Breeden also stated that we have probable funding for the boat ramp from fees collected from boat licensing. We are eligible for a two-thirds refund of all boat licenses issued in Collier County. Chairman Smith asked Mr. Breeden if the Board of County Commissioners had acquired the extra thirty (30) acres that the Parks Board had requested near the proposed sewerage plant . Mr. Breeden replied that the extra acreage has been included in the purchase site. Mr. Breeden made another report to the Parks Board on all projects and programs that were completed in the last fiscal year. (Copy attached) Discussion was held on the three chickees burned at Bay View Park. Mrs . Garrison made the motion to replace the chickees as they were before . Motion was seconded by John Lloyd and approved unanimously. Mr. Breeden stated that the money is not in the budget for this expense and that he would have to go before the Board of County Commissioners for a supplement . Mr. Townsend st at ed t h at h e would like to see some piers extended into the water for fishing at Bay View Park. Mr. Smith requested Mr. Breeden check into the construction of the pier, permits and such. Mr. W. V. Merrihue and Ruth Brashears from the Collier County Conservancy were present to speak to the Board about the U. S . Government Lot #1 . Mr. Merrihue stated at the �—* time the Conservancy asked for the U.S . Government Lot #1 Parks and Recreation Board Minutes of 10/11/74 Page -3- 41.. they were not aware that the County had a claim to the property. The Conservancy wanted this lot so that it could be added to the Rookery Bay Sanctuary. The Parks Department could not develop this lot because they are not able to get the permits from the State for dredging or filling for a roadway for access to the island. The County has renounced their claim to the Lot so that the Conservancy could have the site for the Rookery Bay Sanctuary. In return the Conservancy has been looking for land for a park site for the Parks Department. Mr. Merrihue stated that the Conservancy has looked at various sites but have not been able to find anything suitable for park develop- ... ment , but they will continue to look until they do find land suitable for a park. Mr. Merrihue also stated that the Conservancy is under no obligation to the County to find land for them. Mr. Smith thanked Mr. Merrihue and Mrs . Brashears for coming before the Board and the the Board appreciates their concern for the County. There being no further business , the meeting adjourned at 10 : 40 A.M. Respectfull submitted, gpt-k- Pat Cookson Recording Secretary APPROV • : October 1, 1973 - $200 ,000 was budgeted from bonds for development of 12 school and park sites including $2 ,000 for the Naples Fishing Reed. Of the 12 items to be developed or improved, work has been started and the following list will indicate what has been accomplished as of October 1, 1974. BARFIELD SCHOOL - Combination little league and softball field has been built. The field is complete with clay, sod, irrigation and dugouts . Backstops and fencing has been installed and the lighting is in the process of being installed. SEAGATE SCHOOL - Combination little league and softball field has been completed with sod, clay, irrigation system with pumps and electric service. Fenc;.ng and backstops have been installed and the lighting is in the process of being installed. Tennis courts have been limerocked and paved and we are waiting for fencing and color coat. AVALON COMMUNITY PARK - Grading, limerock and paving for two tennis courts , handball courts , basketball courts and paved play area has been finished in an area 120 ' x 240 ' . The fencing has been installed for the tennis courts . The football field is in the visio process of being started. New clay has been put down on the infield of the softball field and parts of the outfield has been re-sodded. GOLDEN GATE PARK - Little league field has been rebuilt with clay and new permanent bases and dugouts . A Pump house was built to protect pump and motor. SOUTH IMMOKALEE PARK - Lot has been cleared, fence replaced and repaired where necessary. Little League field cleaned and basketball courts repaired with four basketball standards put in place. Play equip- ment for tots installed. POINCIANA SCHOOL - Staked out 90' baseball practice field. Limerock has been spread and clay at site. • GULF VIEW MIDDLE SCHOOL - Two basketball courts repaved with new standards and backboard installed. Also refinished gym floor and installed electric scoreboard. BAYVIEW PARK - Placed limerock in roadway. Repaired swing sets and boat ramp. . SHADOWLAWN - Practice field cut out and limerock in place and waiting for clay to complete the field. Repaired roofs on dugouts . Put new clay down on infield New sod placed around infield and P arts of the outfield. Repaired backstops on Little League and practice field. IMMOKALEE HIGH SCHOOL - Staked out and limerocked tennis courts Staked out and limerocked baseball field and clay at site. LAKE TRAFFORD - Repaired boat ramp EVERGLADES - Color coated and lined tennis courts . Supplied light fixtures for tennis courts . for POINCIANA PARK - Installed slot gate LAKE TRAFFORD CEMETERY - Filled in graves and re-sodded and re-seeded where necessary r COLLIER COUNTY PARKS & RECREATION PROGRAMS: 'two Men' s Basketball - 5 Teams - 60 Men - 5 Sponsors at $200.00 each 4 Paid Referees - Sponsored and partially funded by Recreation Department. Jr. Pro Basketball - 14 Teams - 280 boys - 70 volunteers Sponsored by Recreation Department. Girls Softball - 16 teams - 320 girls - 16 Sponsors at $50.00 each 45 volunteers - Sponsored by Recreation Dept. Women' s Softball - (Winter) - 13 teams - 260 women - 13 sponsors at 475. 00 each - 26 volunteers - 5 paid umpires 3 paid scorekeepers - Sponsored by and partially funded by Parks and Recreation Department. Women' s Softball (Summer) - 14+ Teams - 280 women - 14 sponsors at $75.00 each - 28 volunteers - 5 paid umpires - 3 paid instructors - Sponsored and partially funded by Recreation Dept. doom Golf - 2 Young Adult Classes - 50 Young Adults - One Paid Instructor (Ray Hall) . Tournament held for the Young Adult two the o Adults with 55 Young Adults -- Free Classes Golf - Adult Classes - 6 Sessions - 90 Adults - One Paid Instructor (Ray Hall) Intermediate classes small fee - Beginner Classes free. Tennis - 3 sessions - 200 people - One Paid Instructor (Bettie Ann Stepp, Small Fee charged Dance Classes - 90 children - One Paid Instructor (Charlotte Addington) Small Fee Charged North Naples Little League forming 8 teams - 4 Major League and 4 Minor League . The Recreation Department will provide playing facilities . Gulf Coast Little League consisting of 6 minor league teams and 6 major league teams and grapefruit league teams . The Recreation Dept. will provide facilities . Gymnastics - 3 sessions - 45 participants - 1 Paid Instructor (Earl Ball; Small Fee Charged SUMMER PROGRAM The Summer Program was held at 10 different sites in the County with a paid qualified instructor at each site. The sites were as follows : 1 Golden Gate Park 6 Tommie Barfiled 2 Immokalee School 7 Avalon 3 Everglades School 8 North Naples Elementary 4 Naples High School 9 Seagate 5 Shadowlawn 10 Gulf View Middle School Various sports such as sofrball, volleyball, badminton, tennis, ping pong, frisbee, four square, football and soccer were played at these different sites . There were also inside games played such as Monopoly, Checkers, Jacks, Dominoes, Life, Scrabble, Aggravation, Chess and Gard Games . - Movies were shown at each site one day a wekk. There were beach outings, bike trips, swimming, and bowling. r
