PARKS AND RECREATION BOARD
JUNE 14, 1974
The regular monthly meeting of the Parks and Recreation
Board was held at the Collier County Courthouse June 14, 1974
at 9 A.M. in Building D. Members present at the meeting were
as follows : Steve Smith, Paul Bogatko, Margaret Garrison and
Dan Breeden, Parks and Recreation Director.
Paul Bogatko made the motion to approve the minutes of
the last meeting, seconded by Margaret Garrison. Motion
approved.
Jerry Jolly and George Toth were at the meeting to voice
their concern over the shortage of the Little League fields .
Dan Breeden stated that within the next 30 to 60 days, Seagate,
and Barfield fields would be finished, in addition to Avalon
and Shadowlawn. Mr. Smith asked the Little League representatives
how many fields Little League will need for the next season.
Mr. Jolly replied that two fields would be sufficient, preferably
Avalon and Shadowlawn, possibly Marco also. Mr. Smith replied
that it could be possible as long as the Little League met with
the Parks and Recreation Dept . prior to the setting up of the
schedules . After some discussion, it was agreed upon that
Little League would meet with the Parks and Recreation Department
early in the season to set up the schedules.
Rich Woodruff of the Planning Department was present to
discuss the future Master Plan that the Planning Department is
in the process of putting together. Mr. Woodruff presented
to the Parks Board aerial photos of Collier County showing
the parks, boat ramps - proposed and existing. The proposed
parks and boat ramps were injected by the Planiing Department
following the guidelines and standards set by the National
Recreation and Parks Association. (Atch A) The Planning Dept.
would like from the Pnrks Board their inputs and/or critical
criticism on these proposed sites in the next 4 to 6 weeks .

The next item on the Agenda was the discussion of purchasing
adjacent lots to the Marco Beach site for parking lots . Mr.
Breeden stated that he had checked into the possibility of
buying the lots and that most of the lots were either in the
process of being sold back to Deltona or are being held by
private owners for resale and there is quite a bit of red tape
attached to the lots . Deltona does own some of the lots . Mr.
Smith sugested Dan Breeden to check further into the acquisition
of these lots and report back to the Board.
Chairman Smith stated that he has received numerous complaints
concerning the litter and condition of some of our parks. He
asked the Board if they had any suggestions as to how we could
stop the vandalizing and littering of the parks . Mrs . Garrison
suggested signs placed at the parks. Chairman Smith suggested
just leaving the parks without cleaning or maintaining them.
Mr. Breeden replied that the Department has placed 50 Gallon
drums at the different parks and they have been stolen or the
people bring their own household garbage to be picked up.
Mr. Breeden stated that Golden Gate was an example of constant
vandalism. The dugouts there have been repaired twice and now
need it again. Mr. Breeden stated that there is a supervisor
at the Park now and the vandalism has been reduced since he
has been there, but unfortunately he will be there just for the
summer. Chairman Smith stated that the actual discipline has
to be taken care of at the source by the public who knows who
is doing the damage. Mr. Breeden stated that there is no immediate
answer to the problem.
The next item on the Agenda is the Park site in the East
Naples area that has been offered by the Conservancy. After
some discussion Chairman Smith suggested to Mr. Breeden that
Mr. Oberhelman of the Conservancy attend our July Parks Board
meeting.

At the last meeting Chairman Smith requested the Board
to recommend someone for alternate for the Parks Board.
Chairman Smith recommended Curt Rindy for alternate for the
Parks and Recreation Board. Mrs. Garrison made the motion to
recommend to the Board of County Commissioners Curt Rindy for
alternate for the Parks and Recreation Board. Mr. Bogatko
seconded the motion. Motion approved unanimously. Chairman
Smith requested Dan Breeden write a letter to the Chairman
of the Board of County Commissioners recommending Curt Rindy
for an alternate member of the Parks and Recreation Board,
with a copy of the letter to Mr. Turner, County Manager.
There being no other business, the meeting was adjourned
at 11:06 A.M.

} In preparing the "Proposed. Parks" section of the master
plan, we have used as our base the standards of the National
Recreation and Parks Association . Of the various categories, .
we have decided to show neighborhood, community and
metropolitian parks .
To help you understand what type park each of these is,
we have made a brief summary.
Neighborhood Parks :
Size : Usually less than 10 acres
Standard: 2 .5 Acres per 1000 persons
Primary User Group: Children--Normally under 12
Normal Location : Adjacent to Elementary school.
User mode of Transportation.: "walk--to" or "Bike-to"
parks .
Main. Activities : Play Ground

Community Parks :
Size : 10 to 50 Acres
Standard: 2 .5 acres per 1000 persons •
• Primary User Group: Above 12 years
Normal Location: Adjacent to an intermediate or
High School
User mode of transportation : "Bike-to" , "Drive-to'
park.
Main activity: Play ground, Ball fields , tennis. courts ,
etc. .
Metropolitan Parks :
Size : • 50 to 250 acres
Standard: 5 acres per 1000 persons
Primary User Group: All Ages

• Normal Location: Near natural areas . •
Main activities : Picnicking, swimming, fishing, boating,
etc.
Whenever possible, we have located the proposed parks
as N .R.A. S . base recommended. Our locations are only
generalized locations and merely attempt to point our the
"area" in which parks are needed.
We have also identified possible boat ramp areas .
These are also generalized locations .
