Minutes 02/22/1974 MINUTES OF PARKS AND RECREATION BOARD FEBRUARY 22, 1974 The meeting of the Parks and Recreation Board was held at 9:00 A.M. , February 22, 1974 at the Collier County Courthouse, Bldg D, Room 107. The following members were in attendance: Steve Smith, Vice Chairman, Elton Townsend, John Lloyd, Margaret Garrison and Dan Breeden, Staff Advisor. Absent: Tim Fisher and Paul Bogatko. Mr. Phil Houser, Director of Planning was present to speak to the Board in reference to the Parks and Recreation Open Space Standards that are being proposed for the PUD (Planned Unit Development) . Mr. Houser requested the Board set up recommendations for the PUD document and that a member of the Board and/or Mr. Breeden present the recommendations to the Planning Board at their next meeting. Attachment 1 shows thechanges to the PUD Preliminary Draft No. 5. Vice-Chairman Smith asked Mr. Breeden the status of the Parks and Recreation Budget and plans for proposed projects . Mr. Breeden replied that plans had been submitted and the preliminary work was being done. He stated that priority projects No. 1 and 2, Barfield and Seagate schools, were being done. Work was also being done at Avalon and Gulf View Schools. The major delay is getting the projects out for bid. Mr. Breeden stated the Department was starting the construction of the fields. The lights and backstops will go out for bids . Mr. Breeden stated that Purchasing should have the projects out for bid soon. Re-election of officers will be held at the next meeting. Mr. Fisher has stated that he would not like to be Chairman. Mr. Breeden presented a letter from Mr. Turner, County Manager, wherein he asked the Parks and Recreation Department to prepare a cost estimate on the construction of a muhicipal golf course. The cost estimate should include operating maintenance and costs, green fees, supplies, salaries, etc . This item to be discussed at the next meeting, also a discussion will be held regarding 1974/75 Parks and Recreation Budget. The next meeting will be held Friday, March 8th at 9:00 A.M. in Building D, Room 107, Collier County Courthouse. There being no further business, the meeting adjourned at 11:40 A.M. Respectfully submitted, e ` 4 • Pat Cookson Recording Secretary APPROVED: Chairman Attachment 1 Changes to Planned Unit Development Preliminary Draft No. 5 PAGE 11 PART E Park and Recreation areas suitable for the general public shall be provided, utilizing the following criteria: 6 acres of land per one thousand (1000) people or a sum of money equivalent to the value of such acreage utilized in a way suited to the best interest of the public with the approval of the Parks and Recreation Board. The choice is subject to the approval of the Planning and Parks and Recreation Boards. PAGE 13 PART A Easements necessary to the orderly extension of public utilities, public park and recreation facilities and other governmental service buildings. PAGE 13 PART B Streets, pedestrian, bicycle ways and parks necessary to the proper development of either the PUD and/or adjacent properties .
