Minutes 10/26/2015 PELICAN BAY SERVICES DIVISION WATER MANAGEMENT COMMITTEE MEETING OCTOBER 26, 2015 The Water Management Committee of the Pelican Bay Services Division met on Monday, October 26 at 1:00 p.m. at the Community Center at Pelican Bay, located at 8960 Hammock Oak Drive,Naples, Florida 34108. The following members attended. Adjournment ROLL CALL Scott Streckenbein was absent and a quorum was established AGENDA APPROVAL Ms. O'Brien motioned, Dr. Trecker seconded to approve the agenda as amended, adding items 10a, 19,20, and 21. The motion carried unanimously. APPROVAL OF 3/31/14 5/16/14 7/17/14 10/16/14 and 1/26/15 MEETING MINUTES Ms. O'Brien motioned, Dr. Trecker seconded to approve the 3/31/14 meeting minutes as presented. The motion carried unanimously. Dr. Trecker motioned, Ms. O'Brien seconded to approve the 5/16/14 meeting minutes as amended. P. 1: as non-committee member, Dr. Trecker's name was moved to "Also Present"; "Frank Dickson" and the second "Tom Cravens"was removed. The motion carried unanimously. Ms. O'Brien motioned, Dr. Trecker seconded to approve the 7/17/14 meeting minutes as presented. The motion carried unanimously. Ms. O'Brien motioned, Dr. Trecker seconded to approve the 10/16/14 meeting minutes as amended: "Ex-officio"was added after"Dr. Trecker" and "Chairman" added after"Tom Cravens". The motion carried unanimously. Ms. O'Brien motioned, Dr. Trecker seconded to approve the 1/26/15 meeting minutes as amended: A signature line should be added to the end of the approved minutes. The motion carried unanimously. AUDIENCE COMMENTS Dr. Ted Raia suggested that the PBSD should not accept responsibility for the secondary surface water management system in Pelican Bay. ALTERNATIVES TO TREAT ALGAE IN AVALON LAKE Dr. Trecker motioned, Mr. Dawson seconded to recommend to the full PBSD Board to remove the floating islands in the Avalon Lake. The motion carried 3-1 with Ms. O'Brien dissenting. 2 Pelican Bay Services Division Water Management Committee Meeting October 26,2015 STATUS OF BLUE TILAPIA TRIALS Mr. Cravens reported that blue tilapia were installed in the Community Center lake and the Ridgewood Park island lake two weeks ago. STATUS OF PAK-27 PEROXIDE TRIALS Mr. Bolick reported that the Pak-27 peroxide trials are being done on two golf course lakes (4-6, 4-7). Mr. Bolick noted that this treatment works best in combination with hydrothol. COPPER TREATED WOOD Mr. Cravens reported that wood treated with copper was being used to repair the Foundation's boardwalk. Committee members discussed this topic with Dave Cook and Jim Hoppensteadt, including ways to minimize the impact of this product on Clam Bay. BACTERIAL TREAMENT OF LAKES Dr. Trecker motioned, Mr. Cravens seconded to recommend to the full PBSD Board that a bacterial trial be evaluated in two test lakes starting on or before 2016. Mr. Cravens made an amendment to the motion, seconded by Dr. Trecker, to include biannual sediment testing on the two lakes that bacterial testing is being performed. The motion carried unanimously. STEPS TO OBTAIN WATER MANAGEMENT EASEMENTS FOR REMAINING 19 LAKES This ongoing issue was discussed and will be discussed again at a future meeting. CEDING RESPONSIBILITY TO FOUNDATION OR ASSOCIATIONS Dr. Trecker pointed out another option would be to cede water management responsibilities to the Foundation because they have more resources and enforcement authority. ESTIMATED COST OF AERATION AND MAINTENANCE COST OF THE SYSTEMS AND ACCELERATED SCHEDULE FOR INSTALLATION Dr. Trecker made a motion to recommend to the full PBSD Board that aerators be installed in all remaining lakes in 2016, but it was not seconded. Ms. O'Brien suggested this issue be discussed before the PBSD budget committee as only $100,000 is budgeted in FY16 and an additional $81,000 would be needed to complete such a project. COMPARATIVE COSTS OF PHYSICAL REMOVAL OF ALGAE/DUCKWEED VS. CHEMICAL TREATMENT The committee discussed the cost of chemical treatments vs. the physical removal of algae and duckweed. SEDIMENT TESTING Dr. Trecker motioned, Mr. Cravens seconded to recommend to the full PBSD Board that cost estimates be obtained for biannual sediment testing in ten lakes. The motion carried 3-1 with Ms. O'Brien dissenting. 3 Pelican Bay Services Division Water Management Committee Meeting October 26, 2015 USE OF HAZMAT SUITS WHEN SPRAYING PONDS Staff explained that OSHA requires personal protective equipment be worn when spraying chemicals into lakes. PLANS FOR RENEWED COMMUNITY PRESENTATIONS Dr. Trecker motioned, Mr. Cravens seconded to recommend to the full PBSD Board to approve the most recent version of the powerpoint used for community presentations. The motion carried unanimously. WATER QUALITY WORKSHOP JAN 26,2016, 1:00-4:00 P.M. The Committee discussed planning the January Workshop and incentives for residents to attend.
