AUDIENCE COMMENTS

UPDATE ON USACE PERMIT APPLICATION
Mr. Tim Hall reported that the USACE permit is stalled because the U.S. Fish& Wildlife
and National Marine Fisheries Service are behind in preparing their site review reports. Mr. Hall
estimated that those reports would not be available until after January 2016.
UPDATE ON TIDAL GAUGES AND DATA
Mr. Tim Hall reported that installation is to be completed this week. However, work was
stopped today due to lightning. Staff is in the process of getting the necessary mobile service so
the gauges can be accessed by the consultants remotely.
UPDATE ON STORET DATA
Mr. Tim Hall reported that his staff has been having trouble accessing the STORET
database. STORET is working with his staff to resolve these issues..
UPDATE ON OYSTER RECRUITMENT STATIONS
Mr. Tim Hall reported that they had some success with one oyster recruitment station in
the southern part of Clam Bay, but in no other areas of Clam Bay. He does not recommend
pursuing further oyster recruitment stations.
UPDATE ON INFRARED AERIAL PHOTO OF CLAM BAY
Staff is working with the consultants to have infrared aerial photos of Clam Bay.
UPDATE ON FUNDING FOR BATHYMETRIC SURVEYS AND ANNUAL REPORT
Staff contacted Humiston & Moore Engineers for the quote to prepare the bathymetric
survey, is awaiting their quote, and will follow up so that work can be scheduled.

The committee reviewed the Clam Bay copper readings.

Mr. Tim Hall will provide the phosphorus readings to the Clam Bay committee and
PBSG Board.
WOOD USED IN NORTH BOARDWALK PROJECT (add-on)
Mr. Tim Hall explained that there is no other option than copper-treated wood. If not
treated, the wood deteriorates in a few months.

VENDORS
Staff presented the bid specifications, obtained quotes, and purchase orders were issued
for treatment of exotics on the east side of the berm and west side of the berm in Clam Bay.

I was referring to the Pelican Bay Beach. FYI there is no sign posted on the public beach
either. The major problem is on the Pelican Bay side because of the sand spit and other
reasons. I believe that with our large Pelican Bay membership something could be done
there.

Michael and Bonnie Seef were instrumental in our campaign last year post signs on
the beach. I asked Jim Hoppenstaedt if they/be could put signs in trams, but that
didn't work.
MAG Board members noticed large numbers of migrating shorebirds
seeking rest and nourishment on beaches and sandbars in the vicinity of
Clam Pass. Please contact Collier County Parks & Recreation Department
to inquire about posting/reposting bird protection signs such as the one
below.

Dear Ms. O'Brien:
Several years ago I asked the PBSD Committee to erect an osprey nesting platform between the
north and south beaches. The Committee adopted the proposal and a platform was erected. I
think I am accurate is saying that from that every year since then,a pair of ospreys have raised
chicks on the platform.
The platform has been a center of interest for all of the residents of Pelican Bay and is probably
one the most photographed objects in Pelican Bay.
I have noticed that there is another pair of ospreys trying to nest on one of the large beach houses
between Marker 26 and the Ritz.I would like to request that the Committee consider erecting a
second platform between Marker 26 and the first beach house to the north of the restaurant.
Last year an osprey attempted to build a nest on the top of a palm tree beside the south beach
restaurant. The tree had been struck and killed by lightning.Needless to say,the attempt was a
failure. Perhaps the Committee will put up a nesting platform for them. Ospreys are tolerant of
other ospreys nesting near them.The pair on the existing platform between the restaurants won't
be offended.

ACTIVITY COST
Mangrove Monitoring.
There are nineteen 10 x 10 square meter mangrove plots in Clam Bay that
are monitored and photographed once a year. Among the variables noted are
the following: the number and location of living and dead trees with
diameters at breast height greater than 2.5 cm;approximate number of
seedlings;and special conditions,such as wildlife,standing water,and
indications of stress. Annual data are compared to data from previous years.
Quarterly photographs of the mangroves are taken from two area high rises
to monitor the conditions of the mangroves.
Seagrass Monitoring in Outer Clam Bay and nearby channels.
There are eight transects that are monitored once a year to assess the type
and amount of seagrass present and how they compare with previous years.
The presence of other organisms,such as clams and oysters,are also noted
and compared to previous years.
Water level monitoring.
There are water level monitoring loggers deployed at the north end of Clam
Bay,the middle of Clam Bay,and the south end of Clam Bay. These readings
are recorded each month along with the amount of rainfall received in
Pelican Bay.
Hand-dug channel inspection -
There are numerous hand-dug channels throughout Clam Bay that are
inspected to verify channel stability and functionality. PBSD employs a
vendor that performs the needed follow-up work on the channels.
Water Quality monitoring
PBSD collects monthly water samples on nine parameters and six field
conditions from nine sites in Clam Bay and on nine parameters and six field
conditions from six sites adjacent to Clam Bay. These water samples are
processed by Collier County's Pollution Control Laboratory. The annual
water quality report should include:
• For both freshwater and marine stations compare copper values in
terms of both raw concentrations and percent exceeding standards
with relevant criteria as outlined in FAC Chapter 62-302.530.
• For freshwater stations compare total nitrogen and total phosphorus
concentrations to the locally derived downstream protective values
outlined in FAC Chapter 62-302.533.
• For marine waters of Clam Bay develop bivariate plots of total
nitrogen versus conductance and total phosphorus versus
conductance and then use the bivariate plots to determine if data are
consistent with established site-specific numeric nutrient
concentrations (NNC) as outlined in FAC 62-302.532.
• For marine waters of Clam Bay compare dissolved oxygen values in
terms of percent saturation to relevant criteria as outlined in FAC
Chapter 62-302.533.
General Clam Bay Monitoring.
A monthly visit to different areas of Clam Bay to note such things as areas of
stress,die-off of wildlife and/or vegetation; exotics that need treatment;
litter control;trees blocking the canoe trail that need to be trimmed; canoe
trail signage that needs repair; shoals that may need further monitoring;
concerns noted in and around Clam Pass and preparation and submittal to
PBSD office of brief summary of observations of monthly visit.
Archeological sites monitoring
Annual visit to the three known archeological sites in Clam Bay to note their
condition and any work that may be needed.Two of the sites are located
between Clam Pass and Inner Clam Bay,and the third site is located between
Clam Pass and the County's boardwalk at Clam Pass Park.
Coastal Scrub and Cabbage Palm Hammock habitats monitoring
Establish eight new plots for annual monitoring and record base line data on
them.
Once established,annual visit to collect data on coastal scrub and cabbage
palm hammock habitats.
Annual report. Preparation of annual report that presents and analyzes all
annual monitoring data and significant observations from general monthly
monitoring,including how current data compare to previous years;
responding to questions about the annual report at a PBSD Board meeting;
and submittal of the report to the appropriate agencies.
Hourly rate for additional services.
Follow up in other areas that may develop periodically,such as reports of
resident concerns; pre and post dredging monitoring requirements;
communication to agencies regarding construction activities; attendance at
PBSD monthly Board meeting(1:00pm on the first Wednesday of the month)
and Clam Bay Committee meetings (scheduled 6-8 times per year).

There is approximately 8,235 linear feet of beach within the Clam Bay NRPA in three distinct
segments. Contiguous beach habitat extends from the NRPA habitat both north and south along the
coast. Shorebirds feed on marine invertebrates,such as coquina clams and mole crabs,at the water's
edge, and beaches are crucially important habitat for nesting sea turtles.
This particular habitat has been monitored periodically in terms of width as part of the Collier County
Beach renourishment program, though no conclusive statements can be made about the floral or faunal
details of the ecotone over the years. Large-scale generalizations based on the annual aerial
photographs can be made that the overall size,composition, and health of the habitat have remained
relatively stable,and with the exception of the areas immediately adjacent to the Pass, are mostly
unaffected by the status of the Pass.
Management concerns for the swimming beach are loss of beach area due to natural erosive processes
and recreational over-use of the resource.

Landward of the frontal (beach)zone area is the back dune zone(also often called the coastal shrub or
scrub zone). This portion of the dune is more stable,has greater organic matter, and supports less salt
tolerant grasses and shrubs as well as some trees. Coastal scrub is represented by a conglomeration of
coastal species generally found in a narrow band between an estuary and the beach.
Many of the woody species found in coastal scrub are low growing due to low nutrient and droughty
conditions of sandy soils. High winds and salt spray often prune the terminal buds of the trees and
shrubs growing on the dunes and result in salt-pruned,windswept canopies.
Species common in the coastal scrub zone of the Clam Bay system include: seagrape(Cocroloba
uvifera),cabbage palm(Sabal palmetto),buttonwood(Conocarpus erectus)and Spanish bayonet
(Yucca alaifolict). This is an important habitat as it helps anchor the back dune sands and provides

habitat for several listed plant and animal species including the gopher tortoise (Gopherus
polyphenzts).
The primary management issues of concern in the coastal scrub are gopher tortoise habitat
management and exotic vegetation control.

This forested zone is composed of dune vegetation and •is located inland of the coastal scrub-farthest
from the Gulf of Mexico. The Cabbage Palm Hammock habitat consists primarily off cabbage palms
(Sabal palmetto)and is found in sandy soils. In the Clam Bey NRPA it is generally ound in pockets
located between the mangrove forest and the coastal scrub zone or beach areas.
The primary management issues for this habitat are exotic control and preventing destructive visitor
access.
