EXECUTIVE SUMMARY
UPDATE OF THE GOLDEN GATE COMMUNITY CENTER EXPANSION
OBJECTIVE: To provide information to the District #3 residents regarding the
construction of the Golden Gate Community Center Expansion.
CONSIDERATION: The County is expanding the Golden Gate Community
Center to include a BMX track, skate park, and outdoor amphitheater. Additionally the
annex building is being removed and replaced with a building that will have upgraded
meetings rooms and a concession area for the amphitheater.
The project is scheduled to be completed in July of 2003 at a total project cost of $3.2
million dollars.
GROWTH MANAGEMENT:

FISCAL IMPACT: The total budgeted expense for the project is $3.2 million dollars.
RECOMMENDATION: That the Board of County Commissioners accept this
report.

BRIEF SUMMARIES
The following is a brief summary of current and upcoming road widening projects in District 3
that are part of the Collier County Transportation Division's Five-Year Plan.
RADIO ROAD/DAVIS BOULEVARD INTERSECTION IMPROVEMENT PROJECT-
This project currently under construction relocates the Radio and Davis Boulevard Intersection
approximately 1,000 feet west of the current intersection and includes widening Radio Road
from two lanes to four lanes for about 2,000 feet to the west. There will also be a traffic signal
added at the new intersection. Bike lanes and sidewalk improvements are also planned.
Completion expected in September.
SANTA BARBARA/LOGAN BOULEVARD (from Davis Boulevard to Pine Ridge Road) -
This approximately four-mile project planned to widen the existing four-lane divided roadway to
a six-lane divided arterial highway is in the 60% design phase and includes widening bridges
over 1-75, the Golden Gate Main Canal and the Green Canal. Bike lanes and sidewalks on both
sides of the roadway, new traffic signal systems, and drainage improvements are also planned.
The project is expected to begin construction in early 2004 with completion expected in the
second quarter of 2007.
VANDERBILT BEACH ROAD (from Airport Road to Collier Boulevard) - This project is
in the 60% design phase and plans are to four-lane the approximately two-mile segment from
Logan Boulevard to Collier Boulevard and to six-lane the approximately three-mile segment
from Airport Road to Logan Boulevard. Sidewalks and bike lanes are planned for both sides of
the roadway. Construction should begin in the third quarter of 2003 and continue for about three
years.

drainage pipe work have commenced. SFWMD permit modification has been requested to
change drainage outfall from lake to dry detention area. Permit modification approval expected
by 4/3. Awaiting final FDOT permit, expected by 4/10.

The converting of the existing four-lane divided roadway to a six-lane divided arterial
roadway for approximately 4.1 miles from Davis Boulevard/SR 84 north to Pine Ridge
Road/CR 896. The project will require the widening of the existing bridges over 1-75,
Golden Gate Main(B-l) Canal, and the Green Canal. Bike lanes and sidewalk will be
added throughout the project length. Improvements to the intersections at Davis
Boulevard, Radio Road, Golden Gate Parkway, Green Boulevard, Coronado Parkway,
Hunter Boulevard, Devonshire Boulevard, Recreation Lane/Prince Andrew Boulevard,
and the Berkshire Commons Shopping Plaza. Drainage improvements will be
implemented throughout the project. Utility relocations and/or improvements will be
effected as well.

30 % Design Plans were submitted on July 20, 2001. The County Transportation
Engineering & Construction Management Department has reviewed this
submittal and have forwarded comments to the Engineer of Record, WilsonMiller,
Inc. Meetings to discuss access management were held on 08122/2001 and
09/17/2001. An initial signalization meeting was held on 11/26/2001and a follow-
up on 1/11/2002 with WilsonMiller, Inc., Traffic Operations, and Transportation
Engineering. We have removed that portion of the Golden Gate Parkway Project
# 60027 from 1-75 (60m Street SW) to Santa Barbara Blvd. that was tolli~-

included in this project. The Golden Gate Parkway project will be again a stand
alone project. Early acquisition of a portion of the School District property, on
Santa Barbara Blvd. north of Davis Blvd., for a detention pond is completed. The
Collier County School Board has approved the sale of this parcel at their
12/6/2001 meeting and the BCC approved the purchase at their meeting on
12.11/2001. The conveyance of the access easement and the six-acre future
pond site have been recorded. Over the next couple of weeks title insurance will
be ordered, documents will be disbursed to various departments, inventory files
will be updated, etc. There is an issue with the elementary school access
driveway connection to Santa Barbara Blvd., we are addressing this issue with
Transportation Right of Way. Transportation Right of Way has provided a
schedule for the acquisition of the right of way needed. The acquisition process
is to start August 1,2002; the final order of taking is to be completed by
6/16/2003; with funds deposited by mid-July 2003.The 60% Design Plans are to
be submitted in late April, there was a late drainage issue north of Golden Gate
Parkway that has delayed this submittal. The designer will have the property
descriptions, sketches and Right of Way Map in advance of the 60% plans
submittal.
There have been some new limits added to the project on Radio Road east of
Santa Barbara Boulevard. With the current construction project for the Radio
Road/Davis Boulevard intersection improvements there remains only a 6/10th of
a mile section that is two lanes. We will include the widening to four lanes in this
project.

January 28, 2002. The 60% design plans have been reviewed, comments furnished to designer.
Work on ROW parcel sketch and description and ROW mapping has commenced. Work has
commenced on SFWMD permit application.

In light of the Board's continuous effort to address landfill issues and as per direction from the
Board, the Solid Waste Management Department (SWMI)) offers the following up-date:
Landfill Site Improvements & Odor Control Measures
Second Flare in place and is working.
Horizontal Landfill Gas Collection has been installed under open working phase.
No Sludge disposal at the Naples Landfill.
Clean cover soil being used and is not scraped.
Monitoring Plan is being implemented (including participation of Community

40th Terrace Project
A proposed improvement plan was developed within the Division as a proactive measure to address the conditions
in one of the commercial/Light industrial areas in the Golden Gate community. The attached memorandum dated
February 2001, was prepared to evaluate the existing conditions of the 40t~ Terrace area and outlined the land use
patterns, identifiable Code problems, parking, landscaping and outdoor storage problems as well as potential Fire
Code violations.
After several meetings to coordinate a plan of action, the attached letter dated March 2001, was sent to Chief
Donald Peterson, Golden Gate Fire District thanking him for working with the Code Enforcement Department to
proaetively address the concerns of residents and businesses. In this letter I recommended a schedule for
inspections, starting in the more intense uses and then working our way to the commercial uses. Our effort started
in April and concluded in October 2001 and resulted in the following code eases.

The area will need continued monitoring to maintain the general appearance of the area. However, to improve the
overall conditions will require a more involved study of the area and potentially a redevelopment effort. As noted
in the attached report, many of the business establishment that exists does not have adequate parking, to
accommodate the business nor were the landscaping requirements in effect today mandated at the time of their
development. This area is better addressed through a Master Planning process.
Without this evaluation the area will have to continue to be monitored. ~

40~ Terrace SW Code Enforcement Plan
Land Use Pattern:
The subject area is bounded by Green Boulevard to the north, Collier Boulevard to the east,
20"` Place to the south, and 40"' Terrace to the west. A public alley bisects the area from north
to south. (See Exhibit "A") The area zoning is Heavy. Commercial (C-5) north of 18"' Avenue
SW and General Commercial (C-4) south of 18"' Avenue SW. These two zoning districts
permit a broad spectrum of commercial uses, with C-5 providing for more industrial uses and C-
4 being slightly more restrictive (for example, outdoor storage and used car sales are prohibited
uses) {LDC Section 2.2.15 and 2.2.15%}.
Most of the buildings along 40"' Terrace SW were developed with a building permit only, pdor to
the requirement for a Site Development Plan. Additionally, these structures pre-dated the
current Commercial Design Guidelines. Consequently, most of the properties in the area do
not meet current Code for parking and landscaping and outdoor storage tends to be haphazard.
Identifiable Code Problems:
· Multiple uses in areas intended for one business
· Violations to the Fire Code (inadequate wall separations)
· Lack of Parking for the business
· Prohibited outdoor storage in C-4
Parking, Landscaping and Outdoor Storage Problems - Although these structures were
developed prior to today's Site Development Plan and Architectural requirements there are

measures in place that can help to minimize the parking and outdoor storage problems in the
area. For example, Zoning Certificate process.
The Zoning Certificate process was initiated to vedfy the correct zoning for the proposed use,
along with adequate parking and landscaping, at the time of issuance of an occupational
license. Under the current LDC provisions, existing non-conforming uses, or uses for which
there is insufficient parking, as is the case for many uses in the 40th Terrace SW area, may be
continued or replaced with a like non-conforming use provided the uses of the premises has not
ceased for certain periods of time. In the case of non-conforming parking, landscape and sign
issues, the code allows staff to require upgrading to current standards, to the greatest extent
possible, if the premises have been vacant for 90 days or more. In the case of non-conforming
uses, the staff may require that all future use of the property adhere to current use regulations if
the premises have been vacant for 180 days or more. These "abandonment ' time frames have
not been applied to vacancies within multi-tenant buildings wherein several units are
operational. In other words, the "abandonment' test applies to the entire building or buildings in
combination.
As an alternative, staff should be instructed to explore opportunities to strengthen the
requirements for conformance with parking, landscaping, signage, outdoor storage and the like,
when uses within multi-tenant building change. With strengthen requirements the Count~
would be preventing the continued recycling of non-conforming uses in areas similar to 40"'
Terrace SW.
Fire Code Enforcement - As previously mentioned, many of the units within the buildings
along 40~ Terrace SW have been subdivided where one business faces the alley and another
faces 40~' Terrace. It is assumed that most of the wall separations were made without building
permits and consequently may be in violation of the fire codes.
With the assistance of the Fire District in the area, Code Enforcement would like to conduct
inspections of the businesses to determine what violations exists. We suspect that we may find
that most of the businesses will be required to bdng the improvements up to fire code and as
part of the inspections, we may be able to require them to address the parking, outdoor storage
and/or landscaping problems for the site.
I have made several attempts to contact the Fire Chief, to no avail. Without the fire
Department's assistance, Code Enforcement has no access to these properties to conduct an
inspection. I will continue my efforts to contact the Fire District.
My goal is to schedule a meeting dudng the 3ra or 4m week of February to develop a plan for the
inspections. Upon completion of thp inspections, time frames for the corrections will be made
as well as a schedule for the re-inspections the improvements. This will require coordination
with the Planning and Building Departments as well to ensure all codes and regulations are
being met.as well as a timely review of plans or permits that might be submitted as part of this
effort.
I estimate that upon completion of the inspections, we should being to see corrective efforts
within a six-month pedod.

Let me start by thanking you for taking the time to meet with me about initiating a plan for your Fire
District. With proactive cooperative efforts such as the one we are about to embark, the residents and
businesses within the area can have the assurance that they are safe.

This is a status report for the above noted project initiated earlier this year. The memorandum
identifying my intended roll out of this program is attached for your information.
We received some cooperation from the Golden Gate Fire Department but the fires that occurred
during the summer months impacted their efforts. My staff has finalized their portion of the
project and reports a total of 27 violations from the start of the program in April though
September. We plan to continue monitoring the area to maintain the improvements achieved
during this process.
Initial discussions about this area included potential redevelopment efforts as a solution to
correct the existing development pattern, which contributes to the parking and outdoor storage
problems. If this is something that is still under consideration, the Planning Department would
be the Department responsible for initiating this process. Perhaps this area could be a special
study area as part of the Golden Gate Master Plan efforts currently underway.
