Ochopee FCD Advisory Board Minutes 11/09/2015 OCHOPEE FIRE CONTROL DISTRICT ADVISORY COMMITTEE MEETING ON NOVEMBER 9, 2015 CALL TO ORDER: Roll Call of Attendees: Alan McLaughlin, Fire Chief Anthony Davis, Chairman of the Advisory Committee, Port of the Islands Ron Gilbert,Advisory Committee Member, Port of the Islands James Morris,Advisory Committee Member, Port of the Islands Robert Craig,Advisory Committee Member, Port of the Islands Jeannie Kungle,Guest Approval of Minutes of Regular Meeting of October 12, 2015 A motion was made to approve the October 12, 2015 minutes it was seconded and passed the minutes were approved. Additions and Deletions to the Agenda There were no additions or deletions to the Agenda. Approval of the Agenda A motion was made to approve the agenda it was seconded and passed. REPORTS: Chief's Report Budget Chief McLaughlin—The budget is attached to the Agenda everything is looking good so far this year. Line of Duty Deaths Chief McLaughlin—There were 71 line of duty deaths so far for 2015 and 6 in the month of October. Page 1 Awards, Recognitions &Certifications Chief McLaughlin—There were no awards, recognitions or certifications in the month of October. Three more Firefighters passed the Pump Operators Certification also several have their Fire Officer One Certification now. There are a couple of Fire Personnel who are pursuing an Associate's Degree in Fire Science. OPERATIONS REPORT: Chief McLaughlin -There were 72 calls for the month of October 2015 and 742 calls to date our highest call volume in the last five years was 567. We are almost 200 calls over last year's call volume. We will probably see a 20%to 25% increase in our call volume which is unprecedented. There were 3 calls outside of the District to Marco Island of which 2 were vehicle accidents and 1 fire alarm. There was one boat rescue and one boat fire. There were 24 calls on 1-75; 13 vehicle accidents, 5 emergency medicals, 5 vehicle fires and 1 good intent. There was one Fire Inspection and one Fire Investigation. Note:Tony Davis noticed there was a mistake on the Agenda regarding the call volume on 1-75 he was correct there were only 24 calls not 33 that has been corrected in the above paragraph. Chief McLaughlin—There was one fire inspection and one fire investigation. OLD BUSINESS: FEMA Grant for Smoke Removal Station 60 Chief McLaughlin- He received a rejection letter from FEMA we did not get the grant for Smoke Removal at Station 60. Working on 1-75 Internet Chief McLaughlin-The 1-75 Internet is finally moving along and we should be up and running by the end of the month. Flag Pole at Station 60 Chief McLaughlin—He is going to put a hard cover on the pumper then he is going to pursue replacing the flag pole at station 60. Page 2 Volunteer Fire Assistance Grant for Fiscal Year 2016 To Purchase Bunker Gear Chief McLaughlin - We have been approved for the 50/50 Volunteer Fire Assistance Grant in the amount of$14,700. It has to go back to the Board of County Commissioners for their approval to accept the grant. Station 60 Remodel and Chief 62 Office Completed Chief McLaughlin—The Station 60 remodel and the Chief 62 Office is finally completed. NEW BUSINESS: Review Attached Application for re-appointment of James E. Morris A motion was made to approve the re-appointment of James E. Morris to the Ochopee Advisory Committee it was seconded and passed. Renewal Letter attached to be signed by Chairman once James E Morris is approved by the Advisory Board The approval letter to re-appoint James E. Morris to the Advisory Committee was signed by Chairman Anthony Davis for submittal to the Board of County Commissioners. Hold Harmless Agreement Chief McLaughlin—The Hold Harmless Agreement is still being processed he will get back to this topic at the next meeting. District I Service Agreement Chief McLaughlin—Is ready to be placed on the Board of County Commissioners Agenda for approval. The distribution of funds will remain the same. He received a letter from the budget office stating that all the District I money will not be turned over to Greater Naples. Since the County collects the funds they are going to continue to distribute the District I funds. Greater Naples is going to get the East Naples and Golden Gate Portion which is 58.66 (2 x 29.33). Ochopee will receive our portion 29.33 as always. Isles of Capri will still get their portion nothing has changed. Page 3 Yearly Department Meeting Chief McLaughlin—We had our yearly department meeting to discuss what had been accomplished through the year and where the department is headed. The union wanted to meet with Chief Kingman Schuldt so with Len Price's approval he invited him to the department meeting. At the end of the meeting everyone seemed to think that merging with Greater Naples Fire Rescue District would be good for the organization and the citizens. As employees they will be in a better position. He feels shortly after the holidays we will be notified that Greater Naples Fire Rescue District will be managing Ochopee Fire Control District. It will probably take place as of October 1, 2016. Tony Davis—He asked if any personnel were going to be moved. Chief McLaughlin- No, he told Chief Schuldt that there has to be personnel from the Ochopee Fire District stationed in the District otherwise it will be hard for responding personnel. There has to be someone on duty that knows the area. Chief Morris has spoken to the Everglades City Mayor regarding the possible management of Ochopee Fire Control District by Greater Naples Fire District and how Everglades City will benefit.
