MEETING MINUTES
OCTOBER 7, 2015
LOCATION
Sanctuary Club House 7906 Haven Drive
I. Call to Order
The meeting was called the meeting to order at 1:00pm. Roll call was taken and a quorum was
established.
II. Attendance
Members: Chairman Dale Johnson, Sue Chapin, Renato Fernandez, Janice Bundy, (Vacancy)
County: Harry Sells, Project Manager; Michelle Arnold, Director, Public Transit and
Neighborhood Enhancement.
Others: Dayna Fendrick, Urban Green Studio, Robert Kindelan, Commercial Land
Maintenance; David Durrell, Juristaff.
III. Approval of Agenda
Mr. Fernandez moved to approve the Agenda. Second by Ms. Bundy. Carried unanimously 4-
0.
IV. Approval of Minutes: August 12,2015
Mr. Fernandez moved to approve the minutes of the August 12, 2015 meeting as presented.
Second by Ms. Chapin. Carried unanimously 4-0.
V. New Membership Application
A. Holly Amodeo
B. Janice Bundy
Staff reported there is one vacancy on the Committee and Ms. Bundy's term is expiring.
They have received applications for the positions from the two individuals identified above.
Ms. Chapin moved to recommend the Board of County Commissioners appoint Holly
Amodeo and Janice Bundy to the Radio Road East MSTU Advisory Committee. Second by
Ms. Bundy. Carried unanimously 4—0.

VI. Project Manager Report
A. Budget Report Year end FY 2015 and New Year FY 16
Mr. Sells submitted the "Collier County Florida Budget to Actual Comparison BCS
Drilldown Report" and "Radio Road East MSTU FUND 166 October 7, 2015"and "Radio
Road East MSTU FUND 166 September 30, 2015" for information purposes. The following
was noted:
• There is approximately $8,000 of unencumbered funds remaining from the FY14/15
budget.
• Based on projection for FY15/16, $78,000 is committed to Operating Expenditures
and $90,000+/-for landscape maintenance with$18,000 remaining unencumbered.
Replacement of Asian Jasmine and Mimosa Plantings
• There is a plan to replace the areas of Mimosa and Asian Jasmine with more suitable
plantings as approved at the previous meeting.
• Staff expects to receive the bids for the work on October 14, 2015 and the expenditure
will require approval by the Board of County Commissioners.
• Staff has contacted the Budget Office and notified them the MSTU needs to address
issues that have arisen due to the poor performance of the previous landscape
maintenance contractor and have a shortfall in the budget.
• The Budget Office reported they will assist Staff in making the necessary funds
available to address the issues for the MSTU.
Replanting of the Shell Areas in the Median
• An expenditure of approximately$4,000 has been approved for replanting the shell
areas.
• The work will be completed under the FY15/16 budget.
• The proposal is to plant the areas with Dwarf Crotons and Purple Queens as depicted
on a plan prepared by Urban Green Studios dated 7/7/15.
• Only small areas of Purple Queens are proposed to facilitate weed control and to
ensure they maintain their favorable appearance over a 2 -3 year period.
B. Additional grounding of pump
Staff has determined the grounding rod for the well pump was improperly installed and has
ascertained a proposal to remedy the issue. The cost is estimated at a maximum of$750.00.
Ms. Chapin moved to approve an expenditure to Hart's Electrical,Inc.per their proposal,
for an amount not to exceed$750.00 for "grounding"of the well pump. Second by Mr.
Johnson. Carried unanimously 4—0.
VII. Landscape Architect Report—Dayna Fendrick
Ms. Fendrick of Urban Green Studio submitted the "Landscape Architects Field Report—Field
Report No.16"for information purposes. She provided an overview of the report noting the work
by the new maintenance contractor has vastly improved the appearance of the median. The
following was noted under discussions:
• Any dead Buccaneer Palms should be flush cut and the debris removed.

• Any dead Pigeon Plum trees should be flush cut and the debris removed.
• It was previously determined to allow the Muhly Grass to grow untrimmed however one
area had to be cut do to the infestation of weeds.
• Fertilizing did not occur as required by the previous landscape maintenance contractor and
a Purchase Order needs to be issued to the current contractor so the work may be
completed.
• The Gumbo Limbo trees are growing at a rapid rate and should not be fertilized in this
cycle.
• Staff is reviewing the irrigation schedule and operation of the system to ensure it is
functioning as intended.
• Irrigation service should be discontinued for the Gumbo Limbo trees, Buccaneer Palm
trees and Bougainvilleas.
VIII. Landscape Maintenance Report—Commercial Land Maintenance
Mr. Kindelan provided the report with the following noted under the discussions:
• They are making progress in improving the deteriorated visual appearance of the medians
with work still required to reach the level where it they will only require routine
maintenance.
• The areas which continue to be addressed are the Golden Creeper plantings,the
Bougainvillea's, Mimosa and Asian Jasmine, among others.
• They have a new herbicide spray for the Asian Jasmine and they are attempting to
revitalize any areas possible to eliminate the need for their replacement.
• The Mimosa plantings will need to be removed in their entirety and they will remain as is
until 6 weeks before the replacement project begins.

XI. Committee Comments
The Committee determined to reinstate monthly meetings beginning on Thursday,November
12, 2015 at 10:00am. The normal day, the second Wednesday, falls on Veterans Day
November 11.
