LET IT BE REMEMBERED that the Collier County Affordable Housing Advisory
Committee met on this date at 8:00 AM in NON-WORKING SESSION at 3299 Tamiami Trail East,
Building F, 5th Floor Training Room,Naples, Florida,with the following Members present:

Public PRESENT:
1. CALL TO ORDER
Steve Hruby called the meeting to order at 8:05 am. With four members in attendance,there
was not a quorum.
2. ROLL CALL—COMMITTEE MEMBERS AND STAFF
A quorum was not established.
Christian Davis and Clyde Quinby asked to be excused. Two members were absent: Irma
Miller,and Shaun McManus.

4. Introductions:
Kim Grant introduced Raynesha Hudnell, Grant Coordinator with the Division of
Community and Human Services and Steve Hruby introduced new AHAC member Kristi
Bartlett, Greater Naples Chamber of Commerce.
5. APPROVAL OF AGENDA AND MINUTES
A. Approval of today's agenda
There was a general consensus to approve the agenda. Since there were only five members
present,the approval of the minutes is moved until the next meeting.Those present agreed to
discuss briefly senior housing,as requested by member Strain.
6. INFORMATION ITEMS
Kim Grant informed those present of the upcoming Collier Community and Economic
Development Forum: Workforce Housing Development Strategies hosted by United Way of
Collier County on October 1,2015, location was yet to be determined.
Kim Grant provided an update regarding the SHIP Rehabilitation Program and informed
those present that the County is currently soliciting a new subrecipient to administer the
program.
Gino Santabarbara provided an update on the status of the AHAC Ordinance and that he was
working with the County Attorney's Office to review and revise the Ordinance. It was noted
that AHAC would have opportunity review the proposed changes prior to being present to
the Board of County Commissioners.
7. PUBLIC COMMENT
There were no registered speakers for public comment.
8. DISCUSSION ITEMS AND PRESENTATIONS
A. Review of the Affordable Housing Incentives
Gino Santabarbara reviewed the Affordable Housing Incentives, from the August 14,2015 public
meeting, and provided the degree of support,based on the polling of the audience.
The committee discussed the lack of Developers,Businesses,and For-Profits present at the August
14, 2015 public meeting. It was suggested that we reach out to these entities to ensure that AHAC
captures as many perspectives for the development of the incentives. It was discussed that this
would allow for AHAC to address possible issues or concerns that might get raised.

B. SHIP Tri-ennial Report
The group decided that a special workshop meeting would more appropriate to review the report
and to allow for the proper time to be dedicated to the review of the report. The group decided to
meet again on September 18th 2015; 8:00 am to 11:00am..
Kim Grant suggested that the group review the additional strategies/input offered by the public to
determine if any additional incentives should be added.
The group reviewed and discussed the additional strategies/input and determined that the following
be included in the affordable housing incentives:
• Research and work with existing density bands within the County's zoning to Incentivize
affordable housing.
• Research TDR's for affordable housing. Possibly implement additional affordable housing
units when a TDR is purchased.
• Provide additional incentives for elderly housing units. Link these units to new projects.
C. Consideration of New Members
The group reviewed the applications for both Taylor J.McLaughlin and Jacob W. Winge and
decided to accept both applications and recommend to appointment them to the AHAC. The group
unanimously agreed.
9. COMMENTS-STAFF/COMMITTEE MEMBER
NEXT MEETING:
Special Workshop Meeting: September 18th 2015; 8:00am to 11:00am.
Location: 5th Floor Training Room,Administration (Building F) located at 3299 Tamiami
Trail East.
There being no further business for the good of the County,the meeting was adjourned at 9:51
AM. Motioned by John Cowan and seconded by Mike Bohaychyk.
