LET IT BE REMEMBERED that the Collier County Affordable Housing Advisory
Committee met on this date at 8:00 AM in WORKING SESSION at 3299 Tamiami
Trail East, Building F, 5th Floor Training Room, Naples,Florida, with the following
Members present:
Present: Christian Davis, Vice Chair

Absent: Irma Miller

ALSO PRESENT: Kim Grant, Director—Housing and Human Services
Elly Soto McKuen, Senior Grant and Housing Coordinator
Jason Rummer— Operations Analyst—Public Services
Public PRESENT: Kristi Bartlett, Greater Naples Chamber of Commerce
1. CALL TO ORDER
The vice-chair called the meeting to order at 8:08am. With four members in attendance,there
was not a quorum.

2. ROLL CALL—COMMITTEE MEMBERS AND STAFF
A quorum was not established.
Clyde Quinby was asked to be excused.Three members were absent: Irma Miller,Shaun McManus
and Steve Hruby.
3. APPROVAL OF AGENDA AND MINUTES
A. Approval of today's agenda
Since there were only four members present,the Vice-Chair asked that the minutes be
approved at the next meeting. Those present agreed with the Vice-Chair. There was a general
consensus to approve the agenda.
4. INFORMATION ITEMS
Ms. Grant informed those present that the housing model is on the June 9 Board
agenda. In addition to the model, staff is also taking the request to reinstate Impact
Fee Deferrals for single family and the retention of affordable housing units
previously approved within existing PUD's.
Ms. Grant also advised the committee that CHS staff is working on 2 affordable
housing agreements, First Assembly Ministries PUD and Vincentian PUD. She
explained the outline of the agreements.
5.PUBLIC COMMENT
Kristi Bartlett with the Greater Naples Chamber of Commerce joined the brainstorming conversation
about affordable housing incentives(Item 6).
6. DISCUSSION ITEMS AND PRESENTATIONS
A. Affordable Housing Incentives
Ms. Grant provided an overview of the brainstorming session for the meeting. The group began
discussing various potential incentives. They were:
• Mitigation Fee(In Lieu of)
• RSLA-RFMUD-Involvement
• Marco/Naples Interaction
• Develop Targeted Areas
• Housing Impact Fee
• Marketing Campaign—Change face of affordable housing
• Tourist Development Dollars/Economic Development Funds for rental assistance
• Inclusionary zoning
• Businesses/Commercial/Industrial Tax Increment Financing
• Medicaid issues—Housing Assistance

Regular Meeting: Friday,June 12,2015; 8:00am to 10:00am,
There being no further business for the good of the County,the meeting was adjourned at
5:08 PM.
