APPROVAL OF AGENDA Mr. Sjostrom moved to approve the Agenda. Second by Mr. Forman. Carried; 4—0. IV. APPROVAL OF MINUTES- OCTOBER 5, 2015 Mr. Sjostrom moved to approve the minutes of the October 5, 2015 Vanderbilt Beach M.S.T.U. meeting subject to the following changes: Page 2, Item VI. —Construction Report—"...Danella Construction boring crews are directly behind their crews)...to "...Danella Construction work crews are directly behind their boring crews)." Second by Mr. Weber. Carried unanimously 4— 0. V. LANDSCAPE REPORT-ROBERT KINDELAN COMMERCIAL LAND MAINTENANCE Mr. Kindelan, Commercial Land Management, reported on landscape maintenance. • Trimming of sidewalk plantings will be complete the week of November 14, 2015. • Debris in irrigation lines caused by breaks in the main line will be flushed out. • Conduit for new irrigation lines is physically in place and will be connected by Danella Construction. • Mulch and fertilizer will not be applied this year due construction activity. 1 Mr. Sells reported on the following landscape maintenance items: • The M.S.T.U. maintains hedges originally planted by homeowners before the MSTU was formed. All maintenance is currently on landscape within the County Right of Way. • Danella Construction will clean swales and install sod to damaged areas once sidewalks are installed. VI. CONSTRUCTION REPORT-RAY BENZA HOLE MONTES Mr. Benza reported construction is on schedule noting: • Crews finished work at the end of Vanderbilt Drive/Bluebill Avenue and will move to the corner of Vanderbilt Drive/Bluebill Avenue (Vanderbilt Towers area). • Conduit will be installed under the Mangroves to the first utility pole. • Two 6"conduits, one by each of the first and second poles, will be drilled on Bluebill Avenue. • In approximately one week, boring all the way on Bluebill Avenue will restrict traffic flow and block off some driveways. • Conduit will be buried and connected on the North side of Bluebill Avenue. Mr. Sells reported in approximately one week, boring on the West side of Bluebill Avenue encompassing portions of the street will restrict traffic flow and block off some driveways. The MSTU will work to resolve entry/exit conflicts with owners. VII. INTRODUCTION OF VOLUNTEERS FOR OPEN POSITIONS A. Gabriella R. Miyamoto B. Domenic Lucarelli The Committee discussed the candidate's applications for the open positions. • Mr. Lucarelli was not present to review his application. • Ms. Miyamoto presented her background to the Committee and expressed her interest in becoming a member. Mr.Arthur moved to recommend Ms. Miyamoto be appointed to the Vanderbilt Beach M.S.T.U. Advisory Committee. Second by Mr. Sjostrum . Carried; 4- 0. VIII. PROJECT MANAGER'S REPORT A. BUDGET REPORT FOR 11/5/2015 Staff distributed and reviewed the Vanderbilt MSTU budget report on Fund 143, dated November 5, 2015. Mr. Sells reported: • Actual Cash totals $3,339,921. • Revenue generated for FY16 of$1,097,777 (an increase of$75,664 over FY15) will be reflected in the total Actual Cash Total when the tax funds are received. The County allows expenditure of these funds prior to receipt. • The actual dollar figure for Line 9, Carry Forward Generated, is $1,120,000 and the variance is not reflected on Line 36, Total Operating Expenses. • The CWSI contract for cable installation in the amount of$776,000 will be heard by the Board of County Commissioners in December 8, 2015. 2 • Neubert Construction Purchase Order#4500159226 for sidewalk replacement will be closed out now that a new PO reflecting their county wide contract is in effect. Mr. Sells noted the budget provides enough funding to enable the Committee to accomplish their goals. B. GENERAL STATUS OF BURIAL PROJECT Mr. Sells reported that Phases 2 and 3 of the project are scheduled for completion July 2016. Utility Construction Update Mr. Sells updated the Committee on construction Phases 2 and 3 noting: • MASTEC has been awarded a contract and a purchase order has been created to install the FPL network. Construction is scheduled to commence on November 16, 2015 on Flamingo Avenue. Once the installation is active and stabilized individual owners will be connected. • Collier County is undertaking a sewer line and storm sewer project in February 2016 for Vanderbilt Drive and the finger streets. The project will start at Flamingo Avenue on the north end and work south, and will take two years. • Century Link equipment installation will be going out to bid. Phase 4 Florida Power and Light Mr. Sells reported he conducted a walk-through with John Lehr(Florida Power and Light) of the project area. On receipt of final design plans and a Scope of Work proposal an Underground Conversion Agreement will be executed and presented to the Board of County Commissioners for approval. Sidewalks East Side of Vanderbilt Drive Application for a grant to the County to build sidewalks on the East side of Vanderbilt Drive was denied. Road, Bridge, Walkway, and Utility project from Bluebill Avenue north to Wiggins Pass Road, is scheduled to commence in June of 2016. Two bridges as part of the Greenway project will be rebuilt closing Vanderbilt Drive to Wiggins Pass Road sometime in 2016. A bike path will be constructed on the west side of the street. The FPL burial project can't be conducted at the same time as this construction. IX. OLD BUSINESS A. DISCUSSION ON FUTURE LANDSCAPING ON VANDERBILT DRIVE Mr. Sells recommended the Committee give consideration to the visual appearance they would like to achieve for Vanderbilt Drive. Options include: • Replace existing landscaping with identical plantings. • Modify current landscaping with addition of new plants or; • Retain a landscape architect to design a landscape scheme for the entire street. 3 Staff noted replacement of damaged plants will be taken care of in the near future. A comprehensive landscape plan for the entire street would be a long term project(perhaps two years) and based on Committee design approval. Mr. Sells will invite Dale Slabaugh of Dale A. Slabaugh and Associates, to the December meeting for a design consultation with the Committee for Vanderbilt Drive landscaping. Mr. Sells informed the Committee the damaged slats on the park benches will be replaced . X. NEW BUSINESS None XI. MEMBER COMMENT None XII. PUBLIC COMMENT Lourdes Placid suggested a homogenous landscape plan be developed for the finger streets intersecting Vanderbilt Drive. Staff took the suggestion under advisement noting the project is long term and requires allocation of budget funding. Staff updated the attendees on the status of the Greenway project noting two bridges will be rebuilt and a boardwalk/pathway will encompass a four mile section of Vanderbilt Drive from 111th Avenue N. to Bonita Beach Road.
