The meeting was called the meeting to order at 1:00pm. Roll call was taken and a quorum was
established.

Staff reported there is one vacancy on the Committee and Ms. Bundy's term is expiring.
They have received applications for the positions from the two individuals identified above.
Ms. Chapin moved to recommend the Board of County Commissioners appoint Holly
Amodeo and Janice Bundy to the Radio Road East MSTU Advisory Committee. Second by
Ms. Bundy. Carried unanimously 4—0.

VI. Project Manager Report
A. Budget Report Year end FY 2015 and New Year FY 16
Mr. Sells submitted the "Collier County Florida Budget to Actual Comparison BCS
Drilldown Report"and "Radio Road East MSTU FUND 166 October 7, 2015" and "Radio
Road East MSTU FUND 166 September 30, 2015" for information purposes. The following
was noted:
• There is approximately$8,000 of unencumbered funds remaining from the FY14/15
budget.
• Based on projection for FY15/16, $78,000 is committed to Operating Expenditures
and$90,000+/- for landscape maintenance with $18,000 remaining unencumbered.
Replacement of Asian Jasmine and Mimosa Plantings
• There is a plan to replace the areas of Mimosa and Asian Jasmine with more suitable
plantings as approved at the previous meeting.
• Staff expects to receive the bids for the work on October 14, 2015 and the expenditure
will require approval by the Board of County Commissioners.
• Staff has contacted the Budget Office and notified them the MSTU needs to address
issues that have arisen due to the poor performance of the previous landscape
maintenance contractor and have a shortfall in the budget.
• The Budget Office reported they will assist Staff in making the necessary funds
available to address the issues for the MSTU.
Replanting of the Shell Areas in the Median
• An expenditure of approximately$4,000 has been approved for replanting the shell
areas.
• The work will be completed under the FY15/16 budget.
• The proposal is to plant the areas with Dwarf Crotons and Purple Queens as depicted
on a plan prepared by Urban Green Studios dated 7/7/15.
• Only small areas of Purple Queens are proposed to facilitate weed control and to
ensure they maintain their favorable appearance over a 2 -3 year period.
B. Additional grounding of pump
Staff has determined the grounding rod for the well pump was improperly installed and has
ascertained a proposal to remedy the issue. The cost is estimated at a maximum of$750.00.
Ms. Chapin moved to approve an expenditure to Hart's Electrical,Inc.per their proposal,
for an amount not to exceed$750.00 for "grounding"of the well pump. Second by Mr.
Johnson. Carried unanimously 4—0.
VII. Landscape Architect Report—Dayna Fendrick
Ms. Fendrick of Urban Green Studio submitted the"Landscape Architects Field Report—Field
Report No.16"for information purposes. She provided an overview of the report noting the work
by the new maintenance contractor has vastly improved the appearance of the median. The
following was noted under discussions:
• Any dead Buccaneer Palms should be flush cut and the debris removed.

• Any dead Pigeon Plum trees should be flush cut and the debris removed.
• It was previously determined to allow the Muhly Grass to grow untrimmed however one
area had to be cut do to the infestation of weeds.
• Fertilizing did not occur as required by the previous landscape maintenance contractor and
a Purchase Order needs to be issued to the current contractor so the work may be
completed.
• The Gumbo Limbo trees are growing at a rapid rate and should not be fertilized in this
cycle.
• Staff is reviewing the irrigation schedule and operation of the system to ensure it is
functioning as intended.
• Irrigation service should be discontinued for the Gumbo Limbo trees, Buccaneer Palm
trees and Bougainvilleas.
VIII. Landscape Maintenance Report—Commercial Land Maintenance
Mr. Kindelan provided the report with the following noted under the discussions:
• They are making progress in improving the deteriorated visual appearance of the medians
with work still required to reach the level where it they will only require routine
maintenance.
• The areas which continue to be addressed are the Golden Creeper plantings, the
Bougainvillea's, Mimosa and Asian Jasmine, among others.
• They have a new herbicide spray for the Asian Jasmine and they are attempting to
revitalize any areas possible to eliminate the need for their replacement.
• The Mimosa plantings will need to be removed in their entirety and they will remain as is
until 6 weeks before the replacement project begins.

The Committee discussed Mr. Johnson's application for the open position for the term October
28, 2015 to October 27, 2019 noting the contributions he has made to the Committee. Mr. Johnson
expressed his desire to be reappointed to the Committee.
Ms. Chapin moved to recommend Mr. Johnson be reappointed to the Radio Road East M.S.T.U.
Advisory Committee. Second by Ms. Bundy. Carried unanimously 3- 0.

B. Median Refurbishment Bids
Mr. Sells presented the price quotes for the median refurbishment landscape projects noting:
Shell Area
The Shell Area landscape project went out to bid and Ground Zero was the sole respondent
with a price quote for the work of$4,882.
The Committee specified the variety of Croton plant approved is "Mammy. "
Ms. Fendrick, Urban Green Studio,will email Staff to confirm the Committee's choice of
Croton plant.
Ms. Chapin moved to approve Ground Zero Landscaping, contract E269 dated October 20,
2015, to plant the Shell Area at a price Not-To-Exceed$4,882.00. Second by Ms. Bundy.
Carried unanimously 3— 0.
Amado Lawn for Asian Jasmine and Mimosa Replacement
Mr. Sells reported Amado Lawn Service, LLC submitted the "low bid" for replacement of the
Asian Jasmine and Mimosa plants in the median. Scope of work includes removal of dead
plants and up to six inches of top soil, herbicide treatment, replanting and mulching of areas at
a cost of$61,154.19. The vendor's Collier County application documents were submitted to
the Committee for review.
The Committee discussed the proposal and cited unfamiliarity with the contractor's work.
Mr. Sells noted the vendor will only be responsible for this scope of work and the plant
material is warrantied for one year. Purchasing Policy dictates that if the original contractor
declines to perform, the next lowest bidder is awarded the project.
Ms. Fendrick and Mr. Sells will supervise project installation and report progress to the
Committee.
Ms. Chapin moved to recommend approval of the Amado Lawn Service, LLC. contract in
the amount of$61,154.19 to the Board of County Commissioners for removal of the Asian
Jasmine and Mimosa and replanting of the medians. Second by Mr. Johnson. Carried
unanimously 3—0.
Mr. Sells will notify the Committee if the project is approved at the November 10, 2015 BCC
meeting.
The Committee requested Ms.Arnold prepare a progress report on the activities of the
MSTU after the November 10, 2015 BCC.

MAINTENANCE FIELD VISIT PERFORMED ON 11/18/15

GENERAL NOTES
1. October and November weather patterns have been fairly typical,with the rains tapering off. However,temperatures
have been higher than normal,with high 80's into November and a couple of days with record-setting highs in the 90's.
2. Commercial Land Maintenance(CLM) has continued with trimming,weeding and getting the project back into a
manageable condition. Some fairly severe trimming had to be done in the Bougainvillea and Golden Creeper beds in order to
get access to do weeding; most of the weeds have been removed, but there are some remnants that persist in the
Bougainvillea,Golden Creeper and Muhly Grass.
3. The"Spring"application of fertilizer was never done by the previous maintenance contractor,and could not be done
during the summer rainy season. CLM was supposed to have made the fertilizer application during November, but it didn't
happen. Dayna asked what the hold-up was; Gary didn't know,and was going to have to check with Robert. Many of the
plant materials are in need of nutrients. The last time the project was fertilized was Oct-Nov 2014,according to Field Report
#11 dated 12/5/14.
4. The contract for the replacement color(Crotons)in the shell area has been approved and is scheduled for the week of Nov
30. The contractor for this work is Ground Zero.
5. The contract for the replacement of Asian Jasmine and Mimosa has been approved and is scheduled to start the first part
of December. The contractor for this work is Amado Trees.
6. Harry requested that CLM prepare a list of missing plant materials to be replaced,on one median per month,so
replacements can be made on an incremental basis without greatly affecting the budget.
OBSERVATIONSTHROU6HOUT MEDIANS
1. The Bougainvillea has been cut back,and weeds removed by hand and by spraying � g,
where feasible. Some vines and torpedo grass is still present,and CLM is to remove the j
remainder of those weeds. Some areas were starting to bloom; other areas had some
rangiy runners that should be trimmed. CLM should trim only the long runners,not
overall since the new growth is where the blooms occur. ""
2.The Golden Creeper beds were looking extremely brown, probably due to the severe
trimming required and also possibly due to lack of irrigation and fertilizer. Harry was Bougainvillea beds trimmed&
going to increase the watering schedule. Medians#35&36 in particular were very starting to bloom; some vines&
brown; Median#34 still had numerous weeds present. torpedo grass still to be removed

3.CLM has been keeping the Mimosa beds mowed or trimmed with weed-eater to r' t, . ;_
knock the weeds down; they were going to stop weed-eating since the beds are going
to be sprayed with herbicide to kill out the Mimosa in preparation for planting new .t
plant material(Society Garlic). The contractor for replacing the Mimosa &Asian ;•._rq•
Jasmine is to start the first part of December.
4. The Silver Buttonwood trees had a few suckers emerging from the trunks; CLM is to .
remove the suckers where they are occurring
5. Asian Jasmine beds have been kept mowed or trimmed with a weed-eater to knock '
down the weeds.As with the Mimosa,CLM is going to discontinue trimming since the
beds will be sprayed with herbicide to kill out the Asian Jasmine in prepration for new .
plantings(Emerald Goddess Liriope&Dwarf Walter's viburnum) . In several areas
(especially the narrow strips)the mowing/weed-eating activities had displaced the Silver Buttonwood trimmed&
edging. We will need to consider what to do about the edging-it may not be practical Mimosa mowed; to be sprayed for
to try to get it back in place. replanting
6. The Bromeliads which had been knocked over and were previously noted,still had
not been replanted; CLM crews are to replant when they observe these things on site.
There are several scattered throughout the medians. The Bromeliads are looking
stressed,and are still adapting to full sun. It can take a year or more for them to fully
transition to full sun. The hot temperatures probably have not helped the situation. ` '
Harry was going to increase the watering schedule for the Bromeliads as well. /e

7. The Silver Saw Palmetto is in variable condition overall. Some areas are showing -
good growth and other spotty areas have brown plants and slow growth. Palmetto to _
be trimmed to remove dead/brown foliage.
8. The Silver Palm and Thrinax Palm groupings are in good condition. Remove older
yellow fronds as needed.

9.The Spider Lilies are still in fairly good condition,and the bed areas have been r :,
weeded. Some Spider Lilies are showing yellowing leaves,which is normal for this time
of year. The yellow leaves are usually the older leaves at the bottom of the plants.

11.The Buccaneer Palms are in variable condition-on Median 31 and 38,several have 4
died or are declining. The group on Median 32 is doing pretty well. They would all
from a fungicide application and fertilizer.
12. The Bird of Paradise are in fair condition and are blooming; the old flower bracts
should be removed. Some plants have sooty mold; treat as necessary.
13.The Pigeon Plum trees continue to be variable in condition; some are nice dark
green and others are yellowish. In general,the trees on Median#35 are in better Muhly Grass blooming
condition than the ones on#36. We agreed at the last meeting that CLM will remove
any trees that are dead or beyond recovery. Getting the fertilizer down will help. r :�s+
14. The Royal Palms are in fair-good condition,considering that they have had no ,,,,
nutrients provided in a year. Most have dark green foliage. The palm previously noted
on Median#31 had not been addressed-it has sooty mold on the trunk,which can
indicate Palm Aphids. The head is starting to look stunted &flattening out. Check for
Palm Aphids or Royal Palm bug and treat as needed.
The Muhly Grass is blooming. Keep any trimming of the grass to a minimum as
needed for weeding while it is blooming.
16. Fire ants are still thriving throughout, and should be treated as necessary. Damage from errant vehicle
17. Weed growth has been removed in most of the shell areas. Rake or blow off leaf litter and debris from shell areas to
keep a neat appearance. It would help the appearance if CLM could rake out the leaves which tend to collect against the
Muhly Grass.
18. The edging around the shell areas is lifting up In many areas. Where the edging has lifted up,or been displaced by
mowing/weed eating activities, CLM did a test area of putting the edging back in place; please report status.
19. An errant vehicle had gone completely across Median#37-repair tire ruts in the shell and edging.
IRRIGATION ISSUES
1. Harry to update status of Irrigation and Controller issues. Confirm scheduling and current status of Bubbler zones.
Bubblers should be turned off for the Gumbo Limbos, Buccaneer Palms,Silver Buttonwood and turned down on the Pigeon
Plum. Just the Royal Palms should have the bubblers full on. The Bubbler zone scheduling should be made at the controller,
not just screwed down in the field,as this creates problems for the pump.
2. Since the rainy season is over,the need for irrigation scheduling coordination will be more critical.
3. Once we do the replacement plantings for the Asian Jasmine, Mimosa and color in the shell areas,the scheduling for those
zones will need to be adjusted and increased for establishment of new plantings.
4. The contact person at the Transportation Dept for the Motorola Controller has changed,as Roger Dick has retired. The
new person is Michael Stone.
