Minutes 10/28/2015 PELICAN BAY SERVICES DIVISION CLAM BAY COMMITTEE MEETING OCTOBER 28,2015 The Clam Bay Committee of the Pelican Bay Services Division met on Wednesday, October 28 at 1:00 p.m. at the Community Center at Pelican Bay, located at 8960 Hammock Oak Drive, Naples, Florida 34108. The following members attended. Adjournment ROLL CALL 1 Pelican Bay Services Division Clam Bay Committee Meeting October 28,2015 All members were present and a quorum was established AGENDA APPROVAL Ms. O'Brien motioned,Mr. Hirniak seconded to approve the agenda as amended with the addition of items 6.5 and 8.5. The motion carried unanimously. APPROVAL OF 8/26/15 and 12/30/14 MEETING MINUTES I IMs. O'Brien motioned, Mr. Hirniak seconded to approve the 8/26/15 meeting minutes. The motion carried unanimously. I IMs. O'Brien motioned, Mr. Hirniak seconded to approve the 12/30/14 meeting minutes. The motion carried unanimously. AUDIENCE COMMENTS None UPDATE ON USACE PERMIT APPLICATION Mr. Tim Hall reported that the USACE permit is stalled because the U.S. Fish& Wildlife and National Marine Fisheries Service are behind in preparing their site review reports. Mr. Hall estimated that those reports would not be available until after January 2016. UPDATE ON TIDAL GAUGES AND DATA Mr. Tim Hall reported that installation is to be completed this week. However, work was stopped today due to lightning. Staff is in the process of getting the necessary mobile service so the gauges can be accessed by the consultants remotely. UPDATE ON STORET DATA Mr. Tim Hall reported that his staff has been having trouble accessing the STORET database. STORET is working with his staff to resolve these issues.. UPDATE ON OYSTER RECRUITMENT STATIONS Mr. Tim Hall reported that they had some success with one oyster recruitment station in the southern part of Clam Bay, but in no other areas of Clam Bay. He does not recommend pursuing further oyster recruitment stations. UPDATE ON INFRARED AERIAL PHOTO OF CLAM BAY Staff is working with the consultants to have infrared aerial photos of Clam Bay. UPDATE ON FUNDING FOR BATHYMETRIC SURVEYS AND ANNUAL REPORT Staff contacted Humiston & Moore Engineers for the quote to prepare the bathymetric survey, is awaiting their quote, and will follow up so that work can be scheduled. UPDATE ON FDEP PERMIT AND CLAM BAY MANAGEMENT PLAN ON PBSD WEBSITE 2 Pelican Bay Services Division Clam Bay Committee Meeting October 28,2015 Ms. O'Brien requested that the PBSD website be updated with the FDEP permit and Clam Bay Management Plan. UPDATE ON TIMELINE FOR ANNUAL CLAM BAY REPORT Mr. Tim Hall will provide staff with a quote for the annual report. Mr. Hall said that he would complete the report in January and that he also intended to ask Dr. Tomasco to assist with the water quality reporting. UPDATE ON COPPER IN CLAM BAY The committee reviewed the Clam Bay copper readings. PHOSPHORUS IN CLAM BAY Mr. Tim Hall will provide the phosphorus readings to the Clam Bay committee and PBSG Board. WOOD USED IN NORTH BOARDWALK PROJECT (add-on) Mr. Tim Hall explained that there is no other option than copper-treated wood. If not treated,the wood deteriorates in a few months. DRAFT DOCUMENT TO SOLICIT EXOTIC TREATMENT FROM ELIGIBLE VENDORS Staff presented the bid specifications, obtained quotes, and purchase orders were issued for treatment of exotics on the east side of the berm and west side of the berm in Clam Bay. DRAFT DOCUMENT TO SOLICIT PROPOSALS FOR SPECIFIC CLAM BAY MONITORING FROM ELIGIBLE VENDORS. Staff is in the process of working on the bid specifications for Clam Bay monitoring activities. ENGINEERS ASSESSMENT OF THE COMMONS (add-on) This item was not discussed. NEXT MEETING The next meeting was scheduled for Monday,November 23.
