Minutes 08/26/2015 T, \\ CLAM BAY COMMITTEE D �20►5 PELICAN BAY SERVICES DIVISION AUGUST 26,2015 The Clam Bay Committee of the Pelican Bay Services Division met on Wednesday, August 26, 2015 at 12:45 p.m. at the Community Center at Pelican Bay, 8960 Hammock Oak Drive,Naples, Florida. Adjournment Clam Bay Committee of the Pelican Bay Services Division August 26,2015 Meeting Minutes ROLL CALL It was determined that a quorum was in attendance. AGENDA APPROVAL Ms. O'Brien moved, Mr. Hirniak seconded that the agenda be accepted as submitted. The motion carried unanimously. APPROVAL OF 4/23/15 & 5/27/15 MEETING MINUTES Ms. O'Brien moved, Mr. Hirniak seconded that the minutes of the April 23 meeting be approved as previously amended. The motion carried unanimously. Ms. O'Brien moved, Mr. Hirniak seconded that the minutes of the May 27 meeting be approved as previously amended. The motion carried unanimously. AUDIENCE COMMENTS No comments were received from the audience. USACE PERMIT APPLICATION Mr. Hall provided updates on the July meeting with the U.S. Corps of Engineers and National Marine Fisheries. No further meeting will be necessary with Fish and Wildlife, unless Ms. Hinson, the new head of that Department, has any further questions. No public comments have been sent to Mr. Hall as of yet, but it appears there were three, from the City of Naples, Seagate, and Linda Roth. The goal is to have the permit in hand by year's end. HAND DUG CHANNEL PERMIT The construction phase of this permit expires in December, which means that no new channels can be dug without a new permit; however,they can be maintained in perpetuity. The Management Plan does cover this issue. TIDAL GAUGES AND SOFTWARE Mr. Hall showed the brackets to those present and explained how it would be mounted and how it functioned. This work should begin within the week, and the software should be on line and providing data within a month. WATER QUALITY DATA INTO STORET The data from 2012 through 2014 has been inputted into STORET, and data from January to April of 2015 is now being worked on. A data printout of the information will be provided to the Committee members at the next meeting. 2 Clam Bay Committee of the Pelican Bay Services Division August 26,2015 Meeting Minutes OYSTER RECRUITMENT STATIONS There has been no growth on the oyster stations in upper Clam Bay, and the oysters in inner Clam Bay have been taken over by Zebra Mussels. There has been quite a bit of die off in outer Clam Bay, presumably due to increased salinity in the water. The stations will be collected in September, and Mr. Hall will provide an update to the Committee. COPPER IN CLAM BAY Copper levels rose in some of the station readings, possibly due to increased rain and turbulence. The levels may stay high in August, and then are expected to begin dropping again. It is anticipated that over time the result patterns may show why this occurs. TDC FUNDING FOR BATHYMETRIC REPORTS Mr. Isaacson in the Budget Department was advised that the PBSD was seeking TDC funding as in the past for these reports in Clam Pass. The funding should be available after the budget hearings, and Mr. Dabees indicated that he will begin the preparatory work. A brief discussion was held on the survey results for the interconnecting waterway between Outer Clam Bay and the Pass. These survey results will be included in the annual report as well as in response to some of the public comment in terms of the permit. Mr. Hall reported that he is able to take a small boat from Outer Clam Bay to Clam Pass. FDEP PERMIT MODIFICIATION The permit modification has been issued with a new number"04" at the end of the permit number. The most recent version of the permit will be posted on the website. ANNUAL AERIAL PHOTO OF CLAM BAY As the County does aerials on a yearly basis now, these pictures can be used and supplemented as necessary for the permit. This will result in a significant savings for the PBSD. Ms. O'Brien moved, Mr. Hirniak seconded that the recommendation be made to the full Board that the aerial photograph taken annually of the Clam Bay system for the permit be the one taken by the County, and that a permit modification be sought for this change. The necessity for infrared pictures will be done on a case by case basis at the request of the PBSD. The motion carried unanimously. Mr. Hall added for the Committee's information that the County has put out an RFP for repairs to their boardwalk, which may involve some temporary mangrove impacts. CLAM PASS EXPANDED PARKING A proposal for this parking has been submitted but not yet approved. 3 Clam Bay Committee of the Pelican Bay Services Division August 26,2015 Meeting Minutes SEEKING QUOTES/BIDS FOR CLAM BAY MONITORING & CLAM BAY TREE TRIMMING AND EXOTIC REMOVAL A draft document will be prepared for the Committee's next meeting showing targeted areas for the required work and seeking quotes for the tree trimming and exotic removal, and an effort will be made to keep the costs less than the $75,000 previously paid for this work. The requirements for Clam Bay monitoring will be prepared for the vendors requesting a breakdown of costs, and a draft will be made available at the next Committee meeting as well. OTHER Ms. Roth was thanked for her input in a recent email as it relates to the PBSD's yearly aerials. ADJOURNMENT [s. O'Brien moved, Mr. Hirniak seconded that the meeting be adjourned at 2:00 p.
