Background information for PBSD Board workshop on November 17, 2015
Signage. About $68,000 is in the FY16 budget. Staff recommendations will be
discussed.
Irrigation equipment $116,000 is in the FY16 budget. Information on irrigation
water consumption from 2010 to 2015 and an article are included. Staff
recommendations will be discussed
Lake bank work. $42,367 remains in the FY16 for new lake bank work. (The FY16
amended budget has $260,590. $128,223 was paid in Oct.'16 for Oak Lake
Sanctuary work; the Board authorized spending up to $55,000 on the swale north
of Oak Lake Sanctuary; and $35,000 will be spent on littoral plants. Thus the
remainder is $42,367.) Staff recommendations will be discussed.
Drainage issues on south side of Commons. A copy of Jim Carr's assessment and
recommendation is included. Appropriate follow -up will be needed.
PBSD /PBF landscaping. Some additional information, the current ordinance, Mr.
Klatzkow's legal opinion, data on landscape acreage, and a draft landscape easement
are attached. Options for the best way forward on this topic will be discussed.
Bollard lighting. The PBF has indicated it may be interested in replacing the
bollard lights along the Oakmont Lake pathway at the same time PBSD will replace
the bollard lights on Vanderbilt Beach Road, Ridgewood Drive and Pelican Bay Blvd.
because doing it at the same time may be more cost effective. Setting a timeline for
a staff recommendation will be discussed.
Information packets from Collier County. A strategy for sorting which packets
need the attention of PBSD will be discussed.
Update on PBSD maintenance facility. The staff will provide information on this.

Irrigation scheduling: watering efficiency
tips and troubleshooting

"Am I watering my lawn
enough ?"
"Am I watering too much ?"
"How often am I watering
my lawn ?"
"I have a sprinkler system ?!"
These are just a few of the
questions you may ask your-
self when you open your
water bill this month. If you
have an irrigation system, it
probably accounts for more
than half of the water use
at your home. But are you
using that water wisely, and
how do you know?
The first thing to know is
where your irrigation con-
troller is and how to use it.
If you have a digital con-
troller and you need some
help, most have user guides
available online, or helpline
phone numbers listed inside
the door panels. Be aware,
though, that you might have
to pay for a helpline call.
The second thing to know
is that pop -up (or "fixed ")
sprinklers and rotor sprin-
klers should be on separate
zones of your system. This
is because rotors cover a
larger area than pop -ups, so
they need to be run longer
(usually two to three times
as long). No two irrigation
systems are the same, so giv-
ing recommended, run times
can be difficult. The South
Florida Water Management
District's Waterwise guide
recommends applying half
an inch to three - quarters
of an inch of water at a
time, once or twice a week,
depending on the weather.
A good starting point is
to run pop -up zones for
it (not under eaves, trees or
satellite dishes).
When you apply water
evenly over the area of your
lawn, you can save water
by reducing the run time.
Applying water unevenly
__means that some areas of
You'll want to change the frequency of
irrigation a couple of times per year, when
rain patterns and temperature change.
(Water more often in spring, less in winter.)

adjust these times based
on how healthy your lawn
looks after a couple of dry,
warm weeks. You'll want to
change the frequency of ir-
rigation a couple of times per
year, when rain patterns and
temperatures change (water
more often in spring, less
in winter). Florida law re-
quires having a working
rain sensor on your irriga-
tion system. The rain sensor
will make sure your system
doesn't run when your yard
is wet with rain. This will
save water and keep your
landscape healthy by pre-
venting over - watering. An
important thing to remem-
ber is that your rain sensor
must be positioned where
the rain will actually fall on
the lawn will be over wa-
tered, while others won't get
enough water. You can tell
where your problems are by
walking around your yard
and looking for dry spots,
dollar weed (wet spots),
pests, and signs of broken
or misaligned sprinklers
(scouring, sand, wet pave-
ment). Your lawn will tell
you how it is doing.

of the Mobile Irrigation
Lab (MIL), a Big Cypress
Basin- funded service op-
erated by the Collier Soil
and Water Conservation
District. It's free to home-

ate your system and tell you
how much you should water
and how you can make your
system more efficient. James

Hi Susan,
Attached is the original and the current drainage plan. Yes the storm piping is a little
different south of the tennis courts. The original plan does show a proposed sidewalk along
the parking spaces south of the tennis courts. The difference is the proposed pipe
connecting to the pipe that runs south under the parking lot (to St. Thomas) is being
extended. The pipe is longer now because part of the existing swale is being filled. The
original plan proposed to utilize most of the existing parking lot pavement, but the new plan
removes and replaces with new pavers, and shifts the parking lot and sidewalk farther north
at this location. I don't think that the new pipe and filling the portion of swale creates a
substantial difference to the drainage (volume /flow), but you have a good point about the
water quality.
It appears that most of the tennis court sand collects between the courts as shown in the
attached pictures. There is a raised border around the courts; in some locations it's wood
and others is plastic. This is probably to help contain the sand but as you can see there is a
lot of sand collecting in the rock area between the courts. There should be some form of
filtration or collection box that would allow the sand to be captured and regularly cleaned or
removed from the site before it reaches the new storm pipe connecting to St. Thomas.
Typically there would be a trench drain along the courts and /or a storm box with a sump
bottom that collects the sand in the bottom. There are a couple of existing drain boxes in
the rock area next to the east courts but it's not evident where they connect. You can see
one of them in the middle left of the "facing south" picture. There is also a gap in the wood
border there.
It appears from the existing conditions and the proposed plan that the runoff between the
courts will flow directly toward the swale and into the new pipe connecting to St. Thomas. I
suggest that the property owner implement a filtration or collection device to prevent the
tennis court sand from leaving the site, or demonstrate that this will not be a problem when
construction is complete. During construction the silt fence and turbidity barrier (shown on
Sheet 11 of 12) along the south property line needs to be maintained. Please let me know if

Ordinance and landscaping.
Recreation facilities. PBSD's current ordinance includes "beautification of
recreation facilities..." PBSD currently provides landscaping on the PBF's
recreational facilities. PBSD currently does not provide landscaping for the County's
recreational facilities on Vanderbilt Beach Road; the recreational facilities at the
Naples Grande or the Ritz Carlton; or those at the Club Pelican Bay. In FY16 Collier
County, Naples Grande, the Ritz Carlton and the Club Pelican Bay will pay PBSD
assessments of $7571.80, $82,180.54, $76,720.50, and $141,538.82, respectively.
U.S. 41 berm. The PBSD ordinance includes "to finance the landscaping
beautification of only that portion of U.S. 41 from Pine Ridge Road to Vanderbilt
Beach Road..." PBSD currently performs landscaping on U.S. 41 between the PB
entrances at PB Blvd S and PB Blvd. N. Commercial members, not the PBSD, provide
landscaping between Vanderbilt Beach Road and the PB entrance at PB Blvd. N and
between Seagate Dr. and the PB entrance at PB Blvd. S. In FY16 these commercial
parties collectively will pay $224,050.12 in PBSD assessments.
Thus it appears the language in the ordinance is inconsistent with PBSD's current
landscaping work in the unit.

Each commercial member of the PBF is eligible for 10 PBF member cards.
The PBF provides meeting space and includes PBSD news articles in its publications,
but makes no direct payment to the PBSD for landscaping service on its property in
the unit.
Should the PBSD and the PBF agree to proceed with seeking the easements for
landscaping, the easements would need BCC approval.
The suggested edits to the landscape and maintenance easement provide a possible
way to deal with PBSD Board member questions about whether the PBSD can
request compensation for landscaping services and staff and PBSD Board member
interest in establishing an understanding of how special landscaping requests from
the PBF would be handled.
Among the PBF properties on which PBSD performs landscaping are the following:
*Community Center; *Commons; *north parking lot; *Sandpiper parking lot; *the
berm; Oakmont and *Ridgewood Parks; Oakmont Lake bank; and the Highway 41
berm between the PBF entrances at PB Blvd. N and PB Blvd. S. (Properties with
have signage restricting their use to PBF members only.)
PBSD performs landscaping for about 48 acres of PBF property which is about 52%
of the landscaping work PBSD performs. PBSD's FY16 budget for right of way
landscaping is about $2.5 million.

EXECUTIVE SUMMARY
Recommendation to adopt an Ordinance amending Ordinance No. 2082 -27, as amended,
which created the Pelican Bay Municipal Service Taxing and Benefit Unit, to clarify that
beach renourishment is one of the purposes of the Unit.
OBJECTIVE: To add expressly beach renourishment to Section Four of Ordinance No. 2002-
27, entitled, "Purpose; Powers."
CONSIDERATIONS: There have been discussions whether the present Pelican Bay MSTBU
Ordinance authorizes the expenditure of MSTBU funds for beach renourishment. To bring
clarity to the issue, and to effectively end any uncertainty and further debate, we are asking the
Board to expressly authorize the Pelican Bay MSTBU to utilize its funds for such a purpose.
Section Four of Ordinance No. 2002 -27, as amended, sets forth the purpose and powers of the
Unit. The proposed amendment (below) expressly adds beach renourishment to this section.

The Unit is formed for the purpose of providing street lighting, water
management, beach renourishment. ambient noise management, extraordinary law
enforcement service and beautification, including but not limited to beautification

mangrove forest preserve and to finance the landscaping beautification of only
that portion of U.S. 41 from Pine Ridge Road to Vanderbilt Beach Road in the
above - described taxing and benefit unit and to that end shall possess all the
powers to do all things reasonably necessary to provide such services. The Unit
will be solely responsible for advising the County on dredging and maintaining
Clam Pass for the purpose of enhancing the health of the affected mangrove
forest, and will manage such activities for the County."
FISCAL IMPACT: Cost of advertising the proposed Ordinance is approximately $300.00 and
funds are available in Pelican Bay Services Division Fund 109.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: The County Attorney drafted the proposed ordinance and
approved it as to form and legality. Majority support is required for approval. — JAK

Mr. Mercer,
On June 27, 2014 at approximately 3:30pm, I, Kelly Campbell was on site to conduct field
assessments on the air quality and other variables that may affect the indoor air quality. The
findings of these tests are as follows:
The visit was to the building in Pelican Bay Services that houses the offices and shop areas at
6200 Watergate Way. Upon entering, there was no noticeable odor or notice of humidity. Ms.
Jacobs stated that she is getting bronchial effects after being in the building for too long. Interior
temperature and relative humidity was well within normal range. The exterior temperature was
91 * and RH was 94.6 %.
Interior Conditions
There were a few items on the interior of the building that were in question from a maintenance
and IAQ standpoint. First we will cover the HVAC supply and return vents.

The vents in the space had a noticeable coating of dust on them and in the immediate area
surrounding the vents.
There were also areas in the HVAC system that has diffusers that were physically closed. This is
not good for the HVAC system or the balance of the building.
Next I will focus on the cleanliness of the building.
There were many potential issues from an IAQ standpoint in this facility.
Ms. Jacobs complained of old carpeting, stating that it was "at least 10 years old ". I did not see
anything noticeable in or on the carpeting, but that is subjective. There was only carpeting in a
handful of offices.
