A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY OPPOSING THE
TRANSFER OF STATE ROADS TO THE COUNTIES AND
MUNICIPALITIES

WHEREAS, the 1989 Florida Legislature passed S.B.1471
which directed the Florida Transportation Commission to
undertake a study of the functional classification of roads on
the State Highway system; and
WHEREAS, the purpose of the study was to determine the
fiscal impact and other effects of transferring those urban
minor arterials on the State Highway System to the counties; ' .
and
WHEREAS, the study is also to determine the
appropriateness as well as the fiscal impact and other effects
of the transfer to the counties of those minor arterial
extensions into urban areas that are on the State Highway
Systems and
WHEREAS, the Transportation Commission is to also �f
recommend the criteria to be included in a systematic approach
for evaluating urban principal arterials on the State Highway
System to determine if they too should be turned over to the
appropriate local jurisdiction; and
WHEREAS, Collier County, has identified a local road
1 funding shortfall during the next five years; and
WHEREAS, that shortfall in road revenues will only
increase if more highway miles are transfetred from the State's
responsibility to the counties; and
WHEREAS, the Florida Transportation Commission is to
report its findings and recommendations to the Governor and the
Legislature. "
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY •
COMMISSIONERS OF COLLIER COUNTY, FLORIDA:

supports the efforts of the Florida Association of Counties in
its opposition to any attempt to transfer state roads to the
counties.

The Board of County Commissioners of Collier County urges , r
. the Florida Transportation Commission to rorommend to the
Governor and the Florida Legislature that no roads be
transferred to county governments.
This Resolution adopted after motion, second and roll call
