I. Call to Order Ms. Roddy called the meeting to order at 1:00PM II. Pledge of Allegiance The Pledge of Allegiance was recited. III. Roll Call Roll call was taken and a quorum was established. IV. Changes and Approval of Agenda Mr. Sorey moved to approve the Agenda. Second by Mr. Butler. Carried unanimously 6—0. V. Public Comments None VI. Approval of CAC Minutes 1. May 14,2015 Mr. Brown moved to approve the minutes of the May 14, 2015 as submitted. Second by Mr. Butler. Carried unanimously 6—0. VII. Staff Reports 1. Expanded Revenue Report The Committee reviewed the "Collier County Tourist Tax Revenue FY 15 TDC Revenue Report" dated August 31, 2015. VIII. New Business 1. Marco South Renourishment Permitting and Design * Proposal Mr. McAlpin presented the Executive Summary "Recommendation to accept a proposal from CB&I Environmental &Infrastructure, Inc. dated July 13, 2015 for the Tropical Storm Debby beach renourishment design,permitting and Engineer of Record certification; approve a Work Order under Contract 15-6382 for a not to exceed amount of$57,649, authorize the County Manager or his designee to execute this work order and make a finding that this item promotes tourism (Project No. 90061)"dated September 10, 2015 for consideration. He noted the scope of work includes services for design, engineering and permitting from beach damage that occurred as a result of Tropical Storm Debby in 2013. He anticipates the project will be completed via truck haul and conveyor. Mr. Brown moved to recommend the Board of County Commissioners accept a proposal from CB&I Environmental& Infrastructure, Inc. dated July 13, 2015 for the Tropical Storm Debby beach renourishment design,permitting and Engineer of Record certification; approve a Work Order under Contract 15-6382 for a not to exceed amount of$57,649, authorize the County VI-1 Approval of Minutes 3 of 5 Manager or his designee to execute this work order and hereby finds the item promotes tourism. Second by Mr. McCann. Carried unanimously 6—0. 2. Clam Pass Park * Proposal Mr. McAlpin presented the Executive Summary "Recommendation to accept a proposal from CB&I Environmental &Infrastructure, Inc. dated August 3, 2015 for the design,permitting and Engineer of Record services for the renourishment of Clam Pass Beach Park;perform critically eroded Area Analysis for Florida Department of Environmental Protection Cost Share funding; approval of a Work Order under Contract 15-6382 for a not to exceed amount of$68,504.40; authorize the County Manager or his designee to execute this work order; authorize necessary budget amendment; and make a finding that this expenditure promotes tourism (Project No. 90069)" dated September 10, 2015 for consideration. He noted: • The project involves renourishment of Clam Pass Park beach, an activity which has not been undertaken in its entirety since 2007. • The work will be completed under the auspices of the new 15 year beach renourishment permit via truck haul or dredging. • The scope of work includes a"critical eroded beach" analysis to determine any Florida Department of Environmental Protection(FDEP) cost sharing funds which may be available for the area. • The engineering/design costs are high per the cubic yards of material intended to be placed in the area due to the fixed costs associated with undertaking this type of work. The following was noted under Committee discussions: • With the engineering/design costs being comparably high for the project, consideration may want to be given to combining the project with another project. • On a related note, any sand dredged from Clam Pass is placed on the down drift beaches at the time the work is completed. Mr. McAlpin reported in relation to the engineering/designs costs, the activity is a stand alone item, however it is envisioned the physical work associated with renourishing the area will be combined with another project to gain economies of scale. Mr. Sorey moved to recommend the Board of County Commissioners accept a proposal from CB&I Environmental&Infrastructure,Inc. dated July 13, 2015 for the Tropical Storm Debby beach renourishment design,permitting and Engineer of Record certification; approve a Work Order under Contract 15-6382 for a not to exceed amount of$57,649, authorize the County Manager or his designee to execute this work order and hereby finds the item promotes tourism. Status Updates-Verbal Mr. McAlpin provided updates on the following items: * Central Beach Re-grading-Marco Island • The project involves regrading the beach area from Sand Dollar Island south to the Marriot Hotel. VI-1 Approval of Minutes 4 of 5 • The design phase of the project is completed including addressing Federal concerns over impacts on shorebird nesting. • The Joint Coastal Permit application has been filed and Staff is awaiting comments from the Agencies. • He anticipates the permit from the FDEP will be issued approximately 6 months. • Comments from the US Army Corps of Engineers (USACE) will include a determination if they will require a Federal Agency consultation with National Marine Fisheries Service. • If a consultation is required, it may be as long as one year to complete this process. • The County is addressing the consultation issue through legislative delegations and other channels including taking the position the review should not be required given the area has been subject to numerous (approved) dredging events in the past. • Other projects proposed in the County and State of Florida are facing the same scrutiny by the Agencies and the issues are not isolated to this project. * Collier Creek Dredging • The project involves dredging approximately 10 -15K cubic yards of material from the mouth of the creek to address boating safety concerns in the area. • The work is to be completed"as soon as possible"pending the issuance of environmental permits. • Any sand dredged is to be placed in the sub aqueous borrow area at Hideaway Beach. • The project will be consolidated with another project(s) if possible. * Collier Biological Monitoring The work has been ongoing for 6 weeks and in its final stages. The County is in preliminary discussions with FDEP relaying their opinion there has been no negative impacts over the last 2 years, however the Agency will advise the County if any remediation is required. * Collier- 15-Year Permit • The Notice of Intent has been issued by FDEP which is under the 30 day comment period. • The USACE is awaiting issuance of the 10 year permit extension before the new 15 year permit application is reviewed. • Staff is working with area legislative delegations to acquire a determination"no (Federal Agency) consultation required" given there is an existing biological opinion for the project. * Collier- 10-Year Permit extension The County received the extension from FDEP and the USACE is in the process of issuing the biological opinion. He expects the permit extension from the USACE to be issued in the near future. * Doctor Pass South Jetty Rebuild FDEP has issued the Notice of Intent for the permit and the County is awaiting comment from the USACE if consultation is required with the National Marine Fisheries Service. VI-1 Approval of Minutes 5 of 5 * Erosion Control Structure—Naples The Joint Coastal Permit draft is anticipated to be submitted to FDEP the week of September 14, 2015 and Staff will coordinate with the USACE following the submittal to FDEP. * FEMA Deobligation - Hurricane Wilma The County's appeal of FEMA decision to rescind funds issued to the County for beach repairs as a result of damage from Hurricane Wilma is in its final stages. * Wiggins Pass Interim Dredging None * LGFR None IX. OBJECTIVE: To provide annual monitoring for 2016 for the Collier county Beaches and Inlets. CONSIDERATIONS: This proposal will provide for the monitoring surveys and monitoring reports for Collier County Beaches and Inlets in 2016 which will consist of the following: *Data Collection and Report for Wiggins Pass *Data Collection and Report for Doctors Pass *Data Collection and Report for South Marco *Data Collection for the Vanderbilt, Park Shore, Pelican Bay and Naples Beaches and data analysis and Monitoring report. FISCAL IMPACT: Fiscal Impact: Funds in the amount of$166,919.00 have been budgeted and approved for this activity in FY 2015/16 Fund 195 Tourist Development Tax.
