Ochopee FCD Advisory Board Minutes 10/12/2015 E6 w OCHOPEE FIRE CONTROL DISTRICT `r� �v 3� z ADVISORY COMMITTEE MEETING ON OCTOBER 12, 2015y'°�--� CALL TO ORDER: Roll Call of Attendees: Alan McLaughlin, Fire Chief Anthony Davis, Chairman of the Advisory Committee, Port of the Islands Ron Gilbert, Advisory Committee Member, Port of the Islands James Morris, Advisory Committee Member, Port of the Islands Jeannie Kungle, Guest Additions and Deletions to Agenda None Approval of Minutes of Regular Meeting of September 14, 2015 A motion was made to approve the minutes as written it was seconded and passed the minutes for the September 14, 2015 meeting were approved. REPORTS: Chief's Report: Budget Chief McLaughlin—The budget for the new fiscal year is attached. We are in week two of our new budget and some items have been purchased and purchase orders have been opened. The Chief passed out an equipment project list for this fiscal year for the committee members to review. Line of Duty Deaths There have been 65 line of duty deaths so far for 2015 and 6 for the month of September. Page 1 Awards, Recognitions &Certifications Chief McLaughlin -All our personnel have the State of Florida Pump Operators Certification and we have three more personnel finishing up their Fire Officer I Classes. Personnel will be recognized and given pins at the next Staff meeting on 10-22-15. A question was asked regarding the hydrant adapters Chief McLaughlin stated they were needed for the hydrants on Plantation Island. OPERATIONS REPORT: Chief McLaughlin -There were 68 incidents for the month of September and 670 calls to date. The 670 calls is very significant because our highest call volume on record was in 2009 at 655 calls we have exceeded our highest volume and we still have three months left in the year. We are looking at a 20%to 28% increase in call volume in one year that is unheard of in our business. Since 2009 we have been averaging 560 to 565 each year until now. We are already 100 calls over last year's total. The economy is better people seem to be traveling but our call volume is up through the whole District. Business owners have noticed more than usual activity this summer. The Chief spoke to other Fire Department Chief's in reference to their call volumes which had increased by 5%to 7%. Our area has seen more activity than other areas of Collier County. There were no calls out of the District and no boat rescues. There were a total of 24 incidents on 1-75 of which 22 were vehicle accidents and 2 emergency medicals. There were no fire inspections and only one fire investigation. OLD BUSINESS: FEMA Grant for Smoke Removal Station 60 Chief McLaughlin - We have not heard back from FEMA regarding the grant. Volunteer Fire Assistance Grant for Foam This has been completed except for the 50% reimbursement from the Florida Forest Service. Working on 1-75 Station Internet Chief McLaughlin —He is still working on the 1-75 internet and hopefully by the next meeting he will have some sort of solution. Page 2 Flag Pole at Station 60 Chief McLaughlin - The Flag Pole replacement for Station 60 has been budget for this fiscal year. Volunteer Fire Assistance Grant for Fiscal Year 2016 to Purchase Bunker Gear Chief McLaughlin —Ochopee Fire Control District has an agenda item for the Board of County Commissioner's Meeting tomorrow to approve the submission of a Volunteer Fire Assistance Grant Application to purchase urban interface protective clothing. This 50/50 grant will enable the department to purchase seven sets of gear instead of three as budgeted. This is probably a five week process because if the grant is awarded it will have to go before the Board of County Commissioners again for their approval to accept the grant. NEW BUSINESS: Administering Greater Naples Interlocal Agreement Chief McLaughlin—As of October 1, 2015 Greater Naples Fire District is managing Isles of Capri. The Department is administering payments to Greater Naples Fire District as per the Interlocal Agreement so our involvement has been reduced considerably. Per Chief McLaughlin everything is going well with the Isles of Capri personnel most of them have received pay raises. Tony Davis—How long will your involvement last. Chief McLaughlin—We will be involved until they are annexed which should happen around November 2016. Ron Gilbert—He asked if Ochopee personnel were compensated for managing Isles of Capri Fire. Chief McLaughlin—Our budget was compensated by Isles of Capri Fire District for Linda Swisher and my salary but not Chief Morris because Wayne Martin was Operations Chief there. The Ochopee Fire Control District budget is not being compensated at this time for administering the Greater Naples Interlocal Agreement. At this time we are just processing the payments to Greater Naples Fire District so our involvement is minimal. Verizon Tablets Chief McLaughlin—Verizon had a special offer so we were able to upgrade to the new tablets at a minimal cost. Page 3 Three New Radios Chief McLaughlin—We have ordered three new radios. Originally we budgeted $20,000 to purchase four radios. In June we were notified that there was funding left in the construction budget for Station 61 so we were able to purchase a base station for the Port of the Islands Fire Station. The three radios are for a base radio at Station 60, Recue Boat 60 and Support 60. After we purchase these last three radios we will be ready when the new P25 digital radio system is activated. All our vehicle radios have Trimble units which are GPS tracking systems that are connected to the CAD system. The Collier County Sheriff's Office provided the Trimble units at no charge. New MDT Purchased Chief McLaughlin—The last MDT purchased was for Chief 62. New Combi Tool for Station 63 Chief McLaughlin—The Combi Tool is a combination cutter/spreader it is a Hurst hydraulic tool which was purchase through the FDOT Grant. Jean Kungle—She asked about the managing of the Interlocal Agreement with Greater Naples Fire District. Chief McLaughlin—We are managing the quarterly payments to Greater Naples Fire District. PUBLIC COMMENT Jean Kungle— Have we moved forward with the managing of Ochopee Fire Control District by Greater Naples Fire District. Chief McLaughlin—The last Board of County Commissioner meeting in July the board's direction was very clear that Ochopee Fire Control District is next to be managed by Greater Naples Fire District. The direction has been given by the board for this merger he thinks it would probably be next October. It will be his job to make the transition seamless. Greater Naples Fire District has opted to keep the Advisory Committee at Isles of Capri until they are adopted. He does not feel that Greater Naples Fire District will be adopting Ochopee Fire Control District or District I they will just be managing them. Greater Naples Fire District will be giving us our share of District Ito keep us whole and it is to their benefit because we cover 70%of it. The only way they can manage Ochopee and District I is to keep the MSTUs in place and just take the people which means the Advisory Committee stays. He does not see any changes in management for at least five years. Page 4 Chief McLaughlin- He thinks the direction will be to manage the Ochopee Fire District this way the County can still give them the Pilt money and Greater Naples Fire District can keep their 1.7 mils. Greater Naples Fire District will have to add personnel there will be three on duty at the Port of the Islands Station instead of two. Tony Davis—Will that affect the ISO Rating. Chief McLaughlin—In Everglades City it could reduce the ISO Rating. The Fire Medic program will continue. He feels by January we will be given direction to move forward with some sort of management agreement. Tony Davis—How does that affect Everglades City. Chief McLaughlin—This style of management agreement doesn't really affect Everglades City because they have an agreement with the County for service and are taxed by the County MSTU. The County is just hiring someone to manage their MSTU. The taxing authority stays in place and the services provided by the MSTU. The same thing applies to Station 63 all the dollars still come to the County then will be transferred back to Greater Naples Fire District for personnel and expenses someone will have to track those costs. After the contract for station 63 terminates it will be turned over to Greater Naples Fire District and then they will have to obtain the funding for it. Jean Kungle—How much Pilt money do they give us? Chief McLaughlin—They give us$565,000 of Pilt money. With Greater Naples Fire District getting the District I funding$326,000 the amount of Pilt funds needed would be reduced to approximately$260,000 to balance the Ochopee expenses.
