BAYSHORE BEAUTIFICATION MSTU ADVISORY COMMITTEE MINUTES
OF THE OCTOBER 6,2015 MEETING
The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order
by Chairman Maurice Gutierrez at 5:00p.m. at the MSTU Office 3570 Bayshore Drive,Unit
102.
I. Roll Call: Maurice Gutierrez(Chairman), Sheila Dugan, Sandra Arafet, Robert
Messmer, and Gerry Buck. The following member was excused: Victoria Nicklos.
MSTU Staff Present: Jean Jourdan(CRA Operations Manager), Ekna Hue (Operations
Coordinator), Elly McKuen(Project Manager)
II. Adoption of Agenda: The Chair asked to add an item to the agenda to select a Vice
Chair. It was learned that Ms. Cochrane,Vice Chair, had recently passed away. Motion
to approve the agenda, as amended, made by: Sandra Arafet 2": Bob Messmer.
Approved: 5-0.
III. Approval of Minutes: The Chair asked for approval of the minutes for the June 2,
2015 meeting. Motion made by: Sheila Dugan 2nd: Gerry Buck Approved: 5-0.
IV. Projects Report: See new and old business for details
V. Beautification MSTU Update:
Karen Drive and Pineland Avenue stormwater improvement projects:
The Community and Human Services Division has funded the Pineland Avenue stormwater
improvements project with Community Development Block Grant funds to replace the
Disaster Recovery Initiative funds. We are working to get replacement funds for Karen Drive
as well. Since these projects had already started and we have completed the environmental
process they are considered shovel ready the CHS division is willing to fund the projects.
a. CRA Update: Will be provided at the CRA meeting at 6:15pm.
b. Haldeman Creek MSTU Update: The appeal to the approval decision by the Planning
Commission for the Regatta Boat Docks will be heard by the Board of County
Commissioners on October 13, 2015.
VI. New Business:
A. Florida Land Maintenance: Landscape Update: The contract with Affordable
Landscaping expired on August 31, 2015. The new landscape vendor is Florida Land

Maintenance d/b/a Commercial Land Maintenance. Gerry Buck mentioned that the hedges
in the median south of Windstar are so over grown that it has become a traffic hazard. Staff
said they would contact the contractor to trim immediately.
B. Plumeria trees donation and planting—Lunar Street: The Botanical Gardenoffered
to donate 10 Plumeria trees. Tree installation is estimated to be about$1,400.The
installation cost includes watering of the trees in order to get them established since there is
no irrigation along Lunar Street. Sandra Arafet suggested a group of volunteers can install
these trees in order to alleviate the expense. After further discussion, Chad Washburn from
the Botanical Gardens suggested the trees be installed during the next rainy season to
alleviate the cost of irrigation for the trees. Bob Messmer suggested we plant 5 trees on
Lunar and 5 trees on Bayview or throughout Bayshore wherever our trees have died. There
was a general consensus to wait on this project.
C. Fence repair at South Bayshore: The fence along Bayshore Drive near Holly Avenue
was broken and needed repair. An estimate of approximately$1,100 was received. Motion
to approve the repair made by: Sandra Arafet; seconded by Gerry Buck. Passed: 5-0.
D. Bayview Marina—Roadway shoulder stabilization: Staff has worked with the Right-
of-way Department to find a solution for the roadway shoulder along Bayview Drive. A
product called GeoWeb stabilizes the soil and allows for sod to be placed on top of the
materials. The price is approximately$11,000 to complete the improvements. Motion to
approve the installation made by: Gerry Buck. 2nd by: Sandra Arafet. 4-1. Bob Messmer
dissented.
E. Presentation
Bayview Park—Boat Parking Overflow—Hamilton Avenue
Amanda Townsend with the Public Services Department provided a conceptual
drawing adding potential truck and boat trailer parking on the east side of the Hamilton
Avenue right of way. This new parking area would serve as overflow parking for
Bayview Park. 'I'he committee expressed concerns about the additional parking along
Hamilton Avenue. Members asked about the possibility of utilizing parking along
Danford Street since the Parks and Recreation Division had invested in a number of lots
some years ago in lieu of placing truck and boat trailer parking on Hamilton Avenue.
Ms. Townsend explained parking on individual lots in the Danford Street area has been
abandoned by the County. She went on to explain that RWA was hired to do a parking
feasibility study to look at the boat trailer parking issue and would share the study
results when it is completed.
VII. Old Business
A. Roundabout Presentation: Michael Wallwork presented additional information
regarding the inclusion of roundabouts along Thomasson Drive. Mr. Wallwork and Mr.
Trebilcock presented additional information regarding turning radii and showed photos

of large tractor trailer trucks and school buses utilizing the roundabout. Due to time
constraints,the committee asked to take up the discussion at a later date.
B. Thomasson Drive/Hamilton Avenue Streetscape Update: The following items were
not discussed because of time constraint. The following items will be discussed at a later
date:
i. District boundary expansion
ii. County right of way maintenance
iii. Landscape Irrigation
iv. Cirrus Pointe right of way acquisition
v. Additional design costs
C. Request for Payment of Services: The committee had some questions regarding the
requirement to recommend payment of services. Staff explained that the MSTU ordinance
outlined the requirements of the committee members.
VII. Committee Communications: Gerry Buck requested we move our meetings to
Wednesdays at 5pm like we had before. The members agreed and requested we begin this
change next month in November.
