BAYSHORE BEAUTIFICATION MSTU ADVISORY COMMITTEE MINUTES
OF THE JUNE 2, 2015 MEETING
The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order
by Chairman Maurice Gutierrez at 5:00p.m. at the MSTU Office 3570 Bayshore Drive, Unit
102.
I. Roll Call: Maurice Gutierrez (Chairman), Sheila Dugan, Sandra Arafet, Robert
Messmer, Victoria Nicklos (late), and Carolyn Cochrane. The following were absent:
Gerry Buck.
MSTU Staff Present: Jean Jourdan(CRA Operations Manager) and Ekna Hue
(Operations Coordinator), Elly McKuen (Project Manager)
II. Adoption of Agenda: Mr. Gutierrez asked for the adoption of the agenda. Jean added
a#5 which includes an Invitation to Bid for our Landscape vendor. Motion to approve
the agenda, as amended,made by: Sandra Arafet 2°a: Carolyn Cochrane Approved: 5-0.
III. Approval of Minutes: Mr. Gutierrez asked for approval of the minutes for the May 5,
2015 meeting motion made by: Sheila Dugan 2nd: Bob Messmer Approved: 5-0.
IV. Projects Report:
A. MSTU Update
1. Landscape Update: Al Benaroch's representative was present and share an update.
They are currently working on the ROW trimming on Bayshore. Bromeliads were install
at the bus stop as requested.
2. Karen Drive and Pineland Avenue stormwater improvement projects:
The DRI Grants which are through the state have specific deadlines which disable
us from taking advantage of these funds. Their deadline for the completion of
improvements and all final invoices must be submitted by no later than August 31, 2015.
Our procurement process is longer than the deadline therefore we would not meet the
deadline. We are currently talking with the Housing Department which is the department
we applied for the grants from regards supplemental funds we can substitute. The funds
that have been discussed are CDBG funds. The Housing Department is currently
analyzing the possibility of these additional funds, they will be letting us know in the
coming weeks. The next grant cycle is January 2016.
3. Thomasson Drive/Hamilton Avenue:
Staff has submitted a request for legal services for a possible Easement by Prescriptive
Rights (Florida laws provides for creation of and easement by prescription for Florida
property owners when one owner has openly used and possessed another's land for 20
years). Staff will work with County ROW staff to obtain proper rights as needed once a

legal decision has been made. Staff scheduled a meeting with County Attorney's office
to discuss expending funds for the portion of the project outside the MSTU boundaries
and an obtaining an agreement regarding maintenance of the new construction and
future enhancements. Additionally, an opinion will be sought regarding the easement
along the Cirrus Pointe property and possible Prescriptive Rights.
4. Bayview street sod replacement: Staff has met with the County right-of-way (ROW)
to discuss the issues with the marina trucks on Bayview Drive. Due to some underlying
drainage issues the options of replacing the sod with concrete would require the
installation of pipes to address the drainage. Staff is researching the possibility of
utilizing a permeable paved surface that can withstand fully loaded 18 wheelers and fire
trucks. One such material is called Truegrid and would alleviate the drainage issues
with installation of concrete.
5. 2736 Bayview Drive: Staff has met with the homeowner and they are
happy to have the sod between the sidewalk and street remain as-is. The
owners have agreed to maintain this area and will have neighbor mow when
they are not in town.
B. CRA Update: Given at the next meeting at 6pm.
C. Haldeman Creek MSTU Update: The Regatta Boat Docks will be reviewed by the Planning
Commission on July 2, 2015.
V. New Business:
A. Paver Company: Motion to accept Bonness, Inc. as our paver vendor made by: Sheila
Dugan 2nd by: Victoria Nicklos. Approved: 6-0.
VI. Old Business
A. Roundabout Presentation: Michael Wallwork, P.E. expert in roundabouts gave a
presentation which covered the following points:
Roundabouts are:
• Pedestrian friendly
• A safety feature for all the users
• Objective is to slow vehicles
• Traffic signals are about $11,000/year for maintenance
• Beth Weird from Naples Pathway Coalition encourages a study be conducted for the
possibility of roundabout at Thomasson and Hamilton.
• FDOT encourages roundabouts as a safety feature

Motion to move forward with the purchase of a study for a roundabout with a spending limit
of no more than $18,000 and the study should include the possibility of both option entries
from Thomasson and Bayshore,made by: Sandra Arafet 2"d by: Sheila Dugan. Approved: 5-

B. Replacement of plants: Plants have been added to the bus stop on Thomasson and
Bayshore. There was a motion made to add mulch to these plants made by: Sandra Arafet

Victoria requested we focus on Lunar's ROW to replace those crown of thorns with
bromeliads.
C. Landscape Invitation to Bid: Staff announced an ITB was sent to Purchasing for a
landscape contract that will focus on our Bayshore area.
D. Request for Payment of Services: Motion to pay our bills made by: Sandra Arafet 2nd
by: Sheila Dugan. Approved: 6-0,
