MINUTES OF THE COLLIER COUNTY ARCHITECTURAL AND SITE
DESIGN STANDARDS AD HOC COMMITTEE
Naples, Florida, October 30, 2014
LET IT BE REMEMBERED, the Collier County Architectural and Site Design
Standards Ad Hoc Committee in and for the County of Collier, having conducted
business herein, met on this date at 9:30 AM in a REGULAR SESSION at the Growth
Management Division Building, Room 609/610 2800 N. Horseshoe Drive, Naples, FL
with the following persons present:

1. Call to Order
Mr. Costa called the meeting to order at 9:36am
2. Approve Agenda
Mr. Schiffer moved to approve the Agenda. Second by Mr. Boughton. Carried unanimously 5—
0.
3. Next Meeting
a. Available dates to meet- Doodle Results
The next meeting will be held on November 14, 2014 at 1:30pm
4. Review of Materials
a. Applicability section 5.05.08 B
Ms. Cilek provided a copy of Section 5.05.08 B —Applicability for review. She noted the
Section has been re-written based on comments provided at the last meeting.
The Committee reported:
• The Section is intended to address situations where owners of existing buildings, which
do or do not conform to the existing standards, propose alterations to those building.
• Alterations to nonconforming buildings should be pennitted as it may improve the
appearance of the structure; however it is necessary to ensure the alterations do not
create a more nonconforming building than currently exists.
• The standards should be crafted so owners who cannot meet the requirements of the
proposed standards (for financial reasons, or return on investments, etc.) are not
discouraged or prohibited from improving the appearances of building facades
(especially those owners of small commercial buildings).
• The standards proposed should not negatively affect property values of existing
commercial sites that do not conform with the proposed standards. Owners should be
allowed to undertake minor improvements/additions, etc. to suit existing and proposed
tenants and/or improve the appearance of the site without being too encumbered by the
proposed standards.
The Committee and Staff reviewed the draft section and the following changes were
recommended:
1. 5.05.08.B.3 —line 3 from "change to one or more of the external features..."to "change to
the external features..."
2. 5.05.08.B.3.a.i.1 —line 2 - 3 to read "where an alteration results in an addition greater than
5000 sq. ft. of floor area."
3. 5.05.08.B.3.a—Change heading from"Conforming buildings "All other buildings."
4. 5.05.08.B.3.b—Consider establishing thresholds similar to 5.05.08.B.3.a.
Buildings with greater than 20,000 square feet of floor area.

i. Where an alteration results in additions greater than 5,000 square feet of
floor area.
ii. Where there is an improvement to more than 50 percent of any façade area.
5. 5.05.08.B.3.b—line 2 - 3 from"...as the nonconforming architectural features of the
building..."to"...as the nonconforming features of the building..."
6. 5.05.08.B.3.a.i.2) —to read"Where there is an improvement to more than 50 percent of
any façade area."
7. 5.05.08.B.3.a.ii.1)—line 1-2 from"Where an alteration results in changes that exceed 50
percent..."to "Where an alteration results in additions greater than 5000 sq. ft. in floor
area"
Discussion occurred on Section 5.05.08.B. 1- 2 and the zoning districts the requirements
should apply to. The following items were discussed by the Committee and Staff:
• 5.05.08.B.1.b- should those community clubhouses,private schools, and other non
residential components of PUDs not visible from an arterial or collector road be subject
to the standards.
• 5.05.08.B.1.b - Consider eliminating the Section and incorporating the wording into
5.05.08.B.1.a as indicated below.
• 5.05.08.B.1.a—consider language"Commercial zoning districts and commercial
components of any PUD (Eliminate 5.05.08.B.1.b—Non residential PUD districts and
non-residential components of any PUD district).
Staff reported they would review the recommended changes and comments and provide a new
draft of the Section at the next meeting for consideration.
Accessory Structures
Ms. Cilek reported accessory structures are currently not subject to the standards. She
requested input on how the Committee would like to address these structures including
consideration of establishing thresholds based on the location, size and number of structures.
Discussion occurred on whether accessory buildings,not visible from arterial or collector
streets should be subject to the standards. Concern was expressed about exempting all
accessory structures without establishing thresholds when the structures would be subject to
the standards. An example was given where a building such as parking garages associated
with an on site use may be deemed an"accessory structure."
She requested Committee members to consider standards that should be applied to the
structures and provide comments to Staff.
5. Immokalee
Ms. Cilek provided a copy of Section 2.03.07.G of the Land Development Code "Immokalee
Urban Overlay District" for information purposes. She requested input from the Committee on
how the standards, if at all, should be applied to the area. She noted Section 2.03.07.G.7.e.xviii—
xx which governs the Overlay District references Section 5.05.08.

The Committee noted the area is unique to the County and has its own cultural and socio-economic
characteristics. The determinations on how the area should be developed would be best left to
owners/residents, etc. of the District.
Mr.Amico moved to exempt the Immokalee Urban Overlay District from the requirements of
Section 5.05.08. Second by Mr. Schiffer. Carried unanimously 5—0.
Ms. Cilek reported she will provide follow up materials on the issue.
3. Adjournment
Being no further business, the meeting was adjourned at 11:25am
