MINUTES OF THE COLLIER COUNTY ARCHITECTURAL AND SITE
DESIGN STANDARDS AD HOC COMMITTEE
Naples, Florida, October 10, 2014
LET IT BE REMEMBERED, the Collier County Architectural and Site Design
Standards Ad Hoc Committee in and for the County of Collier, having conducted
business herein, met on this date at 1:30 PM in a REGULAR SESSION at the Growth
Management Division Building, Room 609/610 2800 N. Horseshoe Drive, Naples, FL
with the following persons present:

1. Approval of Agenda
Mr. Costa called the meeting to order at 9:34am and a quorum was established.
Mr.Amico moved to approve the Agenda. Second by Ms. Curatolo. Carried unanimously 5-0.
2. Meeting Minutes-August 28,2014 and September 17,2014
Mr.Amico moved to approve the August 28, 2014 and September 17, 2014 minutes as presented.
Second by Ms. Curatolo. Carried unanimously 5-0.
3. Next Meeting
a. Available dates to meet-Doodle Results
The next meeting will be held on October 30, 2014 from 9:30am to 11:30am.
4. Review of Materials
Ms. Cilek provided a copy of the draft LDC Amendment Section 5.05.08, Architectural and Site
Review Standards dated 10/10/14 for review. The document included an introduction section on
the Committee's proposed changes. She noted the Committee has completed review of the entire
Section and queried how they would like to proceed.
The Committee determined to begin review of the Section 5.05.08 and review the introduction
after a second review of the standards has been completed.
Section 5.05.08-General Formatting
The Committee determined the County's Administrative Code should be cross referenced as
necessary including at the beginning of the Section.
Section 5.05.08.B (page 13)-"Submittal Requirements" - The Committee determined the
"Submittal Requirements" should enumerated as its own Subsection and listed after 5.05.08.B.
Site Design Elements
Section 5.05.08.C.4.c - The Committee determined to relocate these requirements to Section
5.05.08.E in order to consolidate the requirements to one location.
Section 505.08.C.4.11.b.i/ii and c.iii-The Committee determined to relocate any of the site design
requirements (or cross references, duplicate, etc. as necessary) to Section 5.05.08.E in order to
consolidate the requirements to one location.
Section 5.05.08.B- Applicability
Committee discussion occurred on the most efficient manner to govern existing buildings that
currently conform to the regulations and those that do not currently conform to the regulations
should any changes be proposed to these structures. The Committee noted:
1. The Committee's overall goal is to ensure the proposed standards are less restrictive than the
existing standards.

2. Changes to Non conforming buildings need to be regulated, however not to the extent they
discourage or prohibit changes not meeting the proposed requirements,but improving the
appearance of the structure (especially those buildings in smaller scale commercial centers).
3. The requirements should ensure non conforming, large scale structures do not increase in non
conformity.
4. The requirements need to be structured so as to not negatively affect property values of sites
currently housing non conforming structures (especially those properties characterized by
small scale commercial centers).
5. The most optimal means to address the issue would be to develop thresholds to aid in
implementing the intended goals of the Section.
The Committee requested Staff to revise the Section and incorporate the following concepts and
format the document as necessary. The concepts to be reviewed at a future meeting:
A. Conforming Existing Buildings under 20,000 sq. ft. in floor area
1. Floor Area increases - Renovations proposing an increase in floor area less than 50 percent
of the existing floor area are to be exempted from the standards.
2. Facade renovation—Exempted from standards if not triggering#1 above.
B. Conforming, Existing Buildings 20,000 sq. ft. of floor area and greater
1. Floor Area increases - Renovations proposing an increase floor area less than 5,000 sq. ft.
of the existing floor area be exempted from the standards.
2. Facade Renovations—Exempted from standards unless a renovation is proposed
incorporating 51 percent of the existing facade area.
C. Non Conforming Buildings—Shall not increase non conforming features.
The Committee reviewed the various definitions of floor area(LDC, Impact Fee, Florida Building
Code, etc.) and determined the most appropriate definition for the reference in the standards is the
Land Development Code Definition.
The Committee:
1. Requested Staff to provide the options available for defining `floor area"(Florida Building
Code, Land Development Code,Impact Fee, etc.)so an appropriate threshold may be
developed for the requirements.
2. Recommended the Section be categorized to address Conforming Buildings,Non
Conforming buildings proposing floor area increases, Conforming buildings proposing
Facade Renovations and the Repainting of Existing Buildings and any others as necessary..
Applicability to Immokalee
Staff reported they will contact Brad Muckle, Executive Director of the Immokalee CRA to
request input on the standards applicability to the area.
3. Adjournment
